KIBRIS’TA YENİ BİR DÖNEMEÇ: 23 MAYIS GÖRÜŞMESİ

Kuzey Kıbrıs Türk Cumhuriyeti ve Güney Kıbrıs Rum Yönetimi Liderlerinin, son günlerde, sanki 21 Mart buluşması hiç yapılmamış gibi, karşılıklı olarak birbirlerini suçlayıcı tavır içine girmeleri, “Kıbrıs’ta umutlar sönüyor mu?” sorusunu akla getirmişti. Neyse ki Liderler, sağduyulu davranarak, büyük umutlarla başlayan yeni uzlaşma sürecinin tersine gittiğini görmüş ve durumu yeniden değerlendirmek üzere, 23 Mayıs 2008 tarihinde bir araya gelerek gergin havanın yumuşatılmasını başarabilmişlerdir. BM Genel Sekreteri’nin Kıbrıs Özel Temsilcisi Taye-Brook Zerihoun’un ara bölgedeki ikametgâhında yapılan görüşme, yaklaşık 3 saat sürmüş, toplantı sonrasında Talat ve Hristofyas, Kıbrıs sorununun çözümü konusundaki kararlılıklarını dünya kamuoyuna açıklamak suretiyle, bir nevi umut tazelemişlerdir.

21 Mart görüşmesi çerçevesinde kurulan ve 21 Nisan’da fiilen çalışmaya başlayan altı çalışma grubu ve yedi teknik komitenin faaliyetlerinin değerlendirildiği 23 Mayıs Zirvesinde Liderler, Haziran ayının ikinci yarısında tekrar bir araya gelmeyi kararlaştırmış, toplantı sonrasında, Yeşilırmak Kapısının geçişlere açılması ve sivil ve askeri güven artırıcı önlemlerin tekrar gözden geçirilmesi konularında anlaşmaya varmışlardır. Ancak, Haziran’da kapsamlı görüşmelere başlanılması konusunda Talat ve Hristofyas’ın uzlaşma sağlayamadıkları görülmüştür.

23 Mayıs görüşmesi uzlaşma sürecinin devam edeceğini işaret etmektedir. Fakat, bu buluşmanın en dikkat çekici yanı, kuşkusuz,  Kıbrıs’ın yeni statüsü konusunda kendisine yöneltilen bir soru üzerine Hristofyas’ın verdiği ““Bu konuda, Kıbrıs Birleşik Federal Cumhuriyeti (United Federal Republic of Cyprus) olması yönünde ortak bir pozisyonumuz var” şeklindeki cevabıdır. Ortak açıklama ile de teyit edilen bu görüş ile, siyasi eşitliğe dayalı, iki toplumlu, iki bölgeli, Türk ve Rum Kurucu Devletlerinin oluşturacağı Federal bir Ortaklık Devletinin kurulması konusunda bir uzlaşmaya varıldığı ortaya çıkmaktadır.

2004 yılında Annan Planı’nı reddeden ve bugüne kadar, 1960 yılında kurulan ve başarısız olan Kıbrıs Cumhuriyeti tezini ileri süren Rum tarafının, Kıbrıslı Türklerle siyasi eşitliğe dayalı bir ortaklık devletini kabul etmesi, Kıbrıs sorununun çözüm sürecinde son derece önemli bir gelişmedir. Türkiye ve K.K.T.C.nin “adil ve kalıcı çözüm” fikrine çok yakın olan bu yaklaşım, Türk Kamuoyu tarafından memnuniyetle karşılanmıştır. Ancak, Hristofyas’ın bu uzlaşmacı tavrını “tavizkar bir tutum” olarak değerlendiren, başta eski Rum Lider Papadopulos olmak üzere Güney Kıbrıslı “şahinlerin”, bu süreci baltalamak için ellerinden gelen gayreti sarf ettiklerini de gözden uzak tutmamak gerekmektedir.

Belki de Hristofyas, üzerinde hissettiği bu baskılar nedeniyle, Haziran sonunda başlaması öngörülen doğrudan müzakereleri, çalışma grupları ve teknik komitelerin çalışmalarını yeterli bulmadığı gerekçesiyle erteleme düşüncesindedir. Nitekim K.K.T.C. Cumhurbaşkanı Mehmet Ali Talat, barış görüşmelerinin ne zaman başlayacağı konusunda yöneltilen bir soru üzerine “Bu konuda farklı görüşlerimiz olduğunu biliyorsunuz. Bu konuya ilişkin görüşlerimiz devam ediyor.” demek suretiyle, endişelerini ortaya koymuştur. Ancak, dünya kamuoyu tarafından da pek sıcak karşılanmayan bu erteleme fikrinin, Kıbrıs’ın, kendilerinin istemediği şekilde bir bölünmeye doğru gittiğini gören Rum Toplumu tarafından da pek kabul görmeyeceğini düşünmekteyiz. Hristofyas’ın zaman kazanmaya yönelik bu tutumunun, Rumların, uzlaşma sürecini tıkayan taraf olma vasıflarını ön plana çıkarma ihtimalini de, Rum Kamuoyunun değerlendireceği kanaatindeyiz.
Öte yandan, 23 Mayıs’ta yapılan görüşme sonrasında BM Genel Sekreteri’nin Kıbrıs Özel Temsilcisi Taye-Brook Zerihoun’un yaptığı ortak açıklama, gerek Türkiye ve gerekse AB tarafından destek görmüştür. Bu kapsamda, Dışişleri Bakanı Ali Babacan, Brüksel’de, Türkiye-AB Karma Parlamento Komisyonu toplantısında Kıbrıs ile ilgili yaptığı açıklamada,”Talat ve Hristofyas’ın son yaptığı açıklamayı verdiğimiz desteği daha önce açıkladık. BM müktesebatı çerçevesinde iki tarafın siyasi eşitliliği ve iki kesimlilik temelinde müzakerelerin sürdürülmesi önemli. Bu süreci destekliyoruz.” demiştir. Ayrıca, Kıbrıs’taki Avrupa Komisyonu Temsilciliği Başkanı Androulla Kaminara, Komisyonun,  tarafların istemesi halinde, BM şemsiyesi altında, sürece destek vermeye istekli ve hazır olduğunu belirtmek suretiyle, görüşmeleri olumlu karşıladıklarını ifade etmiştir. Ne var ki, bir yanda Kıbrıs Türklerinin yaşam alanlarını daraltan izolasyonlar, diğer tarafta Güney Kıbrıs Rum Yönetimi, Fransa ve Yunanistan’ın, Güney Kıbrıs ve uluslararası sularda, 2-6 Haziran tarihleri arasında yapmayı planladığı “Argonaftis”  isimli ortak askeri tatbikat gibi kışkırtıcı faaliyetler, AB’nin bu olumlu yaklaşımıyla açıkça çelişki halindedir.

Kuşkusuz, Fransa ve Yunanistan’ın bu girişimleri, Doğu Akdeniz’de hâkimiyet sağlamak amacıyla, Güney Kıbrıs Rum Yönetimini kullanma gayretlerinden başka bir şey değildir. Zira, Rum Ordusunun Yunanlı Generaller tarafından yönetildiği bilinmektedir. Akdeniz Birliği Projesinin mimarı olan Fransa’nın bölgede ortak askeri tatbikat düzenlemesi de boşuna değildir. Türkiye ise Doğu Akdeniz’e geniş kıyıları olan bir ülkedir ve bu anlamda bölgenin kimin kontrolünde olacağı hususu tabii olarak ilgi alanına girmektedir. Bölgede jeostratejik bir öneme sahip bulunan Kıbrıs Adası ise, Türkiye’nin Güney Kıyılarının hemen karşısında, (Anamur Burnu’na 65 km mesafede) tabiri caizse burnunun dibinde yer almakta. Ada’nın Türkiye’ye bakan kuzey kesimi ise Türkiye’nin garantörlüğü altında bulunan K.K.T.C. nin egemenliği altında bulunmaktadır. Dolayısıyla, Türkiye’nin gerek güney kıyılarını güven altına alma ve gerekse Kıbrıs’ta huzur ve barışın devamını sağlama bakımından Doğu Akdeniz’de hâkimiyeti elinde bulundurması bir zarurettir. İşte bu nedenlerle, Kıbrıs Türkiye’nin milli bir davasıdır ve bu meselenin Türkiye’nin milli menfaatlerine halel getirmeyecek bir şekilde çözüme kavuşturulması gerekmektedir.

Bu kapsamda, Rum Kesiminin, Kuzey Kıbrıs’taki yerleşikler ve Adadaki Türk Askeri varlığı konusundaki rahatsızlıkları karşısında, K.K.T.C. nin üst düzeydeki temsilcileri tarafından yapılan açıklamalar, Türkiye’nin çözüm sürecindeki vazgeçilmez statüsünün açıkça ifade edilmesi bakımından değer taşımaktadır. Buna göre,  K.K.T.C. Cumhurbaşkanı Mehmet Ali Talat’ın, Türk askerinin Adadaki varlığının, Kıbrıslı Türkler için son derece önemli olduğu,  K.K.T.C. Başbakanı Ferdi Sabit Soyer’in ise Türkiye’nin garantörlüğünün tartışma konusu bile olamayacağı, 1960 Garanti ve İttifak anlaşmalarına karşı çıkılmasının anlamsız ve temelsiz olduğu, şeklindeki beyanatlarıyla, Türkiye’nin desteği olmadan Ada’da “adil ve kalıcı bir çözüme” ulaşılmasının mümkün olamayacağı gerçeği, aynı zamanda tüm dünyaya ilan edilmiş olmaktadır.

Netice itibariyle, 21 Mart 2008 tarihli Talat-Hristofyas Zirvesi ile Kıbrıs’ta başlayan olumlu süreç, zaman zaman tehlikeye girse de, Liderlerin sağduyulu yaklaşımları sayesinde yeniden rotasına girmiş gibi görünmektedir. 23 Mayıs görüşmesinde, siyasi eşitliğe dayalı, iki toplumlu, iki bölgeli, Türk ve Rum kurucu devletlerinin oluşturduğu, federal bir hükümet üzerinde mutabakata varılması, Kıbrıs Türk Toplumu ve Türkiye açısından son derece mühim bir gelişmedir. Zira, siyasi eşitlik, iki kesimlilik, ortaklık devleti gibi Türk tezinin esasını teşkil eden kavramlar, bugüne kadar Rumların asla kabul etmedikleri ifadelerdi. Bu bakımdan, Hristofyas’ın, Kıbrıs Rum Kesiminin “şahinleri” tarafından şiddetle eleştirilmesi sürpriz olmamıştır. Öte yandan, Haziran sonunda başlatılması öngörülen barış görüşmelerinin Hristofyas tarafından ertelenmeye çalışılmasının ne anlama geldiği konusunda, Türk tarafının kapsamlı bir değerlendirmede bulunmasının zaruri olduğu düşüncesindeyiz.

AB tarafından olumlu karşılanan ve Türkiye’nin de destek verdiği bu görüşmelerin, belki Cumhurbaşkanı Talat’ın öngördüğü gibi 2008 yılı sonuna kadar bir çözümle sonuçlanması mümkün olmayabilecektir. Ancak, Rumların, her geçen gün Türk tezine daha da yaklaştığını dikkate aldığımızda, sürecin devamının Türkiye ve Kıbrıs Türk Toplumu açısından yararlı olacağı ve bu nedenle desteklenmesi gerektiği kanaatindeyiz. Garantörlük Anlaşmaları kapsamında Ada’da bulunan Türk Askerinin, barış ve huzurun teminatı olduğu gerçeğinden hareketle, Birleşmiş Milletler çerçevesinde kapsamlı, adil ve kalıcı bir çözüm sağlamaya yönelik her türlü girişim, tabii olarak Türkiye’nin de desteğini alabilecektir. Sonuçta, Ek Protokolün 2009 yılı sonuna kadar uygulanmaması halinde AB’nin, Türkiye ile müzakereleri tümüyle durdurma kararı alabileceğini göz önüne aldığımızda, Kıbrıs meselesinin çözümünün, Türkiye-AB ilişkilerinin geleceği açısından da ne kadar mühim bir mevzu olduğu ortaya çıkmaktadır.
