Hristofyas ve Doğrudan Ticaret Tüzüğü

Tüm gayretlerine rağmen KKTC Cumhurbaşkanı Mehmet Ali Talat’ı müzakere masasından kaçırmayı başaramayan GKRY Lideri Dimitris Hristofyas, bugünlerde, KKTC’nin yeni Cumhurbaşkanı Derviş EROĞLU’nu masadan kaçırabilmek için yeni taktikler arayışına girmiş bulunmaktadır. Nitekim, Rum basınından edinilen bilgilere göre Hristofyas, çapraz oylama teklifinin Türk tarafınca reddedilmesi halinde dönüşümlü başkanlık önerisini, müzakere masasındaki konumunu zayıflatmadan geri çekebilmenin hesabını yapmaktadır. Yani Rum lider, her konuda anlaşma sağlanmadan, hiçbir konuda anlaşma sağlanmış olmayacağı prensibine sığınarak federal devlet yönetimine ilişkin tüm önerilerini geri çekmeyi düşünmektedir.

Yani Rum lider, her konuda anlaşma sağlanmadan, hiçbir konuda anlaşma sağlanmış olmayacağı prensibine sığınarak federal devlet yönetimine ilişkin tüm önerilerini geri çekmeyi düşünmektedir.Ayrıca Hristofyas, çözüm müzakerelerinde herhangi bir takvimlendirmeye ve hakemliğe de şiddetle karşı çıkmaktadır. Bu kapsamda Rum/Yunan tarafı, BM Genel Sekreteri’nin Ada’da bulunan barış gücünün görev süresinin uzatılmasına ilişkin olarak BM Güvenlik Konseyi’ne sunduğu iyi niyet misyonu raporunda, nihai çözüm için 2010 yılı sonunun işaret edilmesine karşı çıkmaktadır. KKTC Cumhurbaşkanı Eroğlu’nun 2010 yılı sonuna kadar çözüme ulaşılabileceği yönündeki açıklaması ise Hristofyas’ı daha da tedirgin etmiştir. Yine, Kıbrıslı Türklere uygulanan tecridin ortadan kaldırılması yönünde çok büyük bir adım olacak Doğrudan Ticaret Tüzüğü’nün Avrupa Parlamentosu’nda kabul edilerek onaylanmasını engellemek için Rum tarafı Brüksel’deki diplomat sayısını %50 oranında artırmıştır. Tüzük halen AP’nin gündemindedir ve sonbahara kadar onaylanması beklenmektedir.  Brüksel’de kapalı kapılar ardında AB’li yetkililerle temaslarda bulunan Rum diplomatlar, bir taraftan da Türkiye’nin AB sürecini durdurma tehdidinde bulunmaktadırlar. Nitekim, Kıbrıslı Rum Liderin KKTC ile Doğrudan Ticaret Tüzüğünün kabul edilmesi halinde, Türkiye ile hiç bir müzakere başlığını açtırmayacakları yönündeki açıklaması, Tüzüğün Kıbrıslı Türkler için ne kadar önemli olduğunun da bir kanıtı gibidir.Bilindiği gibi, Lizbon Anlaşması ile birçok konuda Rumların elinden veto kartı alınmış oldu. Yani, Doğrudan Ticaret Tüzüğünün kabul edilmesi için oybirliği yerine oyçokluğu yeterli olacak. AB’nin 2004 referandumunun ardından Kıbrıslı Türklere verdiği sözleri tutmamış olması nedeniyle Kıbrıs Türk Halkı hayal kırıklığı yaşamıştı. Şimdi Brüksel verdiği sözü tutmak ve Birliğe yönelik olumsuz bakış açısını tersine çevirmek için harekete geçmiş durumda. Öyle görünüyor ki AB, 2010 yılı sonuna kadar Doğrudan Ticaret Tüzüğünü onaylamak suretiyle hem Kıbrıs Türk Halkına olumlu bir mesaj vermek ve hem de Türkiye’nin AB sürecinin bir yol kazasına uğramasını önlemek niyetindedir.Ancak Hristofyas’ın Tüzükten duyduğu rahatsızlık sadece Kıbrıs Türk Halkı üzerindeki izolasyonların kalkacak olmasından ibaret değildir. Eğer tüzük AB tarafından onaylanırsa Rumların Türkiye’ye karşı ellerindeki en büyük koz olarak gördükleri “Türk limanlarının Rum gemi ve uçaklarına açılmaması” bahanesi de ortadan kalkmış olacak. Bilindiği gibi, Rumlar bu bahaneyle Türkiye’nin tam üyelik müzakere sürecini neredeyse durma noktasına getirdiler. Türkiye daha önce, KKTC üzerindeki izolasyonların kaldırılması halinde limanların Rum gemi ve uçaklarına açılabileceğini açıklamıştı. Tüzüğün onaylanması halinde limanlar açılabilir ve AB’nin 2006 tarihinde askıya aldığı 8 müzakere başlığı serbest bırakılabilir. Bu durumda, 2010 yılı sonunda Türkiye-AB arasında bir kriz ortaya çıkmaz ve müzakere süreci bir süre daha devam edebilir. Kuşkusuz böylesi bir gelişme, Rumların Türkiye’nin AB sürecini koz olarak kullanma imkânlarını ellerinden alacaktır. Zira Rumlar, Kıbrıs Türk Halkının azınlık statüsünde olacağı bir ‘Kıbrıs Cumhuriyeti’ hedefine ulaşıncaya kadar Türkiye’den taviz koparmanın gayreti içinde olacaklardır. Bu hedefe ulaşmadan evvel Türkiye’nin AB üyesi olması da Rum tarafının isteyeceği en son şeydir.  Ayrıca, 2012 yılında AB dönem başkanlığını üstlenecek olan Rum tarafı, bu dönemde Türkiye üzerinde baskı uygulamayı planlamaktadır.İşte bu nedenlerle, Hristofyas 2010 yılı sonu gibi bir takvimlendirmeye şiddetle karşı çıkmakta ve süreci elinden geldiğince uzatmaya çalışmaktadır. Ne var ki, Rum Lider zamanın daralmakta olduğunun da farkındadır. Sürecin uzayıp gitmesi halinde Ada’daki mevcut statünün kalıcılaşacağı ve KKTC’nin uluslar arası toplum tarafından tanınmasının gündeme geleceğinin farkında olan Hristofyas, zaman baskısını ziyadesiyle hissetmektedir. Zira, hem Türk tarafı hem AB ve hem de BM, kapsamlı müzakerelerin 2010 yılı sonunda kalıcı bir uzlaşmayla sonuçlandırılması gerektiğini giderek daha yüksek sesle dile getirmektedirler. Hristofyas’ın giderek ağırlaşan bu baskı karşısında nasıl bir tavır takınacağını bekleyip göreceğiz.   Tüm bu gelişmeler, yine de, Kıbrıs’ta son dönemeç olarak görülen Talat-Hristofyas sürecinin Eroğlu-Hristofyas ikilisi tarafından devam ettirilmesine engel teşkil etmemiştir. Nitekim 26 Mayıs’ta yaptıkları ilk görüşme ile kapsamlı çözüm müzakerelerine yeniden start veren Kıbrıslı Türk ve Rum Liderler, çözüm görüşmelerini kaldığı yerden devam ettirme konusunda mutabakata vardılar.  Ancak, her iki lider de uzlaşmanın şimdi eskisinden daha da zor olduğunun farkındadırlar. Hristofyas’ın özellikle Türkiye’ye yönelik tehditkâr çıkışlarını da içine düştüğü bu umutsuzluğa bağlamamız mümkündür. Mesela, İspanya’nın dönem başkanlığı sona ermeden müzakerelere açılması planlanan “Gıda Güvenliği, Veterinerlik ve Bitki Sağlığı” başlığını bile siyasi bir mesele haline getirip, Türkiye’den tavizler koparma girişimleri, bu umutsuzluğun dışa yansımasından başka bir şey değildir.     GKRY’nin bugüne kadar takip ettiği Kıbrıs politikası ters etki vermeye başlamış ve artık kendisinden ziyade Türk tarafının çıkarlarına hizmet eder hale gelmiştir. Barış görüşmelerini sabote edip, çözümsüzlüğün faturasını Türk tarafına kestirmeyi âdet edinen Rum Liderlerin 2004 Annan Referandumundan sonra maskeleri düşmüş gibi görünmektedir. Rumların Birlik içinde sürekli sorun çıkaran kaprisli davranışları bazı AB ülkelerini de rahatsız eder hâle gelmiş ve uzlaşmaz tarafın kim olduğu konusundaki anlayışın da Rumlar aleyhine değişmesine yol açmıştır. Uluslar arası toplum tarafından tanınmış olmanın ve özellikle de AB üyesi olmanın verdiği rahatlıkla uzlaşmaz tutumlarında ısrar eden Rumlar, bu şekilde sonuca ulaşamayacaklarını anlamaya başlamışlardır. Nitekim şantaj ve tehdit yoluyla ne Kıbrıs Türk Halkının egemenliğine halel getirebilecek ve ne de KKTC’nin dünya ekonomisi ile entegrasyonuna mani olabileceklerdir.Netice itibariyle, Kıbrıs Türk Halkına yapılan en büyük haksızlıklardan birisini ortadan kaldıracak olan Doğrudan Ticaret Tüzüğü’nün onaylanıp onaylanmayacağı hususu Brüksel için bir samimiyet sınavı olacaktır. Eğer Tüzük onaylanmaz ise AB, Hristofyas’ın şantajlarına bir kez daha boyun eğmiş olacaktır. Böylesi bir gelişme, aynı zamanda, 2010 yılı sonunda Türkiye ile Brüksel arasında ciddi bir krize de yol açabilecektir. Nihayet AB, tarihi ve kültürel birikime sahip bölgesel bir güç haline gelen Türkiye’nin stratejik ortaklığı ile devamlı olarak kendisine sorun çıkaran küçük bir üyesinin haksız istekleri arasında bir tercih yapmak zorunda kalacaktır.
