KKTC’nin kuruluşunun 26. yıl dönümünün törenlerle kutlandığı şu günlerde, Kıbrıs’ta hareketlilik giderek artmaktadır. Öyle ki önce Dışişleri Bakanı Ahmet Davutoğlu Kıbrıs ile ilgili ülkelerde görev yapan Türk büyükelçileri ile Ankara’da bir toplantı gerçekleştirmiş, ardından KKTC Cumhurbaşkanı Mehmet Ali Talat ile Dışişleri Bakanı Hüseyin Özgürgün, müteakiben İngiltere Dışişleri Bakanı David Milliband Kıbrıs konusunu görüşmek üzere Ankara’ya gelmiş ve nihayet İngiltere, Kıbrıs açılımı ile sahnedeki yerini almıştır. Tüm bunlara, Cumhurbaşkanı Talat’ın çözüm konusundaki aceleciliğini de eklediğimizde, Kıbrıs’ın yakın zamanda sıcak gelişmelere gebe olduğunu tahmin etmemiz herhalde zor olmayacaktır.

Ada’da iki ayrı egemen üsse sahip bulunan İngiltere, sahip olduğu toprakların yaklaşık yarısını, anlaşma sonrası oluşacak Birleşik Kıbrıs Cumhuriyeti’ne devredeceğini açıklamıştır. Her ne kadar, Kıbrıs’ta çözümü teşvik etmek için ileri sürüldüğü iddia edilse de bu girişimin esasen İngiltere’nin Ada’daki varlığını garantiye alma çabasından başka bir şey olmadığını söylememiz mümkündür. Ada’nın her iki tarafında da şaşkınlıkla karşılanan bu ani İngiliz önerisinin altından ne çıkacağını görmek için biraz beklememiz gerekecektir.

 Öte yandan, geçtiğimiz Ekim ayında yayınlanan AB’nin Türkiye 2009 İlerleme Raporunda Kıbrıs ile ilgili olarak yer alan olumsuz ifadeler esasen, meselenin ya Kıbrıs, ya AB dayatmasına doğru gittiğinin ilk işaretlerini vermişti. Nitekim, Kıbrıs’ta çözümün AB’nin temel ilkelerine uygun olması, Türkiye’nin acilen yükümlülüklerini yerine getirmesi gerektiği gibi maksatlı ifadeler, Aralık zirvesinde yankı bulacak gibi görünmektedir.

Bu nedenle, Ankara’daki diplomasi trafiğinin hız kazanmış olması hükümetin bir yol haritası hazırlama hazırlıkları içerisinde olduğunu göstermesi bakımından anlamlıdır. Elbette, Türkiye’nin Kıbrıs konusunda planlamalar yapması ve geleceğe dair birtakım öngörülere uygun stratejiler üretmesi tabiidir. Zira, başta Rum/Yunan tarafı olmak üzere bazı AB ülkelerinin Türkiye’yi köşeye sıkıştırmak için kapsamlı bir hazırlık içerisinde oldukları bilinmektedir.

10-11 Aralık’ta yapılacak AB Konseyi Zirvesinde, Kıbrıs’taki gelişmelere paralel olarak Türkiye’nin müzakere süreci değerlendirilecek ve birtakım yaptırım kararları alınması söz konusu olabilecektir. Her ne kadar, İlerleme Raporunda Türkiye’ye karşı bir müeyyide önerisinde bulunulmamış ise de Başta Rum/Yunan tarafı olmak üzere birçok Avrupalı yetkilinin bu Zirve dolayısıyla Türkiye’ye karşı tehditkâr açıklamalarda bulunması düşündürücüdür. Nitekim, “Komisyon yaptırım önerse de, önermese de, karar Avrupa Konseyi’nindir. Yaptırım gerekip gerekmediğine Aralık’ta karar verilecek” diyen ve Aralık’ta yapılacak AB Zirvesi’nde bütün seçeneklerin masada olacağının altını çizen Rum Lider, Türk limanlarının Rum gemi ve uçaklarına açılması ihtimalinin zayıfladığının farkındadır.

Öte yandan, Yunanistan Cumhurbaşkanı Karolos Papulyas’ın ”Kıbrıs’ın ‘açık yara’ olarak kalmaya devam etmesi halinde Türkiye’nin Avrupa isteğinin ümitsiz olduğunu” söylemesi ise ayrı bir çelişki olarak karşımıza çıkmaktadır. Rum/Yunan tarafı bir yandan Türkiye’nin AB üyeliğini desteklediklerini açıklarken, bir yandan da Türkiye ile ön koşullar gerçekleşmeden hiçbir diyaloga girmeyeceklerini söylemektedirler. Bunun aslında bir destek olup olmadığı hususu şaibelidir.

Yunanistan’ın bahsettiği destek esasen bir aldatmacadan ibarettir. Rum/Yunan stratejisini kısaca şöyle açıklamamız mümkündür; Türkiye’yi AB kapısında bekletirken, Kıbrıs ve Ege’yi tümüyle Helen hâkimiyetine dâhil etmek. Bu gerçekleşmeden Türkiye’nin tam üye olmasını engellemek.  Bu stratejinin en önemli aracı olarak da Türkiye’nin AB sürecini kullanmak. Nitekim, GKRY Dışişleri Bakanı Markos Kipriyanu’nun “Türkiye’nin AB katılım süreci, Türkiye açısından Kıbrıs sorununun çözümüne en büyük teşviktir” şeklindeki açıklaması bu politikanın açık bir itirafıdır. KKTC’nin 26. kuruluş yıldönümü törenleri için Ada’ya giden Devlet Bakanı ve Başbakan Yardımcısı Cemil Çiçek’in “Kıbrıs meselesini Türkiye’nin AB politikasının önüne koyarak, eğer birileri ‘Ya Kıbrıs ya AB’ diye düşünüyorlarsa Türkiye’nin tercihi, sonsuza kadar Kıbrıs Türkünün yanında olacaktır. Bunu herkes iyi anlamalı” şeklindeki açıklaması, Rum/Yunan tarafına verilebilecek en güzel cevap olarak tarihe geçmiştir.

Tarihi ve kültürel birikiminin de farkında olarak komşularıyla iyi ilişkiler geliştiren, bölgesel kalkınmaya yönelik büyük yatırım anlaşmalarına öncülük eden ve tabii olarak bölgesel barışa katkı sağlama anlamında aktif ve çok yönlü bir dış politika stratejisi geliştiren Türkiye, başta Rumlar olmak üzere Avrupalıları endişeye sevk etmiş gibi görünmektedir. Öyle ki, bir eksen kayması yaşadığını iddia ettikleri Türkiye’nin AB üyeliğinden vazgeçmiş olabileceği ihtimali Avrupa’da ciddi bir şekilde tartışılmaktadır. Kuşkusuz Rumlar, AB kapısında bekletilen bir Türkiye’yi, bölgesel bir güç olarak alternatif politikalar üretebilen bir Türkiye’ye tercih edeceklerdir.

Türkiye’nin bir eksen kayması yaşayıp yaşamadığını bilemeyiz ancak bildiğimiz bir şey var ki Türk Milleti Kıbrıs Davasından asla vazgeçmeyecektir. Ayrıca yine biliyoruz ki, AB Türkiye’nin katılım sürecini tümüyle kesintiye uğratmayı göze alamayacaktır. Ancak ellerindeki bu kozu da en iyi şekilde kullanmaya çalışacaktır. Bu nedenle Türkiye’nin, kendisine yönelik şantaj ve tehdit niteliğindeki açıklamaların tesirinde kalmadan kararlı tutumunu sürdürmesi ve muhtemel gelişmelere uygun stratejiler geliştirmesi kaçınılmazdır.

Bu kapsamda, geçtiğimiz günlerde, Dışişleri Bakanlığında ilgili büyükelçilerle ve diğer yetkililerle yapılan ve Aralık 2009 Zirvesi için hazırlık niteliği taşıyan Kıbrıs toplantılarında mutabakata varılan hususlardan kısaca bahsetmemizde yarar bulunmaktadır;

– Kıbrıs konusunda hızlı ve etkili bir diplomasi faaliyeti başlatılacak ve bu kapsamda Kıbrıslı Liderler arasında devam eden görüşmelerin hızlandırılması için özellikle BM ve ABD’nin etkin rol oynamaları istenecek.

– Kıbrıs’ta barış görüşmeleri sonsuza dek sürmesi mümkün değildir. Bu anlamda, liderler arasında devam etmekte olan kapsamlı çözüm müzakerelerinden ya anlaşma yönünde bir sonuç çıkacak, ya da, Ada kalıcı bir bölünmeye giden yeni bir sürece girecektir.

– Ada’da çözüme katkı sağlamayanlar Türkiye Cumhuriyeti’ne liman ve havaalanlarını açmak için baskıda bulunamazlar.

– Türkiye, Ada’da adil ve kapsamlı bir çözüm bulunması yönündeki çabaları desteklediğini her ortamda tekrarlamıştır. Bu kapsamda, Türkiye’nin Aralık 2006 tarihli önerisi geçerliğini korumaktadır.

– 2010 Nisan ayında KKTC’de yapılacak olan Cumhurbaşkanlığı seçimi doğal bir takvimdir. Bu seçimden çıkacak sonuç, Kıbrıs Türk halkının vereceği karar ne olursa olsun bu süreci etkileyecektir. Çıkan sonuca herkes saygı göstermelidir.

Görüldüğü üzere, Türk tarafı 2010 Nisan ayında yapılacak Cumhurbaşkanlığı seçimine kadar liderlerin bir çözüme ulaşmalarının şart olduğunu ileri sürmektedir. Cumhurbaşkanı Talat da işte bu nedenle çözüm için acele etmekte ve bu yılsonuna kadar bu mümkün olmazsa seçimden iki ay öncesine kadar bir anlaşmaya varmayı ve bunun Ada’nın her iki kesiminde eş zamanlı olarak referanduma sunulmasını hedeflemektedir. Talat ayrıca, uluslar arası toplumu sürece dâhil olmaya çağırmaktadır.

Ne var ki, Hristofyas herhangi bir takvimlendirmeyi kabul etmediği gibi uluslar arası toplumun hakemliğini de reddetmektedir. “Ada’da Nisan’a kadar çözüm çok zor” diyen Rum Liderin zaten bu aşamada bir çözüme de ihtiyacı bulunmamaktadır. Türkiye’nin AB süreci devam etmektedir ve Rumlar bu durumdan azami ölçüde yararlanmaya çalışacaklardır. Talat’ın, “Kıbrıs Cumhuriyeti” adı altında uluslar arası toplum tarafından tanınan ve AB üyesi olan Rumları, nasıl olup da acele bir çözüme ikna edeceği ise merak konusudur. Cumhurbaşkanı Talat’ın muhataplarına yönelik “19 Nisan’da yapılacak seçimlerde federasyon tezine karşı çıkan Derviş Eroğlu’nun Cumhurbaşkanlığına seçilebileceği ve bu durumda Ada’da barış umutlarının sönebileceği” şeklindeki uyarısının da Rumları ikna etmesi mümkün görünmemektedir.

Bu noktada, Liderlerin çözümden ne anladığı hususu üzerinde durmamızda yarar bulunmaktadır. Kuruluşunun 26. yıl dönümü kutlanan bir ülkenin Cumhurbaşkanın kendi devleti için “Ayrı devlet istiyoruz dersek dünyadan tecrit ediliriz…” demesi düşündürücüdür. Ayrıca Talat’ın, “Çözüm olmadan neden insanları evlerinden, topraklarından ve coğrafyalarından olacaklarını söyleyerek tedirgin edelim?” şeklindeki sözleri de, nasıl bir çözüme ulaşılmak istendiği konusundaki şüpheleri kuvvetlendirmektedir. Yani, Kıbrıslı Türkleri evinden toprağından ayıracak bir çözüme razı olunacağı ancak bunu açıklamak için zamanın doğru olmadığı gibi bir izlenim veren bu açıklama bile Kıbrıs Türk Halkının ziyadesiyle rahatsız etmiştir.

Bilinmelidir ki Kıbrıs Türkleri kendilerini yeniden göçmen durumuna düşürecek bir çözüme evet demeyeceklerdir. Yine, yapılan son anketlere göre Kıbrıs Türk Halkının yaklaşık %80’i tamamen ayrı iki bağımsız devlet istemektedir. Yani, Kıbrıs Türk Halkı kendi bağımsız Devletine sahip çıkmaktadır.

Ne var ki KKTC Cumhurbaşkanı birtakım tavizler verilebileceğinden söz ederken, Rum Lider ne bir esneklikten bahsetmekte ve ne de kendi devletinden vazgeçeceğini söylemektedir. Tam tersine, çözümün kendi egemen devletlerinin çatısı altında gerçekleşeceğini her fırsatta ve her ortamda dile getirmektedir. Bilindiği gibi Hristofyas, KKTC’yi tanımamakta ve sözde “Kıbrıs Cumhuriyeti’ni” Ada’nın yegâne temsilcisi olarak görmektedir. Rum liderin “Değişmez tezimiz; Kıbrıs Cumhuriyeti’nin devamının güvence altına alınması gerektiğidir ve partenojenez (bakir doğum) denilen şeyi reddetmemizin nedeni budur, zaten Talat da bundan (partenojenez) vazgeçeceğini vaat etti.” şeklindeki açıklaması, Rumların çözümden ne anladığının en yalın ifadesidir. Bu koşullar altında, Kıbrıslı Türklerin meşru ve temel hak ve çıkarlarını güvence altına alacak adil ve kapsamlı bir çözüme, üstelik de önümüzdeki birkaç ay içinde ulaşılması bir hayalden ibarettir.

Kıbrıslı Türkler, Adanın Kuzey kesiminde, kendi ülke sınırları içerisinde, kendi anayasal düzenleri altında bağımsız Kuzey Kıbrıs Türk Cumhuriyeti vasıtasıyla egemenliklerini kullanmaktadırlar. Ada’da iki ayrı halk, iki ayrı demokrasi ve iki ayrı devlet vardır. Kıbrıs Türk Halkı, acele bir çözüme ulaşmak uğruna, Rumların egemenliğindeki bir devletin çatısı altında azınlık konumuna düşürülmeyi asla kabul etmeyeceklerdir. Ayrıca, Türkiye, Kıbrıs’ta barış ve huzurun güvencesi olarak ve uluslararası anlaşmalara dayanarak Ada’daki garantörlük statüsünü devam ettirecektir. Türkiye Cumhuriyeti, KKTC’nin varlığının yegâne güvencesidir.

Netice olarak, Kuzey Kıbrıs Türk Cumhuriyeti’nin 26. kuruluş yıl dönümünü en içten dileklerimizle kutluyoruz. Kıbrıs Türklerinin en zor koşullarda verdiği özgürlük mücadelesinin bir meyvesi olarak tarih sahnesinde yerini alan KKTC, Kıbrıs Türk Halkının uluslararası camianın onurlu ve saygın bir üyesi olarak varlığını sürdürebilmesinin teminatıdır. Bugün, Kıbrıs’ta acil bir çözüme ulaşılması için yoğun bir çaba gösterilmektedir. Ancak bilinmelidir ki acele bir çözüme ulaşmak uğruna, Kıbrıslı Türklerin egemenliklerinden vazgeçeceğini beklemek beyhudedir ve Türkiye’nin “Ya Kıbrıs, ya AB” dayatmasına boyun eğmesi de mümkün değildir. Hülasa Kıbrıs’ta acil bir çözüm aranırken çözümden ne anlaşıldığının net bir şekilde ortaya konulmasının ve varılacak bir anlaşmanın her hâlükârda Kıbrıs Türk Halkının onayına sunulacağının unutulmaması gerekmektedir.
