Kuzey Kıbrıs Türk Cumhuriyeti’nin 25. kuruluş yıldönümü kutlamaları için hazırlıkların yapıldığı şu günlerde, “Kıbrıs’ta neler oluyor?” sorusu, her zamankinden daha çok gündeme gelmektedir. Zira, 11 Eylül’den itibaren başlayan ve haftalık olarak yapılan periyodik toplantılarla devam eden kapsamlı Kıbrıs müzakereleri, tam bir gizlilik içerisinde yürütülmekte ve görüşmelerin içeriği hakkında kamuoyuna herhangi bir açıklama yapılmamaktadır. Ne var ki, Kıbrıslı Liderler tarafından kapalı kapılar ardında yürütülen ve diplomasi kurallarına aykırı bir şekilde, kayıt altına bile alınmayan doğrudan görüşmeler hakkında, Kıbrıs Rum basını her nasılsa bilgi sahibi olabilmekte ve bu durum Rumlara psikolojik bir üstünlük sağlamaktadır. K.K.T.C. Cumhurbaşkanı Talat’ın, “kayıt dışı görüşmeleri” sonradan kayıt altına aldırdığı yönündeki açıklamalar ise durumun vahametini ortaya koymaktadır.

Kuzey Kıbrıs Türk Cumhuriyeti (K.K.T.C.) Cumhurbaşkanı Mehmet Ali Talat ile Kıbrıs Rum Yönetimi (G.K.R.Y.) lideri Dimitris Hristofyas arasında devam etmekte olan müzakere sürecinden bahsetmeden evvel, K.K.T.C.nin 25. kuruluş yıl dönümü münasebetiyle, Kıbrıs Meselesinin geçmişten günümüze kadar süregelen, tarihi seyri hakkında kısaca bilgi vermenin yararlı olacağını düşünmekteyiz:

Bilindiği üzere, Kıbrıs 1571 yılında Osmanlı Devleti tarafından fethedilmiş, Osmanlı İdaresi altında süren 300 yıllık bir barış ve huzur döneminin ardından, 1878 yılında Ada, İngiltere’ye kiralanmak durumunda kalmıştır. 1914 yılında Kıbrıs’ı ilhak eden İngiltere, bu durumu, 24 Temmuz 1923 tarihli Lozan Barış Anlaşması’nın 20. maddesi ile tescil ettirmiştir. 1925 yılında İngiliz kolonisi ilan edilen Kıbrıs’ta, 1954 yılına kadar süren bir dönemde, Yunanlıların da tahrikleriyle, Türk ve Rum toplumları arasında cepheleşmeler başlamıştır. 1821 yılında Yunanistan’ın bağımsızlığını kazanmasıyla ortaya çıkan Enosis hayalini gerçekleştirmeye yönelik olarak, İngilizlere karşı Rum isyanları baş göstermiştir. 1954 yılında Yunanistan, self-determinasyon talebiyle Birleşmiş Milletlere başvurmuş fakat Türkiye’nin de karşı çıkmasıyla bu talep reddedilmiştir. 1955 yılında Yunan terör örgütü EOKA Ada’da faaliyete geçmiş ve Türklere yönelik saldırılar baş göstermeye başlamıştır. 1957 yılında, Türk Mukavemet Teşkilatı kurulmuştur.

1959 yılında Türkiye, İngiltere ve Yunanistan arasında, Kıbrıs Cumhuriyeti’nin kuruluşuna ilişkin Zürih Anlaşmaları imzalanmış, aynı ülkeler arsında1960 yılında imzalanan Garanti ve İttifak Anlaşmaları ile Kıbrıs Cumhuriyetinin bağımsızlığı, toprak bütünlüğü ve güvenliği garanti altına alınmıştır. 1963 yılında, Kıbrıs Cumhuriyeti Cumhurbaşkanı Makarios, Türkleri Devlet yapılanmasından dışlamak amacıyla,  aralarında anayasanın değişmez maddelerinin de bulunduğu 13 maddeden oluşan anayasa değişikliği önerilerini sunmuştur. Bu teklif kabul edilmeyince, Rumlar tarafından Türklere karşı alçakça saldırılar başlamış ve yüzlerce Türk öldürülerek, evleri ve malları tahrip edilmiş ve binlerce Türk göç etmeye zorlanmıştır. Nihayet Rumlar, Türkleri Ortak Kıbrıs Cumhuriyeti mekanizmasından tümüyle dışlamışlar ve Kıbrıs Cumhuriyetini tamamen Rumların kontrolü altına sokmuşlardır. 1964 yılında, Türkiye’nin Ada’ya bir askeri müdahale girişiminin, ABD tarafından engellenmesi- Tehditlerle dolu olan Johnson Mektubu, kamuoyunda büyük bir infial uyandırmıştı-, Türkiye-ABD ilişkilerinde bir dönüm noktası olmuş, Türkiye’nin, başta Washington olmak üzere Batı Bloğuna olan güveni ciddi biçimde sarsıntıya uğramıştır.

1967 yılında, EOKA terör örgütünün Yunanistan tarafından desteklenmesiyle birlikte, Türklere yönelik saldırılar tekrar başlamış ve Yunanistan Ada’ya gayri resmi olarak 15 bin asker yerleştirmiştir. Çalkantılı geçen bir dönemin ardından, 5 Temmuz 1974 tarihinde Yunan Cuntası, Cumhurbaşkanı Makarios’u bir darbeyle devirmiş ve EOKA-B Çetesi Lideri Nikos Sampson’u Cumhurbaşkanı ilan etmiştir. Darbenin ardından Devletin adı Kıbrıs Helen Cumhuriyeti olarak değiştirilmiştir.

Bunun üzerine, Garantör ülke olarak Türkiye, Ada’da barış ve huzuru yeniden tesis etmek üzere, 20 Temmuz 1974 tarihinde, Kıbrıs’a askeri bir harekât düzenlemiş, 13 Ağustos’ta başlatılan ve 3 gün süren 2. harekâtın ardından, Türk Silahlı Kuvvetleri, Ada’nın %37’sini kontrolü altına alarak harekâtı sona erdirmiştir. Barış harekâtının ardından katil Sampson yerini Klerides’e bırakarak Ada’dan kaçmıştır.

Siyasi bir varlık olarak uluslar arası toplumda yer edinme arzusunun, ABD’nin Türkiye’ye uyguladığı ambargoya karşı duyulan tepkiyle birleşmesi üzerine, çok geçmeden, 13 Şubat 1975 tarihinde, Kıbrıs Türk Federe Devleti ilan edilmiştir. Nisan 1975 tarihinde Rauf Denktaş ile Makarios arasında başlayan Toplumlararası görüşmeler, 2 Şubat 1977 tarihinde bu iki lider arasında, 19 Mayıs 1979 tarihinde ise Denktaş ve Kyprianou arasında imzalanan “Doruk Anlaşmaları” ile sonuçlanmıştır. Bu anlaşmalarla, Kıbrıslı Rumlar ilk defa 2 kesimli, 2 toplumlu federal bir çözümü benimsemiş oldular. Ne var ki Rumların, bugün olduğu gibi, işgalleri altındaki Kıbrıs Cumhuriyeti çatısı altında bir çözümde ısrar etmeleri nedeniyle, bu anlaşmaların uygulamaya geçirilmesi mümkün olamamıştır. Hristofyas bugün, bu anlaşmaları verilmiş en ileri Rum tavizleri olarak değerlendirmekte ve daha ileri gidilmesinin mümkün olmadığını açıkça ifade etmektedir.

Siyasi eşitliğe sahip, iki toplumlu, iki kesimli federal bir çatı altında birleşme hedefinin gerçekleşme şansının kalmadığını gören Kıbrıs Türk Toplumu, nihayet 15 Kasım 1983 tarihinde Kuzey Kıbrıs Türk Cumhuriyeti’ni ilân ederek, uluslar arası toplum nezdinde, bağımsız bir devlet olarak kendisini temsil etmeye başlamıştır. KKTC’nin kuruluş bildirgesini, Kurucu Cumhurbaşkanı Rauf Denktaş bizzat okumuştur. KKTC’nin kuruluşunun ardından birleşmiş Milletler nezdinde Kıbrıs ile ilgili çalışmalar yoğunlaştırılmış ve 1984 yılında Perez de Cuellar’ın “Birleştirilmiş Belgeleri”, 1992 yılında ise Butros Gali’nin “Fikirler Dizisi”, çözüm olarak, Kıbrıs Türk ve Rum Halklarının önüne konulmuştur. Kıbrıs’ın birleştirilmesini amaçlayan ve BM Genel Sekreterlerinin ismiyle anılan bu çözüm önerilerinin her ikisi de Rumlar tarafından reddedildiği için rafa kaldırılmıştır.

Birleşmiş Milletler’in Ada’da barışın sağlanmasına yönelik çabaları devam etmiş, ne yazık ki, bu kapsamda hazırlanan Annan planı da, daha öncekilerle aynı akıbete uğramaktan kurtulamamıştır. 24 Nisan 2004 tarihinde, Adanın her iki kesiminde eşzamanlı olarak referanduma sunulan Plan, Türklerin %65 evet demesine rağmen, Rumların %76 hayır oyu ile reddedilmiştir. Böylece Rumlar, Kıbrıslı her iki toplumun ortak bir devlet çatısı altında, birlikte bir arada yaşamalarına imkân verebilecek son bir fırsatı daha tek taraflı reddederek, Kıbrıs’ta asıl uzlaşmaz tarafın kim olduğunu açıkça ortaya koymuşlardır.

Kendileri açısından birçok olumsuz yönü bulunmasına rağmen, uzlaşma adına Annan Planı’na “evet” diyen Kıbrıs Türk Toplumunun AB tarafından dışlanması ise, durumu daha da vahim bir hâle getirmiştir. Nitekim,  1 Mayıs 2004 tarihinde, Kıbrıslı Rumlar, sözde ‘Kıbrıs Cumhuriyeti’ adı altında,  tek taraflı olarak, AB üyesi yapılmışlardır. AB bu tutumuyla, Kıbrıs meselesinde, Rumlar lehine taraf haline gelmiş, bu vesileyle, Kıbrıs, 2005 yılında başlayan Türkiye-AB katılım müzakerelerinin önündeki en önemli engel olarak Türkiye’nin önüne konulmuştur. Öyle ki, AB Konseyi, 2009 yılı Aralık zirvesine kadar Kıbrıs meselesinin çözüme ulaştırılması için Türkiye’ye süre tanımış, aksi takdirde katılım müzakerelerinin tümüyle askıya alınacağı tehdidinde bulunmuştur.

Görüldüğü üzere, 300 yıl boyunca Osmanlı Devlet İdaresi altında barış ve huzur içinde birlikte yaşayan Kıbrıslı Türkler ve Rumlar, Yunanistan’ın bağımsızlığını kazanması ve Ada’nın İngiliz kontrolüne girmesiyle birlikte cepheleşmeye başlamışlar, mahallelerini, köylerini, şehirlerini birbirinden ayırmışlar ve nihayet Ada’yı ikiye bölmüşlerdir. Geldiğimiz noktada ise Kıbrıs Türk ve Rum Toplumları, artık bir arada yaşamaları imkânsız hâle gelen,  birbirine düşman iki halk olarak, uluslar arası kamuoyunun gündemini meşgul etmektedirler.

Buna rağmen, Hristofyas’ın, Şubat 2008 tarihinde, Papadopulos’un ardından G.K.R.Y. Liderliğine seçilmesi ile birlikte, Ada’da olumlu bir hava esmiş ve Liderlerin 21 Mart’ta yaptığı görüşme ile, taraflar arasında çözüme dair umutlar  yeşermeye başlamıştır. Zaten, Ekim 2005 tarihinde, Türkiye-AB katılım müzakerelerinin resmen başlatılması ile birlikte, Kıbrıs’ta acil bir çözüm bulma arayışları hızlandırılmıştı. Ayrıca, AB’nin, KKTC’ye uyguladığı izolâsyonlarla Kıbrıslı Türklerin yaşam alanlarını daraltmaya devam etmesi, Ada’nın Kuzey Kesimi üzerinde baskıyı artırmakta ve ivedilikle bir çözüme ulaşma heveslerini tahrik etmektedir.

Uluslar arası toplumun birleşme yönündeki baskısı neticesinde, 21 Mart görüşmesi ile başlayan yeni uzlaşma süreci, liderlerin 23 Mayıs, 1 Temmuz, 25 Temmuz ve 3 Eylül’de yaptığı görüşmelerle devam etmiş, bu görüşmelerde bazı parametreler üzerinde mutabık kalınmış ve nihayet 11 Eylül 2008 tarihi itibariyle, kapsamlı müzakereler başlamış bulunmaktadır. Fakat, ne yazık ki, acele bir çözüme ulaşma hevesiyle, Rum Lider Hristofyas’ın “tek egemenlik”, “tek vatandaşlık” ve “tek uluslararası kişilik” gibi temel kavramlara, tamamen Rum egemenliğini çağrıştıran anlamlar yüklemesine fazla ehemmiyet verilmemiş ve süreci engelleyeceği endişesiyle bu konuların görüşülmesi hep sonraya bırakılmıştır.

Geldiğimiz noktada ise, görüşmeler kapalı kapılar ardında, kayıt altına bile alınmadan yürütülmektedir. Bu durum ise, Liderlerin, meselenin kırılma noktasını teşkil eden yönetim ve güç paylaşımı konularında ne gibi pazarlıklar yürüttüğü ve ne gibi bir uzlaşmaya vardıkları konusundaki endişelerimizi daha da artırmaktadır. Her fırsatta, K.K.T.C.yi tanımadığını, buna karşın Rumların işgali altındaki ‘Kıbrıs Cumhuriyeti’nin Ada’nın tek temsilcisi olduğu tezini tüm dünyaya kabul ettirmeye çalışan Rum Lider’in çözüm anlayışı ile Türklerin çözüm anlayışı, nasıl olup da ortak bir paydada buluşabilecektir? Kaldı ki, müzakerelerin devam ettiği bir ortamda, Hristofyas’ın “Bize söylemek istedikleri gibi yeni ortaklık yoktur, yeni devlet yoktur. Yeni bir devlet haline dönüşecek olan Kıbrıs Cumhuriyetidir” şeklinde açıklamada bulunması, Rum liderin uzlaşmaz tutumundan zerre kadar taviz vermeyeceğini işaret etmektedir.

Şüphesiz, Talat ve Hristofyas kendi halklarının ve dünya kamuoyunun baskılarından bağımsız olarak müzakere etmek amacıyla, toplantılar hakkında “açıklamada bulunmama” kararı almışlardır. Belki de varılacak bir uzlaşmanın, her iki kesimde de eşzamanlı olarak referanduma sunulacak olması, Liderleri rahatlatmaktadır. Hatta, Talat’ın eleştirilere karşı yaptığı “Her şeyin kayıt altında olması, kayıt altına alınması diye bir kural olmadığı ve baş başa görüşmelerin siyasetin bir parçası olduğu, Cumhurbaşkanı olarak istediği şekilde görüşme yapabileceği, bu yetkinin kendisinde olduğu, bu görevi kendisine halkın verdiği” şeklindeki savunması dahi haklı görülebilir. Fakat, bir yandan Kıbrıs’ta inisiyatifin Kıbrıs halklarına ait olması gerektiğini iddia ederken, bir yandan da Türkiye’ye baskı yapması yönünde AB, İngiltere ve ABD’ye sürekli olarak çağrıda bulunan Rum Liderin içine düştüğü çelişkili durum, mutlaka dikkate alınmalıdır kanaatindeyiz. Geçtiğimiz Eylül ayında, New York’da yapılan BM Genel Kurul toplantıları sırasında Hristofyas’ın, BM Genel Sekreteri Ban Ki-moon’dan “Türkiye’ye yönelmesini” istemesi ise,  manidardır.

Hristofyas’ın bu uzlaşmaz tavırları karşısında, Türkiye’nin Kıbrıs politikalarında istikrarlı tutumu ise memnuniyet vericidir. Bilindiği üzere, KKTC Cumhurbaşkanı Talat, müzakerelerin başlamasından kısa bir süre önce Ankara’yı ziyaret etmiş, yaptığı bir dizi görüşmelerden sonra Türkiye’nin tam desteğini alarak Ada’ya dönmüştü. Bu görüşmeler sırasında, Cumhurbaşkanı Abdullah Gül, Türkiye’nin Kıbrıs’a ilişkin parametrelerini açıkça belirtmiş ve Talat’a bir nevi yol haritasını vermişti. Buna göre, Kıbrıs’ta çözüm; BM çatısı altında, BM Genel Sekreteri’nin iyi niyet misyonu çerçevesinde, adadaki gerçekler temelinde, iki eşit halk ve iki kurucu devlet tarafından oluşturulacak yeni bir ortaklıkla bulunacaktır. Aynı yaklaşım, 2008 Türkiye Ulusal Programı’nda da kayda geçirilerek, AB’ye, gereken mesaj verilmiştir. Cumhurbaşkanı Gül, BM Genel Kurulu 63. Dönem görüşmeleri açılış konuşmasında da, uluslar arası topluma aynı hatırlatmayı yapma gereği hissetmiştir. Hristofyas’ın bu konuşmayı “kışkırtıcı” bulması ise hiç de sürpriz olmamıştır.

Bütün bu gerginliklere rağmen, Kıbrıslı Liderler,  haftalık görüşmelerine BM Genel Sekreteri’nin Kıbrıs Özel Temsilcisi ve BM Misyon Şefi Taye Brook Zerihoun’un arabuluculuğunda devam etmektedirler. Bu kapsamda, 22 Ekim görüşmesinin ardından –görüşmelerin gizliliği ilkesine rağmen- Rum basınında çıkan haberlere göre, Kıbrıs Türk Tarafı, İsviçre’de uygulanan Başkanlık Konseyi modelini teklif etmektedir. Buna göre Konsey,  4 Rum ve 3 Kıbrıslı Türk’ten oluşacak,  Konsey üyelerini ise, 25 Kıbrıslı Türk ve 25 Rum senatörden teşkil olunan Senato (Alt Meclis) tarafından yapılacaktır. Kıbrıs Rum tarafı ise, cumhurbaşkanı ve cumhurbaşkanı yardımcısının ortak liste ile doğrudan halk tarafından seçileceği, cumhurbaşkanı ile yardımcısının dönüşümlü görev yapacağı başkanlık sistemini önermektedir. Hristofyas’ın önerisinde, cumhurbaşkanı yardımcısına ve hükümetin diğer üyelerine veto hakkı öngörülmemesi ise dikkat çekicidir. Her iki teklifin de karşılıklı olarak kabul görmediğini belirtmemiz, herhalde şaşırtıcı olmayacaktır. Liderlerin, nasıl bir çözüm üzerinde anlaşacaklarını öğrenebilmek için ise Rum basınını dikkatle izlemeye devam etmemiz gerekmektedir.

Öte yandan, tam da Kapsamlı Kıbrıs müzakerelerinin devam ettiği bir sırada, Türkiye’nin, Birleşmiş Milletler Genel Kurulunda yapılan 1. tur oylamada, grubunda en çok oyu (151 oy) alarak, 2009-2010 Dönemi Birleşmiş Milletler Güvenlik Konseyi Geçici üyeliğine seçilmiş olması, Hristofyas’ı ziyadesiyle tedirgin etmiştir. Öyle ki,  “Türkiye’nin üyeliğinin kendilerini memnun etmediğini” söyleyen Hristofyas’ın, vakit geçirmeksizin, BM Güvenlik Konseyi Daimi üyelerinden Çin’e ve arkasından Rusya’ya giderek Türkiye’yi şikâyet etme girişimlerinde bulunması, esasen Türkiye’nin doğru yolda olduğuna işaret etmektedir.

Yavru Vatan Kıbrıs, Türkiye için hayati bir öneme sahiptir. Batının Orta Doğuya açılan bir kapısı niteliğindeki Doğu Akdeniz’in tam kalbinde yer alan Kıbrıs ile ilgili olarak, jeopolitik konumu itibariyle hem AB ve hem de ABD, birtakım stratejik hesaplar yapmaktadır.  Ne var ki, Türkiye’nin Güney Kıyılarının hemen karşısında, (Anamur Burnu’na 65 km mesafede) tabiri caizse burnunun dibinde yer alan Kıbrıs Adası, Anadolu’nun tamamlayıcı bir parçasıdır ve Türkiye açısından vazgeçilmez stratejik değeri vardır. Bu nedenledir ki, Kıbrıs’ın ne bir ‘Yunan Adası’ olmasına ve ne de ABD veya AB’nin uydusu haline getirilmesine müsaade edilemez.  İşte bu yüzdendir ki, Türkiye, haklı Kıbrıs davasını yakından takip etmek, uluslar arası baskılara göğüs germek ve nihayet Kıbrıs’ta barış ve huzurun garantörlüğü misyonunu sonsuza kadar sürdürmek durumundadır.

Talat ve Hristofyas çok iyi bilmektedirler ki, ne garantörlük, ne Ada’daki Türk Barış Gücü, ne yerleşikler ve ne de toplumların siyasi eşitliği konusunda Türkiye’nin taviz vermesi mümkün değildir. Ayrıca, Rumların, Kıbrıs Türk Toplumunu bir azınlık statüsüne indirgemek suretiyle, işgalleri altındaki ‘Kıbrıs Cumhuriyetine’ eklemleme hayallerinin de gerçekleşmesi söz konusu  olamayacaktır. Hepsinden önemlisi, iki toplumda da son derece zayıf olan birlikte yaşama arzusunun, temel belirleyici faktör olarak karşımıza çıkacağının gözlerden uzak tutuluyor olmasıdır. Rumlar, bu konudaki isteksizliklerini, Annan planı’nı reddederek açıkça ortaya koymuşlardır. Kıbrıslı Türklerin ise yaklaşık %60’ının Rumlarla birlikte yaşamak istemedikleri, kamuoyu yoklamaları ile ortaya konulmuştur.

Tüm bu gerçeklerin iyi bilinmesine rağmen, Kıbrıslı liderlerin, olmayacak duaya âmin demelerinin sebebinin izahında yarar bulunmaktadır. Mesela, Türkleri sindirebileceğini düşünen Hristofyas, eğer bir çözüme ulaşılamazsa, Ada’nın geri dönüşü olmayan bir bölünmeye doğru sürükleneceği endişesine kapılmıştır. Amacı, Kıbrıslı Türkleri de Rum egemenliğine dâhil ederek, tüm Ada’yı kontrol altına alarak, AB ve ABD’nin çıkarlarına hizmet etmektir. Talat ise, bir an evvel, Rumlar gibi, AB vatandaşlığını kapmanın peşine düşmüş vaziyettedir. Kuşkusuz, aynı coğrafyada yaşayan Kıbrıslı Türklerin de, tüm izolâsyonlardan kurtularak, Rumlar gibi AB vatandaşı olmaları ve Kıbrıs Türk Toplumunun dünya ile entegre olması yararlı olacaktır. Fakat, Kıbrıs Türklerinin, AB ile bütünleşmeye çalışırken, aynı zamanda millî onurunu, egemenliğini ve uluslar arası saygınlığını da muhafaza etmesi gerektiği hususu, izahtan varestedir.

Hristofyas, endişelerinde haklıdır. Zira, Türkiye’nin Kıbrıs davasında eli güçlüdür ve zaman Türklerin lehine işlemektedir. Ortada, 25 yıllık, bağımsız bir Kuzey Kıbrıs Türk Cumhuriyeti vardır. Kuzey komşusu Kıbrıslı Türklerle, eşit şartlarda bir arada yaşamayı reddeden Rumlar, sonuçta mevcut statüyü kabul etmekten başka bir çare bulamayacaklardır. O halde Liderlerin, Kıbrıslı Türklerle Rumların birlikte bir arada yaşamalarının imkânsız olduğu gerçeğini kabul etmeleri ve bu temel üzerinde çözüm bulmaları, son derece yararlı olacaktır. Bu meyanda, K.K.T.C. Cumhurbaşkanı Talat’ın, 34 yıldır Ada’da barış ve huzurun güvencesi olan Türkiye’nin hassasiyetleri çerçevesinde, millî bir politika takip etmesi elzemdir.

Netice itibariyle, toplumları zorla bir araya getirmek yerine, Ada’da, her iki kesimin kendi siyasi egemenliğine sahip olduğu bir çözüm üzerinde çalışılması daha gerçekçi olacaktır. Böylesi bir uzlaşma, mevcut statüye aykırı olmadığı gibi, adil ve kalıcı bir barışı da beraberinde getirebilecektir. Öyleyse, önümüzde iki seçenek bulunmaktadır.
