KIBRIS’TA TAVİZ Mİ VERİLİYOR?

Kuzey Kıbrıs Türk Cumhuriyeti (KKTC) Cumhurbaşkanı Mehmet Ali Talat ile Güney Kıbrıs Rum Yönetimi (G.K.R.Y.) Lideri Dimitris Hristofyas, 21 Mart mutabakatı çerçevesinde üçüncü  zirvelerini 1 Temmuz’da gerçekleştirmiş bulunmaktadırlar. Birleşmiş Milletler Genel Sekreteri’nin Kıbrıs’taki Özel Temsilcisi ve Birleşmiş Milletler Misyon Şefi Taye-Brook Zerihoun’un ara bölgede bulunan resmi konutunda yapılan görüşme, Hristofyas’ın Haziran başlarında Londra’da imzaladığı Kıbrıs memorandumu ve toplantı arifesinde Türkiye aleyhine sarf ettiği sözlerin gölgesinde gerçekleştirilmiştir. Görüşmenin ardından yapılan ortak açıklama da göstermektedir ki, Hristofyas’ın bu uzlaşmaz yaklaşımı Toplantıya damgasını vurmuş ve Rumlar Talat’tan önemli bir tavizi daha koparmış bulunmaktadırlar.

Toplantının hemen ardından, Zerihoun tarafından okunan ortak açıklamada yer alan  “İki lider tek egemenlik ve vatandaşlık konusunda görüştüler ve bu konular üzerinde prensipte anlaşmaya vardılar. Bu konuların uygulanmasının detaylarını, kapsamlı müzakereler çerçevesinde görüşme konusunda uzlaşıya vardılar.”  ifadesi,  Türk tarafının çok tehlikeli bir durumla karşı karşıya olduğunu işaret etmektedir kanaatindeyiz.  Zira, Hristofyas’ın “tek egemenlik” ten kastının, K.K.T.C. veya kurulacak yeni bir “ortaklık devleti”nden ziyade, Rum egemenliğine dayanan bir “Kıbrıs Cumhuriyeti” olduğunu tahmin etmek, herhalde zor olmayacaktır. Bu nedenle, Talat’ın, Hristofyas’ın gerçek niyetini bildiği halde “tek egemenlik” ve “tek vatandaşlık” konusunun müzakereye açılmasını kabul etmesi, Rumlara verilmiş tehlikeli bir taviz olarak değerlendirilmelidir.

Ortak bildiride ayrıca, Liderlerin aynı zamanda, çalışma grupları ve teknik komitelerin çalışmalarını son bir kez gözden geçirmek üzere, 25 Temmuz 2008’de yeniden bir araya gelme kararı da aldıkları ifade edilmiştir. Bu da göstermektedir ki, Hristofyas, oyalama taktiğini başarılı bir şekilde uygulamaya devam etmektedir. Nitekim, 21 Haziran’da yapılması öngörülen bu Zirve, Hristofyas’ın yurtdışı gezisi gibi sudan bahanelerle 1 Temmuz’a ertelenmişti. Yine, 21 Mart mutabakatında öngörülmesine rağmen, bu tarihten itibaren en geç 3 ay içinde kapsamlı görüşmelere başlanılamamış ve doğrudan müzakerelerin ne zaman başlayacağı konusunda da herhangi bir tarih belirlenememiştir.

Bilindiği üzere, Hristofyas’ın, Papadopulos’un ardından G.K.R.Y. Liderliğine seçilmesi ile birlikte, Ada’da, olumlu bir hava esmiş, Liderlerin 21 Mart’ta yaptığı görüşme ile, taraflar arasında çözüme dair umutlar  yeşermeye başlamış, hatta Kıbrıs’ta bir “fırsat penceresi” açıldığı yönünde açıklamalarda bulunulmuştu. Bu toplantıda Liderler, BM’nin iyi niyet misyonu çerçevesinde 3 ay sonra kapsamlı müzakerelere başlanması ve en kısa sürede soruna çözüm bulunması  konusunda anlaştıklarını ilan etmişlerdi. Zirvede ayrıca, Lokmacı Kapısının geçişlere açılması kararlaştırılmış, kısa bir süre sonra söz konusu kapı törenle açılmış ve müteakiben de  8 Temmuz Anlaşmasında öngörülen 6 adet çalışma grubu ile teknik komiteler, 21 Nisan itibariyle çalışmaya başlamışlardı. Ancak çok geçmeden, Rum tarafının Türkiye ve Kıbrıs Türk Toplumuna karşı  müteaddit defalar ve açık bir şekilde  hasmane beyanatlar vermeye başlaması üzerine ortam gerginleşmiş, tam da “Kıbrıs’ta umutlar sönüyor mu?” sorusu akla gelmişken, 23 Mayıs liderler buluşması ile bu olumsuz hava giderilerek, sürecin devam edeceği ve Haziran sonunda tekrar bir araya gelineceği kararı alınmıştı.

21 Haziran’da yapılması öngörüldüğü halde, 1 Temmuz’a ertelenen üçüncü zirve toplantısı arifesinde, G.K.R.Y. Lideri Hristofyas, ileri sürdüğü yeni tezler ve Türkiye’nin Ada’daki konumu ve K.K.T.C. ile ilişkileri konusundaki mesnetsiz iddialarını tekrar gündeme getirmek suretiyle, Türk tarafını köşeye sıkıştırma ve uzlaşmaz taraf konumuna sokma gayretlerini yinelemiştir. Bu kapsamda, Avusturya’da yayımlanan “Kurier” gazetesine yaptığı açıklamada  Hristofyas “Talat ile Türk ‘işgaline’ ve ana vatana bağımlılığa karşı mücadele ettikleri, iki toplumun ve kültürlerinin güvenliğini arzuladıkları” ifadesini kullanmıştır. Burada asıl üzerinde durulması gereken noktanın, Rum Lider’in bu küstahça iddialarına karşı K.K.T.C. Cumhurbaşkanı Talat’ın şu ana kadar herhangi bir yalanlama ya da düzeltmede bulunmamış olmasıdır. Ancak iyi bilinmelidir ki, Talat’ın bu tavrı hem Kıbrıs Türk Toplumu ve hem de Türk Milleti tarafından mutlaka değerlendirmeye tabi tutulacaktır.

Diğer taraftan, Kıbrıs Türk tarafını Türkiye’ye bağımlı olmakla suçlayan ve Ada’da çözümün ancak tarafların kendi iradeleri ile ve aralarında yapacakları görüşmelerle çözülebileceğini iddia eden Hristofyas, gerçekte tam tersi istikamette yol almaya deva etmektedir. 23 Mayıs görüşmesinin hemen ardından, 5 Haziran’da Londra’da, İngiltere’nin Kıbrıslı Rumlara, “K.K.T.C.yi tanımayacağı ve Ada’da bölünmeye ya da ayrı bir siyasi oluşumun gelişmesine destek vermeyeceği’ne dair söz verdiği” bir mutabakat muhtırasını imzalayan Rum Lider, maalesef ciddi bir güvenirlik sorununun da ortaya çıkmasına sebebiyet vermiş bulunmaktadır. Ayrıca, Kıbrıs meselesini AB platformuna taşıyan ve AB’nin Kıbrıs’ta daha aktif rol oynaması gerektiğini iddia eden Hristofyas, Türkiye’siz ama AB’li ve İngiltere’li bir çözüme ulaşmanın peşindedir. Aynı şekilde, Kıbrıs konusunda sessizliğini koruyan Yunanistan’ın, esasen gemiyi AB gibi sağlam bir limana demirlemiş olmanın rahatlığı içerisinde olduğunu görmekteyiz.

Hristofyas, birtakım oyalama taktikleri ile çözüm sürecini uzatmak niyetindedir. Nitekim, Talat’ın 2008 sonu itibariyle kapsamlı bir çözüme ulaşılması hedefine karşılık olarak Hristofyas, “Kendisi için 2008 yılının sonu diye bir takvimin olmadığını” ifade etmek suretiyle cevap vermektedir. Rum Liderin bu tavrının arkasında, meseleyi 2009 yılında AB’ye çözdürme hayallerinin yattığını düşünmekteyiz. Bilindiği gibi, AB, Türkiye’ye, 2008 yılı Aralık Zirvesi’ne kadar Gümrük Birliği Ek Protokolünü G.K.R.Y. bakımından da uygulaması için süre vermiş, aksi halde müzakere sürecinin tümüyle askıya alınacağını kararlaştırmıştı. Hristofyas, bu sayede, bahse konu protokol nedeniyle zaten 8 başlıkta müzakereleri askıya alınmış olan Türkiye üzerinde baskı oluşturmak istemekte ve 2009’dan önce varılacak erken bir çözümü menfaatlerine uygun görmemektedir. Ne var ki, Rumlar, adil ve kalıcı bir çözüme ulaşılamadığı takdirde, Ada’nın geri dönüşü olmayan bir bölünmeye doğru sürükleneceği endişesini de derinden hissetmektedirler.

Öte yandan, Kıbrıs Türk Toplumu, 2004 yılında, birçok eksikliklerine rağmen Annan planını kabul ederek uzlaşma iradesini açıkça ortaya koymasına rağmen, Hristofyas’ın her defasında, Türkleri, uzlaşmayı baltalayan taraf olarak gösterme gayretleri, güven bunalımını derinleştiren bir diğer faktör olarak karşımıza çıkmaktadır. AB’nin, Türk tarafının bu uzlaşma iradesini görmezden gelip, sadece Rum Kesimi’ni tam üyeliğe kabul etmiş olması ve Kıbrıs Türklerine karşı uygulanan izolasyonları devam ettirmesi de ayrı bir çifte standart göstergesidir.

Sonuçta, 1 Temmuz’da gerçekleştirilen üçüncü Talat-Hristofyas görüşmesinin tam bir fiyaskoyla sonuçlandığını düşünmekteyiz. Öyle ki, Rum Lider, bir yandan oyalama taktiğiyle süreci kendisi için en uygun olacak bir tarihe kadar uzatma  gayretlerinde başarılı olurken, bir yandan da neyi kastettiği pekâlâ bilinen “tek egemenlik” tezinin müzakere edilmesi konusunda Talat’ı ikna etmiş bulunmaktadır. Böylece, Hristofyas, Türk tarafının “kırmızı çizgilerinden”  birisini aşabileceği hayaline kapılmış durumdadır. Ayrıca, Hristofyas’ın, Talat adına ve üstelik de Türkiye aleyhine sarf ettiği sözlerine karşı, Talat’ın şu ana kadar herhangi bir yalanlama veya düzeltmede bulunmamış olması da düşündürücü bir durum olarak karşımıza çıkmaktadır.

Kıbrıs’ta  çözüme ulaşılması konusunda liderlerin başarısız olmaları halinde, Ada’nın mevcut bölünmüş statüsü kalıcı bir hâl alacak ve K.K.T.C.nin, Kosova örneğinde olduğu gibi, uluslar arası camia tarafından bağımsız bir devlet olarak tanınması gündeme gelebilecektir. Böyle bir ihtimalden büyük rahatsızlık duyan Rumların ise süreci uzatma gayretlerinin varacağı nokta konusunda nasıl bir beklenti içinde oldukları merak konusudur. Bu nedenle, Kıbrıs meselesinde Türkiye ve K.K.T.C.nin elinin güçlü olduğu ve Talat’ın tavizkâr bir tutum içine girmesi için hiç bir sebebin bulunmadığı bilhassa göz önünde bulundurulmalıdır. Garantör Devlet olarak Türkiye, AB üyelik müzakerelerinin askıya alınması pahasına Kıbrıs’ta geri adım atmaktan imtina ederken, Talat’ın çözüm için acele etmesi ve gerek K.K.T.C.nin ve gerekse Türkiye’nin mevcut statülerinin müzakere masasına yatırılması teklifine olumlu yaklaşması, Kıbrıs millî davasına ciddi zararlar verebilecek talihsiz bir gelişme olarak değerlendirilmektedir.
