NATO ZİRVESİ’NİN ARDINDAN

NATO tarihinin en geniş katılımlı ve belkide en önemli zirvesi, 26 üye ülke ile 5 aday ülkenin devlet ve hükümet başkanlarının katılımıyla, Romanya’nın başkenti Bükreş’te, 2-4 Nisan tarihleri arasında gerçekleştirildi. Komünist Diktatör Nikolay Çavuşesko’nun Sarayında gerçekleştirilen sözkonusu kritik zirvede, NATO’ya aday ülkelerden Hırvatistan ve Arnavutluk sevinen taraf olurken, Makedonya, Ukrayna ve Gürcistan ise hayal kırıklığına uğrayan taraf olmuşlardır. Mayıs ayı başında görevi Dmitriy Medvedev’e devredecek olan Rusya Devlet Başkanı Vladimir Putin’in, yapıcı ve kendisi açısından memnuniyet verici olarak nitelendirdiği Zirve’de, füze savunma sisteminin kurulmasından, Hırvatistan ve Arnavutluk’un üyeliğe resmen davet edilmesine kadar oldukça geniş bir yelpazede kararlar alınmıştır.

Gürcistan ve Ukrayna’nın NATO üyeliğinin şimdilik engellenmesi, Putin’in zaferi olarak değerlendirilmektedir. Ukrayna ve Gürcistan’a “Üyelik Eylem Planı”na (Membership Action Plan) katılma çağrısının bu zirvede yapılmaması konusunda zoraki bir mutabakata varılarak bu ülkelerin resmi aday statüsü kazanmaları ertelenmiştir. NATO’ya dahil olmak suretiyle Ülkelerinin toprak bütünlüğünü koruyabileceklerini ve Batı Dünyasına entegre olabileceklerini düşünen ve Bükreş’e büyük umutlarla gelen bu iki ülke ne yazık ki büyük hayal kırıklığına uğramıştır.

Putin’in, Bükreş’ten ayrılırken gösterdiği memnuniyetin dayanağı, herhalde bu gelişme olmalıdır. Nitekim, NATO’nun patronu konumunda bulunan ABD Başkanı Bush’un, Karadenize kıyısı bulunan Gürcistan ve Ukrayna’nın NATO’ya dahil edilmesi suretiyle, Rusya’yı kuşatma altına alma ve bölgenin enerji yollarını kontrol altında tutma planları en azından şimdilik suya düşmüş gibi görünmektedir. Şimdilik diyoruz çünkü eski Sovyet Blokuna dahil olan bu iki ülkenin üyeliğinden vazgeçilmiş değildir. Putin’in, NATO’nun Rusya aleyhine genişleme düşüncesinden vazgeçmemesi durumunda, gerekli önlemleri alarak cevap vermeye hazır oldukları şeklindeki meydan okuması, NATO Genel Sekreteri Jaap de Hoop Scheffer’in, her iki ülkenin üyelik isteğinin memnuniyetle karşılandığını ve bir gün üye olacaklarını ifade etmesiyle yankı bulmuştur. Bu ülkelerin Üyelik Eylem Planı’na davet edilmemesi kararının alınmasında,  Rusya’ya yüksek düzeyde enerji bağımlılığı olan Batı Avrupa’nın iki büyük ülkesi Fransa ve Almanya’nın bu ülke ile ilişkilerinin bozulmasından çekinmelerinin  etkili olduğu söylenebilir. Rusya’nın “NATO-Rusya Konseyi”nde yaptığı ileri sürülen çok sert uyarıları ve açıkça dünyaya haykırdığı “çok kutuplu dünya” projesi tehdidi, Almanya ve Fransa’nın vetosu için yeterli bir sebep teşkil etmiştir.

Diğer taraftan Putin, komşuları Ukrayna ve Gürcistan’ın üyeliğini engelleyerek, NATO’nun Rusya’yı da kuşatacak şekilde Karadeniz ve Kafkasya  içlerine doğru genişlemesini şimdilik durdurmuşken, NATO şemsiyesi altında, tüm üyeleri kapsayacak şekilde,  Polonya ve Çek Cumhuriyeti’nde füze savunma sistemi kurulması kararı da, Bush’un Putin’in kalesine attığı bir gol olarak kaydedilmiştir. Zira, ulusal güvenliğini tehdit ettiği ve kendi topraklarını hedef aldığı gerekçesiyle füze kalkanı sistemine şiddetle karşı çıkan Rusya, bu kararı engellemeyi başaramamıştır. Putin’in, 6 Nisan’da Karadeniz kıyısında  bulunan Soçi’de, Bush ile yapacağı “füze savunma sistemi” gündemli toplantıda rövanşı alacağı beklentisiyle bu kadar rahat davrandığı düşünülebilir. Ancak, Liderlerin son kez biraraya geldiği Soçi’de,  bir strateji çerçeve belgesi imzalanmış olmakla birlikte, füze savunma kalkanı konusunda bir uzlaşmaya varılamamıştır.

Doğuya doğru genişlemesini şimdilik askıya almak zorunda kalan NATO, Balkanlardaki genişleme stratejisini uygulama konusunda ciddi adımlar atmayı başarabilmiş ve bu kapsamda, Hırvatistan ve Arnavutluk  NATO üyeliğine resmen davet edilmişlerdir. Kuşkusuz, bu karar sözkonusu  ülkelerin üyeliklerini destekleyen Türkiye’yi de memnun etmiştir. Ulusal parlamentolarında ilgili kararların onaylanmasının ardından, bir yıl içerisinde Hırvatistan ve Arnavutluk’un ittifakın 27. ve 28. üyeleri olmaları beklenmektedir.

NATO’nun, Balkanların istikrarına sağlayacağı katkıları dikkate aldığımızda, Bosna-Hersek ve Karadağ hakkında “üyelik eylem planı” öncesinde “yoğunlaştırılmış diyalog” kararı alınması da olumlu gelişmeler arasında sayılmalıdır.

Diğer taraftan, Balkanlara doğru genişlemenin önemli bir ayağını teşkil eden Makedonya’nın üyeliğinin Yunanistan tarfından veto edilmesi hem bu ülkeyi ve hem de ABD’yi hayal kırıklığına uğratmış görünmektedir. Yunanistan “Makedonya” isminin tarihsel olarak kendisine ait olduğu, bu ismin bir başka ülke tarafından kullanılmasının toprak bütünlüğüne bir tehdit oluşturabileceği iddiasıyla, ABD’nin ısrarlarına rağmen, bu ülkenin resmen NATO üyeliğine davet edilmesini engellemiştir. Bu durumun, Makedonya Dışişleri Bakanı Nikola Dimitrov’unda belirttiği gibi Balkanlarda istikrarı baltalayacak bir gelişme olarak önümüzdeki günlerde gündeme gelmesi beklenmektedir.

Zirve boyunca, Afganistan’daki sorunların askeri tedbirlerle çözülemeyeceği, ekonomik ve sosyal alanlarda yapılacak yatırımların zorunlu olduğu hususu özellikle vurgulanmıştır. Kollektif savunma konseptinden, global güvenlik ve savunma kapsamında, alan dışı harekât ve terörle mücadele konseptine doğru kayan NATO’nun, bu format değişikliğinin en önemli göstergesi olan Afganistan operasyonunda başarılı olması, ABD için hayati bir önem taşımaktadır. Ne var ki, Bush, Afganistan’a ek kuvvet gönderilmesi konusunda Zirvede umduğunu bulamamıştır.

Peki, NATO Zirvesi Türkiye açısından nasıl değerlendirilmelidir?

Türkiye, Bükreş’te, Cumhurbaşkanı Abdullah Gül, Dışişleri Bakanı Ali Babacan ve Milli Savunma Bakanı Vecdi Gönül ile Türkiye’nin NATO Daimi Temsilcisi Büyükelçi Tacan İldem’in de içinde bulunduğu bir heyet marifetiyle temsil edilmiştir.

Gürcistan ve Ukrayna’nın NATO ile ilişkilerinin yakınlaştırılmasını destekleyen Türkiye, bu ülkelerin “Üyelik Eylem Planı”na dahil edilmelerinin önlenmesinine karşın, ileride İttifak’a dahil edileceklerine dair umudunu korumaya devam etmektedir.

Arnavutluk ve Hırvatistan’ın üyeliğe kabul edilmesini olumlu karşılayan Türkiye, Makedonya’nın dışarıda bırakılmasını üzüntü ile karşılamıştır. Balkanlarda istikrar ve barışın sağlanması açısından bölge ülkelerinin NATO’ya entegre olmalarının ne kadar önemli olduğu dikkate alındığında, bu endişelerin hiç de yersiz olmadığı rahatlıkla anlaşılabilecektir.

Ayrıca, Bosna-Hersek ve Karadağ için “üyelik eylem planı” öncesinde “yoğunlaştırılmış diyalog” kararı alınması da Türkiye’nin memnuniyet duyduğu bir diğer gelişme olarak karşımıza çıkmaktadır.

Bükreş’te Fransız cumhurbaşkanı Sarkozy ile de bir görüşme yapan Cumhurbaşkanı Abdullah Gül, meslektaşına Türkiye’nin AB üyeliği konusundaki endişelerini açık bir şekilde ifade etme fırsatını da bulmuştur. Sarkozy ise, Türkiye’nin AB üyeliğini engelleyen ülke konumunda olmadıklarını, Temmuz 2008 de başlayacak Dönem Başkanlığında yeni müzakere başlıklarının açılmasını sağlayacaklarını ifade etmiştir. Sicili Türk Milleti tarafından iyi bilinen Sarkozy’nin, bu sözlerinde ne kadar samimi olduğunu bekleyip göreceğiz.

NATO Genel Sekreteri’nin, Doğu Avrupa’da, İttifakın tüm üyelerini şemsiyesi altına alacak bir füze savunma kalkanı kurulmasına yönelik bir çalışma yapılması konusunda liderlerden yetki aldığı şeklindeki açıklaması, her ne kadar Türkiye’nin savunma ve güvenlikte bölünme olmaz tezine uygun gibi gözüküyorsa da, bu konuda ABD’nin atacağı adımları dikkatle izlemekte yarar bulunduğunu düşünmekteyiz.

NATO’nun Afganistan’da yürüttüğü operasyon kapsamında bu ülkeye ek kuvvet gönderilmesi konusunda ise Türkiye, bu bölgeye muharip asker gönderilmeyeceği ancak, Afganistan’ın kalkınmasına yönelik her türlü desteğin sağlanacağı yönündeki mesajlarını zirvede tekrarlama fırsatını bulmuştur.

Netice itibariyle, görev sürelerinin sonuna yaklaşmış bulunan iki lider Bush ve Putin’in meydan savaşına dönüşen NATO’nun en geniş kapsamlı Zirvesi, her iki tarafı da tatmin edememiş gibi görünmektedir. Putin, ülkesine karşı tehdit olarak gördüğü füze savunma sistemi kurulması kararına engel olamamış, buna karşın NATO’nun, arka bahçesine kadar sızmasını hiç olmazsa şimdilik engellemiş olmanın verdiği rahatlıkla Bükreş’den ayrılmıştır. Bush ise, Gürcistan ve Ukrayna’yı NATO’ya resmen aday yapamamanın vermiş olduğu buruklukla Zirveyi terk etmek durumunda kalmış ve Balkanlardaki sınırlı genişlemeyle teselli bulmuştur. Türkiye açısından bakıldığında ise, NATO’nun en güçlü ülkelerinden birisi olarak, hem Afganistan’ın askeri tedbirlerden ziyade sivil önlemlerle düzlüğe çıkarılmasının mümkün olabileceği tezinin üye ülkelerce kabul görmesine katkıda bulunmuş ve hem de, NATO’nun Balkanlardaki genişlemesini desteklemek suretiyle bu bölgede sağlanacak barış ve istikrarın güvencesi haline gelmiştir. Makedonya, Gürcistan ve Ukrayna’nın da İttifak’a katılmasını desteklemek suretiyle Türkiye, gerek bölgesel ve gerekse dünya barışına katkıda bulunmaya devam edecektir kanaatindeyiz.
