KAFKASYA’DA İSTİKRAR ARAYIŞLARI

Kafkasya’da, Rusya ve Gürcistan arasında beş gün süren sıcak çatışmaların ardından, şimdi de yoğun bir uluslararası diplomasi savaşı başlamış bulunmaktadır. Bu kapsamda, 13-14 Ağustos’ta Moskova ve Tiflis’e giden Başbakan Recep Tayyip Erdoğan, Rusya Lideri Dimitriy Medvedev ile Gürcü Lider Mihail Saakaşvili’ye “Kafkasya İstikrar ve İşbirliği Platformu” adı altında bir oluşum önerisinde bulunmuş ve bu teklif meslektaşları tarafından olumlu karşılanmıştır.

Bölgesel barış, ortak güvenlik, ekonomik işbirliği ve enerji güvenliğini esas alan, Avrupa Güvenlik ve İşbirliği Teşkilatı (AGİT) ilkelerine dayalı, ortak kriz çözme ve yönetme mekanizmasına sahip bir platform olarak başlatılması öngörülen bu yeni sürece, Karadeniz Ekonomik İşbirliği Örgütünün de dahil edilmesi planlanmaktadır. Ocak 2000 tarihinde Cumhurbaşkanı Süleyman Demirel tarafından önerilen ve daha sonra beklenen ilgiyi görmemesi nedeniyle rafa kaldırılan, Rusya’nın dâhil olmadığı “Kafkasya İstikrar Paktı” fikrine yakın görünen bu yeni oluşum düşüncesi, Kafkasya’da kalıcı barış ve istikrar umutlarını artırmış gibi görünse de, esasen böylesi bir projeye engel teşkil edebilecek gelişmelerin de göz ardı edilmemesi gerektiği kanaatindeyiz.

Nitekim, Rusya’nın 5 gün süren karşı saldırısının ardından, AB Dönem Başkanı sıfatıyla Moskova’ya giden Fransa Cumhurbaşkanı Nicolas Sarkozy’nin önerdiği 6 maddelik Geçici Ateşkes Anlaşması çerçevesinde, Rusya askeri operasyona son vermiştir. Fakat, gerek ABD’nin tahrik edici düzeyde Rusya’yı küresel sistemden ve Batı dünyasından tecrit etme tehditleri ve gerekse Kremlin’in “Gürcistan’ın toprak bütünlüğünden söz edilemeyeceği” şeklinde açıklamada bulunması, Kafkasya’da gerginliğin devam edeceğini işaret etmektedir.

Daha önceki bir yazımızda, Pekin Olimpiyatlarının başladığı 8 Ağustos 2008 tarihinde patlak veren Kafkasya-Gürcistan Savaşı ile ilgili olarak, jeopolitik öneme sahip bölgesel bir güç olarak Türkiye’nin, tarafları müzakere masasına oturtmak ve sorunu diplomatik yollardan çözmek için, Kafkasya’daki tüm ülkeleri bir araya getirmek suretiyle, arabuluculuk işlevini yerine getirmesinin yararlı olacağını belirtmiştik. Her ne kadar zor bir süreci gerektirse de, bölgesinde itibar gören bir ülke olarak Türkiye’nin, hem Kafkasya’da kalıcı bir barışın temellerinin atılması ve hem de bölgesel istikrarı bozmaya yönelik dış müdahalelere karşı ortak bir direnç noktası oluşturulması bağlamında inisiyatif kullanması mümkün olabilecektir kanaatindeyiz.

Geldiğimiz noktada, gizli gündemi olmayan bağımsız bir aktör olarak bölgesinde bulunan tüm ülkelerle görüşme yapabilen Türkiye’nin, diplomasiye ağırlığını koyduğu ve bölgesindeki barış ve istikrar arayışlarının vazgeçilmez unsuru olarak dünya siyaset sahnesinde yerini aldığını görmekteyiz. Öyle ki, bir yandan Başbakan, Fransa Cumhurbaşkanını gölgede bırakarak Moskova’da, Rusya Devlet Başkanı ve Başbakanı ile arabulucuk misyonunu icra ederken, bir yandan Cumhurbaşkanı, İstanbul’da İran Cumhurbaşkanı ile bölgesel meseleler hakkında görüşmeler yürütmüştür.

Hatırlanacağı üzere, Gürcistan Cumhurbaşkanı Mihail Saakaşvili ABD’ye güvenerek, Rusya’ya karşı kumar oynamış, Gürcü Silahlı Kuvvetleri Güney Osetya bölgesine askeri operasyonda bulunmuş, fakat Rusya’nın şiddetli karşı operasyonuyla hezimete uğrayan Gürcistan, savaş ilanından iki saat sonra ateşkes ilan etmek zorunda bırakılarak, Rusya karşısında çaresiz bir duruma düşmüştür. Beş gün süren Rus-Gürcü savaşının ardından Kremlin,  Sarkozy daha Moskova’ya ulaşmadan hemen önce, Batı dünyasına bir jest yaparcasına askeri operasyonu bitirdiğini ilan etmiştir. Neticede, Rusya, Güney Osetya bölgesinden daha da ilerilere, Gürcistan topraklarının içlerine kadar ilerlemiş ve burada durmuştur. Gürcistan şimdi “de-facto işgal” vaziyeti ile karşı karşıya bulunmaktadır.

Böylece, Rusya, büyük bir ustalıkla hazırlamış olduğu Kafkasya’yı işgal senaryosuna Saakaşvili’yi dahil etmeyi başarmış ve nihayet kozları eline geçirmiş bulunmaktadır. Hayatının en büyük hatasını yapan Saakaşvili ise, ABD ve AB tarafından yalnız bırakılmanın verdiği hayal kırıklığıyla, hem ülkesini ve hem de kendi pozisyonunu riske atmıştır. Zira, Rusya’nın üst düzey yetkilileri, artık Saakaşvili ile görüşmelerinin mümkün olmadığını açıklamak suretiyle, bundan sonraki süreçte, Gürcü liderin statüsünü koruyabilmesinin ne kadar zor olacağına dair ilk işareti vermiş bulunmaktadırlar.

Beş gün süren yıkıcı bir istilanın ardından, Rusya nihayet arzuladığı noktaya kadar ilerlemiş olacak ki, Fransa Cumhurbaşkanı Sarkozy’nin teklif ettiği 6 maddelik bir Ateşkes Anlaşmasını kabul etmekte bir sakınca görmemiştir. 16 Ağustos itibariyle Gürcistan Devlet Başkanı Mihail Saakaşvili ve Rusya Devlet Başkanı Dimitriy Medvedev tarafından imzalanan söz konusu Geçici Anlaşmaya göre, taraflar arasında düşmanlık sona erecek, insani yardım koridoru açılacak, Rus askerleri Gürcü topraklarından çıkmakla birlikte Güney Osetya’daki barışı koruma görevine devam edecek, ayrıca bölge dışında kısıtlı da olsa devriye gezme imkânına kavuşacak olan Ruslar, Güney Osetya sınırının 10 km. ötesine dek Gürcü topraklarına girebilecek ve Güney Osetya ile Abhazya’daki “Rus barış güçleri” uluslar arası barış gözetim mekanizması kurulana dek ek güvenlik önlemleri alabilecektir.

Ancak her ne kadar, Gürcistan’ın “bağımsızlığı ve egemenliği” ifadeleri geçse de, Gürcistan’ın “toprak bütünlüğünden” bahsetmeyen bu ateşkes anlaşması, esasen Gürcistan için tam bir yıkım olarak değerlendirilmekte ve gelecekte bölgede olası sıcak çatışmaları kaçınılmaz kılmaktadır.

Enerji üretim ve dağıtım potansiyelini dış politikada bir silah olarak kullanmaya çalışan Rusya’nın, dünyanın en zengin petrol ve doğalgaz rezervlerine sahip Kafkasya ve Orta Asya’ya yönelik stratejik hedefleri vardır. Ayrıca bölgenin, Orta Asya ile Avrupa arasında bir enerji geçiş noktasında yer alması, Kafkasya’nın tam kalbinde yer alan Gürcistan üzerinde, Rusya’nın emperyalist hayaller kurmasına sebep olmaktadır.

Öte yandan, ABD ve NATO ile ilişkilerini geliştirmek suretiyle toprak bütünlüğünü korumaya çalışan Gürcistan, aynı zamanda Batı dünyası ile entegre olmayı da hedeflemektedir. Ne var ki, ABD’ye güvenerek giriştiği Güney Osetya Operasyonunda, Batıdan umduğu desteği bulamayan Saakaşvili, Rusya tarafından hezimete uğratılmış, tabiri caizse, kaş yapayım derken göz çıkarmıştır. Geldiğimiz noktada ise Gürcü Lider, ülkesini bölünmenin eşiğine getirmiş durumdadır. Ateşkesin hemen ardından, Washington Post Gazetesinde yayınlanan makalesinde Saakaşvili, “Eğer Batı bizimle değilse kiminle?” sorusunu yönelterek, ABD ve AB’nin, Rusya’ya karşı tavrını netleştirmesini isteyerek, ülkesini bu zor durumdan kurtarmaya çalışmaktadır.

Bu gelişmeler, Rusya’nın, Gürcistan’ın NATO üyeliğini engellemekle, esasen ne gibi stratejik hesapların peşinde olduğu hakkında bir fikir vermektedir. Ne var ki, Kafkasya’da giriştiği 5 günlük savaş, Gürcistan’ın NATO üyeliğini hızlandırıcı bir etki yapacaktır. Nitekim, savaş sonrası Medvedev ve Saakaşvili ile görüşen ve bugüne kadar Gürcistan ile Ukrayna’nın NATO üyeliğine karşı çıkan Almanya Başbakanı Angela Merkel, “Gürcistan’ın NATO’ya üyelik yolunda olduğunu” açıklamak suretiyle, Rusya’ya karşı bir tavır değişikliğine gittiğinin ilk işaretlerini vermiştir. Aynı şekilde, NATO Genel Sekreteri Jaap de Hoop Scheffer, 19 Ağustos tarihli NATO toplantısı arifesinde “Gürcistan’ın günün birinde NATO üyesi olacağını” belirtmek suretiyle, üyeler üzerinde baskı oluşturmaya çalışmıştır. Bunun yanında,  küresel sisteme entegre olmaya çalışan Rusya Federasyonu’nun, Kafkasya’da istikrarı bozarak, Batı dünyası ile ilişkilerinin geleceğini de ciddi biçimde tehlikeye attığını yakın zamanda görecektir.

Geldiğimiz noktada, Kafkasya’daki savaş geçici de olsa sona ermiş gibi gözükmektedir. Bundan sonra yapılması gereken, yeni bir sıcak çatışmaya meydan vermeksizin, müzakereler yoluyla, bölgede kalıcı bir barış ortamının sağlanması yönünde diplomatik girişimlerin başlatılmasıdır. Gürcü Lider, barışın sadece Batılı arabulucularla sağlanabileceğini iddia etmektedir. Bu anlamda, bölgesinde güven duyulan istikrarlı bir ülke olarak Türkiye’nin ortaya attığı “Kafkasya İstikrar ve İşbirliği Platformu” projesi, bölgesel barışa katkı sağlayacak iyi niyetli bir girişim olarak gündemdeki yerini almalıdır kanaatindeyiz. Fakat, böylesi bir projenin uygulanabilirlik kabiliyetini kısıtlayan faktörlerin üzerinde de önemle durulması gerekmektedir. Bu vesileyle, Kafkasya İttifakı projesine gölge düşürebilecek hususlara kısaca bir göz atmamızda yarar bulunmaktadır:

– Rusya Gürcistan’ın toprak bütünlüğünü hiçe saymakta bunu açıkça dünyaya ilan etmektedir. Nitekim, Güney Osetya ve Abhazya Liderlerini Moskova’da ağırlayan Rusya’nın Dışişleri Bakanı Sergey Lavrov, “Gürcistan’ın toprak bütünlüğü ölü bir konu” demiştir.  Buna karşın, Türkiye, AB ve ABD, Gürcistan’ın toprak bütünlüğü ve siyasi egemenliğini kuvvetle desteklemektedir.

– Gürcistan Parlamentosu, Rusya’ya tepki olarak, bu ülkenin liderlik ettiği Bağımsız Devletler Topluluğu (BDT)’den (Rusya Federasyonu, Belarus, Gürcistan, Ukrayna, Moldova, Azerbaycan, Kazakistan, Kırgızistan, Tacikistan, Özbekistan ve Ermenistan’dan oluşmaktadır) ayrılma kararı almıştır.

– ABD, Rusya’yı, Zenginler Kulübü olarak bilinen G-8’den çıkarmak ve Dünya Ticaret Örgütü üyeliğini engellemek için girişim başlatma hazırlığındadır.

– ABD ve İngiltere, protesto amacıyla, Japon denizinde yapılacak olan “Rusya-NATO Ortak Deniz Tatbikatından” çekildiğini açıklaması üzerine tatbikat iptal edilmiştir.

– Rusya, ABD’nin etkisinde kalmakla suçladığı Gürcü Lider Saakaşvili ile görüşmelerinin mümkün olmadığını, dolayısıyla, mevcut hükümetin değişmesi gerektiğini ileri sürmekte, buna karşın, Türkiye, ABD ve AB Saakaşvili hükümetini desteklemektedirler. Nitekim, ABD basınında, Rusya’nın Tiflis’teki hükümeti devirmek amacıyla bu askeri operasyona giriştiğine dair iddialar yer almıştır.

– Geçici Ateşkes Anlaşmasında, Gürcistan’ın toprak bütünlüğünün korunacağına dair herhangi bir ifade yer almamakta, ayrıca, Anlaşmayla Rus askerlerine bölgede kalıcı bir statü verilmektedir.

– Alman Der Spiegel Dergisine demeç veren Gürcü Lider Saakaşvili “Biz en son Rus askeri Gürcü topraklarından çıkana kadar savaşacağız. Asla teslim olmayacağız”, diyerek, barış konusunda Rusya’ya güvenmediğini itiraf etmiştir.

– ABD ve müttefiklerinin Kafkasya’ya yönelik stratejik hedefleri, Rusya’nın jeopolitik hesaplarıyla çatışma halindedir.

Tüm bu gelişmeler açıkça göstermektedir ki, önümüzdeki dönemde Kafkasya’da gerginlik azalmayacak, bilakis artacaktır. Rusya, Batı dünyası tarafından ciddi biçimde tecrit edilmeye çalışılacak, bu da Moskova’yı tahrik ederek daha saldırgan politikalar üretmesine yol açacaktır. Nitekim,  ABD’nin çağrısı üzerine, 19 Ağustos 2008 tarihinde, Brüksel’de olağanüstü toplanan NATO Dışişleri Bakanları, “Rusya ile ilişkilerin askıya alınmasını” kararlaştırmış bulunmaktadırlar. Anlaşılıyor ki, uluslararası sisteme entegre edilmiş ve Batının demokratik değerlerini benimsemiş bir Rusya’nın, emperyalist hayallerinden arındırılabileceği ve daha ılımlı bir konuma getirilebileceği umudu, tükenme noktasına gelmiştir.

Öte yandan, daha savaşın dumanı tüterken, ABD ve Rusya Liderlerinin tansiyonu düşürmek yerine, karşılıklı meydan okumalarla diplomatik girişimlerin önünü tıkamaları, bu ülkelerin gerçekte barış isteyip istemedikleri konusundaki şüpheleri artırmaktadır. Zira, gerginliğin had safhada olduğu bir sırada ABD Başkanı George W. Bush, Medvedev için “Soğuk savaş bitti, derebeylik yapmasın” demiş, buna cevap olarak Medvedev, Rusya’nın bugüne kadarki eylemlerini ”ılımlı” olarak değerlendirerek “Batının gerilimi tırmandırması halinde, en radikal güçlerin bile hayal edemeyeceği bir ortam yaratılacağı” tehdidinde bulunmuştur. Ayrıca, Kafkasya’da patlak veren krizin sebep olduğu kargaşa ortamında Polonya ile ortak füze savunma sistemi anlaşmasını imzalayan ABD, Rusya’dan rövanşı almış gibi görünmekle birlikte, esasen yeni bir soğuk savaşın da ilk işaretlerini vermiş bulunmaktadır.

Netice itibariyle, Kafkasya’da yaşanan gerginliğin esasen Küresel aktörlerin Avrasya coğrafyasına hakim olma mücadeleleri kapsamında yürüttükleri bir danışıklı dövüş olduğuna dair kuşkularımız artmaktadır. Çünkü, Rusya-Gürcistan savaşının sonuçta ne ayrılıkçı Güney Osetya’nın ve ne de Gürcistan’ın menfaatlerine hizmet etmediği, buna karşın, Kafkasya’da yaşanan gerginliğin hem Rusya ve hem de ABD’nin stratejik hedeflerine hizmet eder mahiyet arz ettiğini söyleyebiliriz. Zira, sürüp gidecek bir gerginlik, her iki ülkeye de, bölgeye daha fazla nüfuz etme fırsatları verecektir. Savaşın ardından, NATO ve ABD savaş gemilerinin Boğazları geçerek Karadeniz’e girmesi, bu tezimizi doğrular niteliktedir. Ayrıca ABD, Kafkasya ülkelerinin emperyalist Rusya Federasyonuna karşı besledikleri düşmanlıkları tahrik etmek suretiyle, bu ülkelerle ilişkilerini geliştirme fırsatlarını da yakalamış bulunmaktadır. Buna karşın, Kafkasya’da askeri ve diplomatik üstünlük elde  eden Moskova, bir yandan bölge ülkelerine gözdağı verirken, bir yandan da savaş öncesine göre daha güçlü olarak müzakere masasına oturabilecektir.

Rusya’nın, eski Sovyetler Birliği dönemindeki etkinlik alanını tekrar kazanma ve Kafkasya haritasını buna göre yeniden çizme hayallerini gerçekleştirmek için somut adımlar atmaya hazır olduğu, bu kapsamda savunma pozisyonundan saldırı pozisyonuna geçtiği görülmektedir. Ne var ki karşısında, hiçbir gücün  bölgede tek başına hakim olmasını istemeyen küresel bir güç, ABD durmaktadır. Dolayısıyla, Gürcistan, Kafkasya’daki bölgesel hâkimiyet mücadelesinin oyun alanlarından sadece birini teşkil etmektedir. Kuşkusuz, bölgede gerginlik artarak devam edecektir. Zira, kıymetli madenler ile zengin petrol ve doğalgaz kaynaklarına sahip olan Kafkasya, aynı zamanda Doğu-Batı enerji ulaşım yolları üzerindedir ve bu yönüyle, bir yandan küresel aktörlerin ilgisini çekerken, bir yandan da dinamik etnik ve dinsel fay hatları nedeniyle, potansiyel bir çatışma alanı konumunu muhafaza etmektedir.

Rusya-Gürcistan savaşı vesilesiyle öne sürülen “Kafkasya İstikrar ve İşbirliği Platformu” düşüncesi, bölgesel istikrarsızlıktan büyük rahatsızlık duyan Türkiye’nin iyi niyetli bir diplomatik atağıdır. Türkiye bu şekilde, hem bölgesinde insiyatifi eline geçirme ve hem de komşularıyla iyi ilişkiler geliştirme niyetindedir. Fakat, gerek Kafkasya’nın karmaşık etnik ve siyasi yapısı ve gerekse ABD ve Rusya’nın birbiriyle çatışma halindeki bölgesel jeopolitik çıkarları, en azından yakın gelecekte, bölgede kalıcı bir istikrar ortamının sağlanmasının zor olduğunu işaret etmektedir. Buna rağmen, bölgesindeki sorunlara çözüm yolları üretebilme potansiyeline sahip bir ülke olarak Türkiye’nin, milli karakterine uygun, özgün dış politikalar geliştirerek, arabuluculuk misyonunu devam ettirmesi ve bu sayede, bölgesel barış ve istikrar arayışlarına katkı sağlaması mümkün görünmektedir.
