YENİ BİR SOĞUK SAVAŞA DOĞRU

Son yirmi yıl içerisinde Dünya sahnesinde meydana gelen siyasi gelişmeler, ülkelerin jeopolitik konumlarında ve stratejik hedeflerinde ciddi değişmelere yol açmıştır. Sovyetler Birliğinin dağılmasının ardından, soğuk savaş dönemi sona ermiş ve iki kutuplu dünya düzeninden,  ABD’nin rakipsiz küresel hâkimiyetine dayalı yeni bir dünya düzenine geçilmiştir. Hegamonik gücünü başka herhangi bir ülke ile paylaşmaya yanaşmaksızın ve askeri yöntemler kullanmak suretiyle dünyaya hükmetmeye çalışan ABD, bu amaçla, küresel enerji kaynaklarının dörtte üçüne sahip bulunan Avrasya’ya nüfuz etme faaliyetlerini hızlandırmış bulunmaktadır.

Buna karşın, eski gücünü yeniden kazanarak tekrar küresel bir güç haline gelmek ve Avrasya’nın zengin doğal kaynaklarını kontrolü altına almak isteyen Rusya’nın, bölgede insiyatifi ABD’ye kaptırmamak için, değişik senaryolar üzerinde çalıştığı, mesela, Şanghay İşbirliği Örgütü gibi yeni oluşumlara, Çin’i de yanına alarak öncülük etmeye kalkıştığını görmekteyiz.

Öte yandan, başlangıçta, Rusya’ya karşı milli kimliklerini muhafaza etme ve bağımsızlıklarını koruma açısından Amerika’nın güdümüne razı olan Orta Asya Cumhuriyetleri, zamanla, Rusya’nın da baskısıyla tavır değiştirmeye başlamışlar ve Atlantik ötesi bir gücün Avrasya kıtasındaki varlığını sorgular hâle gelmişlerdir.

ABD, Orta Asya Bölgesinde kendisine karşı yürütülen bu faaliyetlere cevap vermekte çok gecikmemiş ve 11 Eylül 2001 saldırılarının hemen ardından, uluslararası terörle mücadele ve demokrasi ihraç etme bahanesiyle, Asya kıtasının jeopolitik açıdan en kritik bölgesinde yer alan Afganistan’ı işgal etmiştir. Yine benzer bahanelerle 2003 yılında Irak’ı işgal eden Amerika, böylece, kısmen Türkiye’yi de içine alan Büyük Ortadoğu Projesini hayata geçirmek için en önemli stratejik adımını da atmış oldu. Bir yandan bölgesel güç mücadelesi veren İran’a karşı İsrail ile birlikte saldırı planları yapan ve bir yandan da Çek Cumhuriyeti ve Polonya’ya yerleştireceği füze savunma sistemleri ile Rusya’yı tedirgin eden Amerika, küresel hâkimiyetini devam ettirebilmesi için Avrasya arenasında başrolü kimseye kaptırmaması gerektiğinin farkındadır.

Nitekim, NATO tarihinin en geniş katılımlı zirvesinin, Nisan 2008 tarihinde, eski Sovyet Bloku ülkelerinden Romanya’nın başkenti Bükreş’te yapılması anlamlıdır.  Fakat, Rusya, bu zirvede, ABD’nin tüm çabalarına rağmen, Ukrayna ve Gürcistan’ın NATO üyeliğini engellemeyi başarmıştır. Esasen Rusya, arka bahçesi konumundaki Kafkasya’ya ABD’nin sızma girişimlerini engellemekle, stratejik açıdan ne kadar önemli bir adım attığını da yakın zamanda tüm dünyaya göstermiştir.

Bilindiği üzere, Rusya Devlet Başkanı Vladimir Putin’in tüm meydan okumalarına rağmen, Kosova Parlamentosu,  Şubat 2008 tarihinde, AB ve ABD bayraklarının gölgesinde, Rusya’nın uydu devleti olan Sırbistan’dan bağımsızlığını ilân etmiş ve bu karar vakit geçirilmeksizin başta ABD olmak üzere Batılı Devletlerce tanınmıştı.

Moskova, bu gelişmeyi, kalesine atılan bir gol olarak değerlendirmiş ve ABD’den rövanşı almak için planlar yapmaya başlamıştır. Nitekim, Kremlin’in büyük bir ustalıkla ve aylar öncesinden hazırladığı intikam senaryosuna, ABD yanlısı Gürcistan Devlet Başkanı Mihail Saakaşvili kolaylıkla alet olmuş ve Rusya’nın istediği fırsatı eline vermiştir. 7 Ağustos’da Gürcü Kuvvetlerinin Güney Osetya’ya operasyon düzenlemesi üzerine, 8 Ağustos’ta Rusya yıkıcı bir güçle karşılık vermiş ve Gürcistan’ı işgal etmiştir. Çok geçmeden, bu defa Osetyalılar ve Abhazyalılar Rus bayraklarının gölgesinde bağımsızlıklarının Kremlin tarafından resmen tanınmasını kutlamışlardır. Rusya, Batıya karşı, özellikle de Kosova’nın rövanşını almıştır. Öyle ki  Güney Osetya ve Abhazya, Rusya tarafından fiilen ilhak edilmiş durumdadır. Artık, Moskova kozları eline geçirmiş ve Kafkasya’yı kontrol altına alma planlarını gerçekleştirmek ve ABD’ye meydan okumak için, savunma pozisyonundan saldırı pozisyonuna geçmiş durumdadır. Esasen, bu tavrıyla Rusya, ABD’nin küresel hâkimiyetine son vermek üzere yeni bir soğuk savaşın ilk adımlarını da atmış bulunmaktadır.

Sovyetler Birliği’nin dağılmasının ardından büyük bir boşluğa düşen Rusya Federasyonu, sahip olduğu zengin enerji kaynaklarının da yardımıyla ekonomisini toparlamış ve askeri gücünü yeniden kazanmış gibi görünmektedir.  Artık, kendisini ABD’nin karşısında dengeleyici bir güç olarak gören Rusya, Atlantik ötesi bir gücün, kendi coğrafyasına nüfuz etme çabalarına karşı fiilen tepki vermeye başlamıştır. Ne var ki, Rusya’nın bu politikalarının ABD’yi bölgeden çıkarmayı mı yarayacağı, yoksa tam tersine bölgeye daha derinlemesine nüfuz etmesine mi yol açacağı konusunda şimdiden kesin bir şey söylemek mümkün değildir. Zira, Kafkasya’da yaşanan Rusya-Gürcistan gerginliğinin ABD-Rusya arasında süren danışıklı bir dövüşten ibaret olduğu konusundaki şüphelerimiz hâlâ devam etmektedir. Nitekim, her ne kadar Beyaz Saray tarafından yalanlanmış olsa da, Rusya Başbakanı Vladimir Putin’in, Kafkasya’daki gerginliğin, Başkan Adaylarından birisinin seçimlerde avantaj elde etmesi için, bizzat Washington tarafından tahrik edildiğini ileri sürerek, ABD Başkanı George W. Bush’u suçlaması, bölgede suni bir gerginlik yaratıldığına dair kanaatimizi destekler mahiyettedir.

Öyle ki, Kafkasya’da yaşanan bu gerginlik neticesinde, NATO ve Rusya karşılıklı olarak restleşmişler ve ilişkilerini askıya almışlardır. Ne yazık ki tarafların, tansiyonun yükselmesinde bir sakınca görmediklerini müşahede etmekteyiz. Mesela, saldırgan tutumuyla bir yandan Batıya meydan okuyan Moskova, bir yandan da Ukrayna ve Azerbaycan gibi ABD yanlısı bölge ülkelerine gözdağı vermek suretiyle bu gerginlikten istifade etmeye çalışmaktadır.

Kafkasya’da yaşanan gerginlikten Rusya’nın sağladığı bir diğer stratejik avantaj ise, bu ülkenin Akdeniz’e açılması için eline yeni fırsatlar vermiş olmasıdır. Tam da bu gerginlik sırasında Rusya Devlet Başkanı Dimitriy Medvedev’in, Amerika ve İsrail tarafından Ortadoğu’da baskı altında tutulan Suriye Devlet Başkanı Beşar Esad’ı Soçi’de ağırlaması manidardır. Zira, bu ziyaret sırasında, Rus savaş gemilerinin Suriye limanlarında demirlemesi, karşılığında bu ülkeye askeri yardım yapılması gibi stratejik işbirliği anlaşmaları yapılmış ve Rusya’nın bundan böyle sıcak denizlere ineceği ve özellikle de Ortadoğu’da varlık göstereceğinin ilk işaretleri verilmiştir.

Peki, bu danışıklı dövüşten ABD’nin çıkarları ne şekilde etkilenecektir? Rusya’nın Gürcistan’ı işgal etmesiyle, ABD kalesine bir gol yemiş gibi gözükse de, neticede Avrasya’ya yönelik jeostratejik hedefleri bakımından oldukça kârlı çıkacağını düşünmekteyiz.

Nitekim, Rusya’nın saldırgan tutumunu iyi değerlendiren ABD, tam da gerginliklerin zirveye çıktığı bir sırada, Sovyet Dönemi korkularını hâlâ üzerinden atamamış olan Polonya ile füze savunma sistemleri anlaşmasını imzalayarak, önemli bir stratejik kazanım sağlamıştır. Yine, Rus-Gürcü Savaşıyla birlikte NATO içindeki, başta Almanya olmak üzere Gürcistan karşıtı ülkelerin görüşleri değişmiş ve Gürcistan’ın yakın zamanda NATO üyesi olmasının yolu açılmıştır. Bu ABD için önemli bir zaferdir. Zira,  artık Rusya’nın arka bahçesine dalış yapabilmek için uygun bir fırsat yakalamış durumdadır. Ayrıca, Rusya’nın yayılmacı yüzünü yeniden göstermesinden ürken Kafkasya ülkeleri şimdi, Batının ve özellikle ABD’nin himayesine girmek için ellerini daha çabuk tutacaklardır. Böylece ABD, emperyalist emellerini gerçekleştirirken, Afganistan ve Irak’taki gibi maliyetli yöntemlere başvurmak mecburiyetinde kalmayacaktır.

Kafkasya’da yaşanan gerginliğin ABD’ye sağlayacağı bir diğer stratejik avantaj ise, bu ülkenin, Kafkasya’ya hâkim olma ve potansiyel düşmanı olan İran’ı Kuzeyden abluka altına alma planlarının önemli bir ayağını teşkil eden, Karadeniz Havzasını nüfuzu altına alma fırsatlarını beraberinde getirmiş olmasıdır. Nitekim bu fırsatın daha şimdiden değerlendirilmeye başlandığını müşahede etmekteyiz. Gürcistan’a insani yardım götürme ve NATO tatbikatı bahaneleriyle boğazları geçerek Karadeniz’e giren onlarca ABD ve NATO savaş gemisi şu anda bölgede cirit atmaktadır. ABD halen Karadeniz’dedir ve ne zaman çıkacağı da belirsizdir. Rusya ise, arka bahçesine sızan düşman gemilerini saymakla ve bunların geri döneceği zamanı hesaplamakla meşguldür.

Diğer taraftan, ABD’yi provokatörlük yapmakla suçlayan Rusya, kıtalararası balistik füze denemesi yaparak Batıya gözdağı vermekten geri kalmamakta, tansiyonu yükseltmek suretiyle bir yandan uzlaşma fırsatlarını bertaraf ederken, bir yandan da Kafkasya’yı âdeta bir çelişkiler yumağı haline getirmektedir. Ne yazık ki, 45 yıllık soğuk savaş dönemini bile huzur ve barış içinde geçiren Karadeniz Havzası ve etnik yapısı tahrik edilen Kafkasya artık emperyalist güçlerin oyun alanı haline gelmiş bulunmaktadır. Öyle ki, Karadeniz’de, ABD ve Rus savaş gemilerinin her an sıcak bir çatışmaya girebileceğine dair senaryolar üretilmeye başlanmıştır.

Şu günlerde, Rusya’ya karşı uygulanabilecek yaptırımlar konusunda çalışmalar yürüten AB’nin ise bu konuda ne kadar etkili olabileceği hususunda şüphelerimiz bulunmaktadır. Zira, son yıllarda geçirdiği derin siyasi krizlerle sarsılan, dünya sahnesinde arzuladığı temsil kabiliyetini bir türlü elde edemeyen, üstelik enerji kaynakları bakımından Rusya’ya bağımlı olan bir AB’nin, bu ülkeye karşı eli zayıf görünmektedir. Petrol ihtiyacının %15’ni, doğalgaz tüketiminin %25’ni karşıladığı Avrupa’nın, enerji bakımından kendisine olan bağımlılığını iyi değerlendiren Rusya, önümüzdeki günlerde vanaları kapatma tehdidiyle AB’nin karşısına çıkacaktır. Nitekim, Rusya’nın Ankara Büyükelçisi Vladimir İvanovskiy, “Araba için ne gerekiyor; petrol, benzin… Önümüz kış, hem Türkiye’nin, hem Avrupa’nın gaza ihtiyacı olacak” şeklindeki beyanatıyla, Rusya’nın hem AB’ye ve hem de Türkiye’ye karşı enerji silahını kullanmaktan çekinmeyeceği mesajını vermektedir. Kısaca, AB’nin Rusya’ya karşı caydırıcı gücü bulunmamaktadır ve bu durum, Kremlin’in daha da cesaretlenmesine yol açmaktadır. Rusya Dışişleri Bakanı Sergey Lavrov’un, Şanghay İşbirliği Örgütü (ŞİÖ) Zirvesi sırasında, AB içinde cereyan eden ve Rusya’ya yaptırım uygulanmasına yönelik olan tartışmaların, “Batının zihin karışıklığının ve hastalıklı hayal gücünün ürünü” olduğu şeklindeki beyanatı, Moskova’nın AB’ye bakış açısı hakkında bir fikir edinmemize yardımcı olmaktadır.

Neticede, soğuk savaşın ardından daha 20 yıl bile geçmeden, yeni bir soğuk savaşın ilk işaretlerine şâhit olmaktayız. Kafkasya’da başlayan gerginlik hızla tüm dünyayı sarmakta ve tabiri caizse bir sinir harbine dönüşmektedir. Bu durum, dünya siyaset sahnesinde yeni bir kutuplaşma rüzgârı estirmekte, askeri seçenekler masaya yatırılmakta, Doğu ile Batı arasında saflar daha da netlik kazanmaktadır. Rusya, uluslararası itibarını yeniden kazanmak ve kendisinin de başrolü oynayacağı yeni bir dünya düzeni kurmak hevesiyle, Batı ile ilişkilerini kopma noktasına getirmekte bir sakınca görmemektedir. Bu noktada asıl merak edilen konu, Batı’nın Rusya’yı uluslararası sistemden nasıl tecrit edeceğinden ziyade, Moskova’nın bu saldırgan tutumuna karşı ABD’nin nasıl bir misillemede bulunacağıdır. Bu bağlamda, ABD’nin önümüzdeki birkaç hafta içinde İran’a karşı düzenleyeceği bir askeri operasyon pek de sürpriz olmayacaktır kanaatindeyiz.

Ne var ki, küresel güç mücadelesi bu defa, tam da Türkiye’nin merkezinde bulunduğu bir coğrafyaya kaymış durumdadır. Kuşkusuz bu durum, hassas jeopolitik konumu nedeniyle Türkiye’yi ciddi sıkıntılarla karşı karşıya bırakabilecektir. Bir yanda, ekonomik, sosyal ve siyasi alanlarda iyi ilişkiler geliştirdiği komşusu Gürcistan, en büyük ticari ortağı olan Rusya’nın emperyalist güdüleriyle işgal edilmekte ve etnik olarak bölünmekte, diğer yanda müttefiki olan ABD ve NATO savaş gemilerinin, Rusya’yı kışkırtacak şekilde Karadeniz’e sızmaları karşısında, Montrö Sözleşmesinin delinmesi tehlikesi belirmekte ve bu durum Rusya ile ilişkilerini olumsuz yönde etkilemektedir. Öyle ki Rusya, daha şimdiden, Türk mallarına karşı ambargo uygulamaya başlamış bulunmaktadır.

Görüldüğü üzere,  NATO üyesi olan ve AB ile katılım müzakereleri yürüten Türkiye, Rusya ile Batı dünyası arasında sıkışmış vaziyettedir. Yani, aynı anda hem batılı müttefiklerini idare etmek ve hem de yayılmacı Rusya ile iyi ilişkilerini sürdürmek gibi zor bir sınavla karşı karşıyadır. Nitekim Rusya, Montrö Sözleşmesini tarafsız bir şekilde uygulaması yönünde Türkiye’yi uyarmakta ve Türkiye’yi bu gerginliğin bir parçası haline getirmek için çaba göstermektedir. Oysa, iyi bilmektedir ki, Türkiye’nin, belirli bir süre için (21 gün) Karadeniz’e girmesine izin verdiği savaş gemilerinin geri dönmemesi halinde, elinde bir yaptırım gücü bulunmamaktadır. Diğer taraftan ABD, NATO üyesi olan Türkiye’nin, müttefiklerinin yardım taleplerine karşı kayıtsız kalamayacağı beklentisi içerisindedir.

Dolayısıyla, Rusya ile Batı arasında gerginlik arttıkça, Türkiye’nin tarafsızlığını koruması daha da zorlaşacak, Rusya ve ABD arasında tercihini açıkça yapması konusunda, üzerindeki baskı ağırlaşacaktır. Kuşkusuz, bir taraftan komşusu Gürcistan’ın toprak bütünlüğünü savunurken, bir yandan da bunun tam tersi istikamette yol alan Rusya’yla iyi ilişkilerini sürdürebilmek, Türkiye için son derece zordur. Fakat ne kadar zor olsa da, Türkiye’nin, her ikisi de emperyalist güdülere sahip bulunan ABD ve Rusya arasında cereyan eden soğuk savaşın bir parçası olmamak için azami gayret göstermesi, taraflardan herhangi birinin yanında olduğunu hissettirecek tutumlardan özellikle kaçınmak suretiyle dengeli bir politika yürütmesi ve nihayet Montrö Sözleşmesinden kaynaklanan yetkilerini kullanırken, geçen 72 yılda olduğu gibi, tarafsızlığından taviz vermemesi, son derece önem arz etmektedir.
