KIBRIS’TA ÇÖZÜMÜN YENİ ADI: ÇÖZÜMSÜZLÜK

Kuzey Kıbrıs Türk Cumhuriyeti (K.K.T.C.) Cumhurbaşkanı Mehmet Ali Talat ile Kıbrıs Rum Yönetimi (G.K.R.Y.) lideri Dimitris Hristofyas, 11 Eylül’de, ara bölgede yaptıkları toplantıyla, ilk kapsamlı müzakere görüşmesini gerçekleştirmiş bulunmaktadırlar. Hatırlanacağı üzere, Liderler, kapsamlı Kıbrıs müzakerelerinin yönteminin ve izlenecek yol haritasının belirlenmesi amacıyla, 3 Eylül’de, Lefkoşa’daki ara bölgede, BM Genel Sekreteri Ban Ki Moon’un Kıbrıs Özel Temsilcisi ve BM Misyon Şefi Taye-Brook Zerihoun’un ikametgâhında bir araya gelmişlerdi. BM Genel Sekreteri Kıbrıs Özel Danışmanı Alexander Downer’ın da katıldığı görüşmede, kapsamlı müzakerelere 11 Eylül’de başlanılması, ilk olarak “Yönetim ve güç paylaşımı” ve “mülkiyet” konularının müzakere edilmesi ve 11 Eylül’den sonra liderlerin haftada bir gün görüşmesi kararlaştırılmıştı.

Bu bağlamda, yoğun bir “egemenlik” tartışmasının gölgesinde, 11 Eylül’de ilk kapsamlı müzakere görüşmelerini gerçekleştiren Kıbrıslı liderler, aldıkları karar gereğince, hiçbir açıklama yapmadan toplantı yerinden ayrıldılar. Nitekim, BM Genel Sekreteri Kıbrıs Özel Danışmanı Alexander Downer, liderlerin bundan sonra görüşmelere ilişkin açıklamada bulunmama konusunda anlaştıklarını ifade etmiştir. Talat ve Hristofyas’ın, kendi kamuoyu baskılarından bağımsız olarak görüşmeleri yürütme saikiyle böyle bir karar aldıklarını düşünmekteyiz. Sonuçta, “yönetim ve güç paylaşımı” gibi meselenin can damarını oluşturan bir konuda yaptıkları görüşme hakkında kamuoyunu bilgilendirmeyen Kıbrıslı liderlerin, ileride ne gibi bir sürprizle karşımıza çıkacaklarını, doğrusu merak etmekteyiz.

Fakat bilinen şudur ki, daha öncekilerine benzer şekilde, beşinci liderler buluşması da Hristofyas’ın zihinleri bulandıran beyanatlarının gölgesinde gerçekleşmiştir. Hristofyas, Zirve öncesi yaptığı yazılı açıklamada, “1977’de, dönemin Rum lideri Makarios’un iki toplumlu, iki bölgeli federal çözümü kabul ederek büyük bir taviz verdiğini, bu tavizle Kıbrıslı Rumların limitlerini tükettiklerini, daha ileriye gidemeyeceklerini”, “Ne konfederasyon ne de ‘bakir doğum’ aracılığıyla iki devletin yeni bir ortaklığının kabul edilemeyeceğini, federal çözümün, iki toplumun ortaklığı şeklinde olacağını” ifade ederek, 25 Temmuz görüşmesi öncesinde gündeme getirdiği “tek egemenlik” ve “tek vatandaşlık” teziyle neyi kastettiğini de ortaya koymuş oldu. 1977 Doruk Anlaşması’nda ”çok acı bir taviz” verildiğini söyleyen Hristofyas, tabiri caizse ağzından baklayı çıkarmaktadır. Rum Lider, siyasi eşitliğe dayalı iki kurucu devletin oluşturacağı yeni bir ortaklık devleti yerine, Rumların hâkimiyetindeki “Kıbrıs Cumhuriyetini” (G.K.R.Y.) çözümün adresi olarak görmekte ve Türk Toplumunu bu oluşumda azınlık statüsüne indirgemeye çalışmaktadır.

Hristofyas’ın neticede bu noktaya gelmesi, malumun ilanından başka bir şey değildir. Fakat, burada asıl dikkat çeken husus, Talat’ın çözüm konusunda, Türkiye’nin kırmızı çizgilerine karşı daha duyarlı hâle gelmiş olmasıdır. Nitekim, Talat, Hristofyas’a gereken cevabı vermekte gecikmemiştir. Bu kapsamda, “Kıbrıs Türk halkının, Kıbrıs Adası üzerindeki haklarından vazgeçmeye niyeti olmadığını herkesin bilmesi gerektiğini, bu hakların, ‘iki halkın siyasi eşitliği ve iki kurucu devletin eşit statüsü’ ile korunabileceğini, Kıbrıs Türk halkının, kendi kendisinin efendisi olmak istediğini” belirtme ihtiyacı duymuştur. Görünen odur ki, Talat, Hristofyas’ın gerçek niyetini daha iyi anlamaya başlamakta ve Garantör Devlet olan Türkiye’nin Kıbrıs tezine ve desteğine olan ihtiyacını, Rumlara karşı açıkça ifade etmekten çekinmemektedir. Şüphesiz, K.K.T.C. Cumhurbaşkanının bu tavır değişikliği son derece önemlidir ve yeni başlayan müzakere sürecinde, Kıbrıs Türk toplumunun hak ve hukukunun korunması açısından büyük bir kazanımdır.

Görüşme öncesinde Ankara’yı ziyaret eden Talat, yaptığı bir dizi görüşmelerden sonra Türkiye’nin tam desteğini alarak Ada’ya dönmüştür. Bu arada, 1992 Gali Planı ve 2004 Annan Planı’nda da yer alan “tek egemenlik”, “tek vatandaşlık” ve “tek uluslararası kimlik” kavramlarından ne anlaşılacağı hususu, en yetkili ağızdan ifade edilmiştir.  Cumhurbaşkanı Abdullah Gül, “Kıbrıs’ta çözüm; BM çatısı altında, BM Genel Sekreteri’nin iyi niyet misyonu çerçevesinde, adadaki gerçekler temelinde, iki eşit halk ve iki kurucu devlet tarafından oluşturulacak yeni bir ortaklıkla bulunacaktır” diyerek, kapsamlı görüşmelerin parametrelerine açıklık getirmiş ve Türkiye’nin garantörlüğünden asla vazgeçilmeyeceğini özellikle vurgulamak suretiyle, Talat’a bir nevi yol haritası vermiştir. Şimdilerde ise, Türkiye’nin kararlılığını ve Talat’ın Anavatan’ın desteğine daha fazla önem atfettiğini gören Rum Liderin, telaşa kapıldığını ve çözüm için acele etmeye başladığını müşahede etmekteyiz.

Öte yandan, her ne kadar, Kıbrıslı liderler kalıcı bir çözüme ulaşma yönünde umutlu olduklarını ve hatta 2008 yılı sonuna kadar Kıbrıs’ta sınırların kaldırılabileceğini ifade etseler de, bunun gerçeklerden çok uzak bir öngörü olduğunu söylememiz mümkündür. 21 Mart görüşmesi ile başlayan yeni uzlaşma süreci, liderlerin 23 Mayıs, 1 Temmuz, 25 Temmuz ve 3 Eylül’de yaptığı görüşmelerle devam etmiş, bu görüşmelerde bazı parametreler üzerinde mutabık kalınmış ve nihayet kapsamlı müzakerelere başlama noktasına ulaşılmış bulunmaktadır. Fakat, ne yazık ki, acele bir çözüme ulaşma hevesiyle, Rum Lider Hristofyas’ın “tek egemenlik”, “tek vatandaşlık” ve “tek uluslararası kişilik” gibi temel kavramlara, tamamen Rum egemenliğini çağrıştıran anlamlar yüklemesine fazla ehemmiyet verilmemiş ve süreci engelleyeceği endişesiyle bu konuların görüşülmesi sonraya bırakılmıştır. Ne var ki, artık Kıbrıs meselesinin çözümünde karşılaşılabilecek zorlukların en başında yer alan egemenlik konusunun müzakere masasına yatırılma zamanı gelmiştir ve tabiri caizse dananın kuyruğu da burada kopacaktır. Bu noktada, kapsamlı müzakerelerin akıbetini belirsizleştiren ve belki de çözümü imkânsızlaştıracak olan uyuşmazlık konuları üzerinde kısaca durmamızda yarar bulunmaktadır;

– Dünyada ayrılıkçı hareketlerin ivme kazandığı bir dönemde, Kıbrıslı halkların birleşmek için çaba göstermesi, uluslar arası konjonktüre aykırı bir vaziyet arz etmektedir. Her ne kadar, Kıbrıs’ın statüsünün bir Kosova veya Güney Osetya gibi örneklerden farklı olduğu ileri sürülse de,  tarih, Rumlarla Türklerin birlikte bir arada yaşamalarının imkânsızlığını gösteren birçok olaya şahit olmuştur ve bunun aşılmasının güçlüğü de bilinmektedir. Keza, Kıbrıslı Türklerin %56’sının iki ayrı devlet istemesi, 1963 ve 1974 yıllarında yaşanan acı tecrübelerin bir yansımasından başka bir şey değildir.

– Rum tarafı, Türkiye’nin Ada’daki garantörlük statüsünün devamına ve Türk Barış kuvvetlerinin varlığına karşı çıkmaktadır. Oysa, 1960 tarihli Garanti ve İttifak Anlaşmalarından doğan garantörlük statüsü ve Ada’daki askeri varlığı, Türkiye’nin kırmızı çizgilerini ihtiva etmektedir. Türkiye’nin “etkin ve fiili” garantörlüğü, Kıbrıslı Türklerin, Rumların egemen olacağı bir devlete azınlık yapılmaları senaryosuna karşı en sağlam güvencedir ve bu nedenle taviz verilmesi mümkün değildir.

– Rum tarafı, “tek egemenlik”,  “tek vatandaşlık” ve “tek uluslararası kimlik” kavramlarına farklı anlamlar yüklemekte ve siyasi eşitliği reddetmektedir. Buna göre Rumlar, “bakir doğum” ilkesini reddetmekte, yeni bir devlet kurmak yerine, sadece kendilerini temsil eden “Kıbrıs Cumhuriyeti” (G.K.R.Y.) nin, anayasal bir düzenlemeyle federasyona dönüştürülmesini öngörmekte ve nihayet bu devletin hukuki kişiliği altında gerçekleşecek bir birleşmeyle, Kıbrıs Türk toplumunu azınlık statüsüne indirgemeye çalışmaktadır. Nitekim Hristofyas, müzakerelerin başlamasının hemen öncesinde, “Ne konfederasyon ne de ‘bakir doğum’ aracılığıyla iki devletin yeni bir ortaklığı kabul edilebilir. Federal çözüm, iki toplumun ortaklığı şeklinde olacaktır” şeklindeki açıklaması manidardır. Kuşkusuz, Hristofyas, uluslararası toplumdan sağladığı destek ve Güvenlik Konseyi’nin, GKRY’yi  “meşru temsilci”, KKTC’yi ise “ayrılıkçı” ve “yasadışı” gören 1964/186, 1983/541 ve 1984/550 tarih/sayılı kararlarından cesaret almaktadır. Buna karşın, Türk tarafı çözüme, iki eşit halk ve iki kurucu devlet tarafından oluşturulacak yeni bir ortaklıkla ulaşmak istemektedir ve bu husus da Türk tarafının kırmızı çizgilerinden bir tanesidir.

– Rum tarafı, çözümün AB çerçevesinde olması gerektiğini ileri sürmekte ve bu meseleyi Türkiye’nin AB üyeliğiyle ilişkilendirmektedir. Bu şekilde Hristofyas, “Kıbrıs Cumhuriyeti” adı altında AB üyesi yapılan, kendi kontrolleri altındaki devletin (G.K.R.Y.), tek başına tüm Kıbrıs adasını temsil ettiği tezini dayatmaya çalışmakta ve serbest dolaşım sisteminden yararlanarak yaklaşık 200 bin Rum’un Ada’nın Güneyinden Türk tarafına gelerek yerleşmesini hayal etmektedir. Oysa Türk tarafı, kalıcı bir çözümün, BM çatısı altında, BM Genel Sekreteri’nin iyi niyet misyonu çerçevesinde, adadaki gerçekler temelinde, sağlanmasını savunmaktadır.

– “kolonizasyon savaş suçudur” diyerek, “yerleşik” olarak nitelediği Türkiye kökenli KKTC vatandaşlarının, Türkiye’ye geri dönmesi gerektiğini iddia eden Hristofyas, böylece, Ada’nın demografik yapısını Rumlar lehine bozmaya çalışmaktadır. Yaklaşık 50 bin yerleşiğin kalmasını ve “Kıbrıs Cumhuriyeti’nin” yasal vatandaşı olmasını kabule hazır olduğunu söyleyen Rum lider, esasen, çözümden ne kadar uzaklarda seyrettiğinin işaretlerini de vermektedir.

Görüldüğü üzere, Kıbrıs’ta iki tarafça da kabul edilebilir ve her iki tarafın meşru ve temel hak ve çıkarlarını güvence altına alacak bir çözüme ulaşılabilmesi son derece zordur. Hele, 2008 yılı sonuna kadar Ada’da sınırların kaldırılması beklentileri hayalden ibarettir(ki Talat, çözüm için, artık, Avrupa Parlamentosu seçimlerinin yapılacağı Haziran 2009 tarihini telaffuz etmeye başlamıştır). Rum tarafının, Kıbrıs Türk toplumunun kazanılmış haklarını ve siyasi eşitliğini tanıma konusunda ne kadar isteksiz olduğu ortadadır. Hristofyas, yeni bir oldubitti ile Kıbrıslı Türkleri azınlık konumuna indirgemek niyetindedir. Bunu da yaparken, uluslararası toplumun desteğini ve özellikle AB’yi bir silah olarak Türklere karşı kullanmaya çalışmaktadır. Nitekim, Türkiye’ye baskı yapması yönünde AB, İngiltere ve ABD’ye sürekli olarak çağrıda bulunan Rum Lider, esasen, barış müzakerelerinden haksız kazanımlar elde edebilmenin peşine düşmüş vaziyettedir.

Ne yazık ki, Rumların bu oyununa alet olmaktan geri kalmayan AB, 2004 yılında, Annan Planı’na evet demesine rağmen Kıbrıslı Türkleri dışlamış ve Rum tarafını (G.K.R.Y.), güya tüm Adayı temsilen “Kıbrıs Cumhuriyeti” adı altında üye yapmıştır. Bununla da yetinmeyen AB, Kıbrıslı Türklere yönelik mali yardım tüzüğünü gereği gibi uygulamamakta ve dayattığı izolasyonlarla, Kıbrıslı Türklerin yaşam alanlarını daraltmaktadır.

Bu meyanda, Talat’ın, 11 Eylül görüşmesi öncesinde, Kıbrıslı Türklerin çözüme ilişkin tezlerini uluslararası topluma izah etmek amacıyla Brüksel’e yaptığı ziyaret anlamlı olmuştur. K.K.T.C. Cumhurbaşkanı, bu ziyaret sırasında, AB’nin Kıbrıs’ta sürdürülen müzakerelere sadece teknik destek verebileceği, müzakere sürecine siyasi destek verecek noktada olmadığı, Kıbrıslı Rumların tüm Adayı temsilen AB üyesi yapılmasından dolayı AB’nin taraf haline geldiği, yönünde vermiş olduğu mesajlar ile AB’yi, barış müzakerelerine müdahale etmemesi için uyarmıştır.

Günümüzde ise, AB ile katılım müzakerelerini yürüten Türkiye, önüne “Kıbrıs Şartı” getirilerek, âdeta köşeye sıkıştırılmaya çalışılmaktadır. Bilindiği gibi, AB, Türkiye’ye, 2008 yılı Aralık Zirvesi’ne kadar Gümrük Birliği Ek Protokolünü G.K.R.Y. bakımından da uygulaması için süre vermiş, aksi halde müzakere sürecinin tümüyle askıya alınacağını kararlaştırmıştı. Rumlar, Türkiye’nin AB üyeliğini engelleme tehdidiyle-ki bahse konu protokol nedeniyle zaten 8 başlıkta müzakereler askıya alınmış durumdadır- Türkiye’den taviz koparmaya ve Türkiye’yi çözüm sürecinin dışında tutmaya çalışmaktadır. Ne var ki, Rumlar, iki halkın siyasi eşitliği temelinde, adil ve kalıcı bir çözüme ulaşılamadığı takdirde, Ada’nın geri dönüşü olmayan bir bölünmeye doğru sürükleneceği endişesini de derinden hissetmektedirler.

Öte yandan, “Kıbrıslılar artık vasiliği kabul edemezler. Ana vatanlardan bağları koparma zamanıdır” diyerek özellikle Türkiye’yi çözüm sürecinden dışlamaya çalışan Hristofyas, aslında tamamen aksi yönde ilerlemekte ve çözümü başka mecralarda aramaya devam etmektedir. Zira, 5 Haziran’da Londra’da, güya tüm Kıbrıs Adası’nı temsilen, İngiltere ile bir mutabakat muhtırasını imzalayan Rum Lider, aynı günlerde Fransa ile bir askeri işbirliği anlaşması imzalamaktan da geri kalmamıştır. Son olarak, 3 Eylül görüşmesinin hemen ardından İsveç’e giderek, bu ülkenin, Kıbrıs meselesinin çözüm sürecinde “katı tutumunu terk etmesi” için Türkiye nezdinde nüfuzunu kullanmasını isteyen Rum lider, esasen, Türkiye’siz ama AB’li, İngiltere’li, Fransa’lı ve İsveç’li bir çözüme ulaşmanın peşine düşmüş vaziyettedir. Ne yazık ki, bu durum, Alexander Downer’ın “BM planı olmayacak. Kararı liderler ve halk verecek” şeklindeki açıklamasıyla da çelişmektedir.

Kuşkusuz bu ülkeler, G.K.R.Y. ile geliştirdikleri yakın ilişkilerden stratejik kazanımlar elde etmeye çalışmaktadırlar. Mesela, Kıbrıslı liderler arasında barış görüşmeleri devam ederken, Fransa, Yunanistan ve G.K.R.Y. Doğu Akdeniz’de, ortak bir askeri tatbikat gerçekleştirmişlerdir. Ayrıca,  garantör devlet olan İngiltere, Ada’da bulunan ve ABD’nin de kullanımına açık olan üslerinin geleceğini güvence altına almakta, Yunanistan ve Fransa ise Güneydeki deniz ve hava limanlarını üs olarak kullanmaya devam etmektedirler. Tüm bu gelişmeler, esasen Doğu Akdeniz’de oynanan sinsi bir oyunun varlığını da işaret etmektedir. İşte, Türkiye’nin etkisizleştirilmesi ve dolayısıyla Ada’daki varlığının sona erdirilmesi planları,  Rumların alet olduğu bu çirkin oyunun bir parçasıdır.

Netice itibariyle, 21 Mart buluşması ile başlayan yeni uzlaşma süreci, nihayet kapsamlı müzakerelerin başlaması noktasına ulaşmış durumdadır. Ne var ki, Kıbrıs meselesinin çözümü için son bir “fırsat penceresi” olarak görülen bu sürecin, her iki tarafın kabul edebileceği kalıcı bir çözümle sonuçlanma şansı çok düşüktür. Zira, BM Genel Sekreteri Kıbrıs Özel Danışmanı Alexander Downer’ın, 11 Eylül toplantısının hemen ardından, “her iki liderin elinden geleni yaptığını, ancak gidilecek daha çok yol olduğunu” söylemesi de adil ve kalıcı bir çözümün ne kadar uzaklarda olduğuna işaret etmektedir. Yine de, 45 yıldır bir türlü sağlanamayan çözüme ulaşabilmek umuduyla, liderlerin son şanslarını denemek istemeleri, anlayışla karşılanabilecektir. Fakat, Liderler kendi aralarında bir uzlaşma sağlasalar bile, varılacak sonucun her iki kesimde de eş zamanlı olarak referanduma sunulması zorunluluğunu dikkate aldığımızda, başarı şansı daha da düşmektedir. Zira, her iki toplumda da, birlikte yaşama arzusunun son derece zayıf olduğu gerçeği herkesin malumudur. Öyle ki, barış müzakerelerinin devam ettiği bir ortamda, 40 Rum öğrencinin K.K.T.C.ye geçerek, Girne’de Türk öğrencilerle bir dostluk maçı yapması bile, Rum Kamuoyu tarafından sert bir tepkiyle karşılanmıştır.

Artık, Kıbrıs’ta son dönemece girilmiş durumdadır. Bu defa da Ada’da, siyasi eşitlik temelinde, federatif bir yapıya dayalı kalıcı bir çözüme ulaşılamaması halinde-ki bu ihtimal çok yüksektir-, tarafların önünde iki seçenek bulunmaktadır. Birincisi, Ada’nın mevcut bölünmüş statüsü kalıcı bir hâl alacak ve K.K.T.C.nin, Kosova örneğinde olduğu gibi, uluslararası camia tarafından bağımsız bir devlet olarak tanınması gündeme gelebilecektir. Bu durumda, Ada’da iki ayrı bağımsız devlet varlığını sürdürecektir. İkinci seçenek olarak ise, federal bir çözümün imkânsızlığına karşı, iki ayrı bağımsız devletin teşkil ettiği konfederal bir birlik oluşturulacaktır. Her iki alternatif de Türkiye’nin jeopolitik çıkarlarına uygundur ve bu nedenle Türkiye ve Kıbrıs Türk Toplumu tarafından destek görmektedir. Bu durumda yapılması gereken, esas itibariyle, K.K.T.C.nin bağımsızlığının uluslararası toplum tarafından tanınması yönünde diplomatik girişimlere yoğunluk kazandırılmasıdır.

Kıbrıs’ta olası bir çözümsüzlüğün neticeleri dikkate alındığında, Hristofyas’ın, siyasi eşitliğe sahip iki kurucu devletin oluşturacağı federal yapılı yeni bir devlet formülünü esas alan “Birleşik Kıbrıs” tezine olumsuz bakması, Türkiye için bir sorun teşkil etmeyecektir. Zira, Ada’da çözümsüzlük demek, Rumların uluslararası kamuoyu desteğinin zayıflaması, buna karşın Türk tarafının elinin güçlenmesi demektir. Fakat, Kıbrıs’ta varılacak böylesi bir çözümsüzlük hâlinin, Türkiye’nin AB’ye katılım sürecini olumsuz yönde etkileyeceği de kesindir. Bu noktada, AB’nin Türkiye’ye karşı dayatmalarının sonu gelmeyeceği ve Kıbrıs meselesini Rumlar lehine çözdükten sonra, bu defa Ermeni meselesini Türkiye’nin önüne koymayı planladığı dikkate alındığında, Türkiye’nin taviz vermez tutumunu korumasının önemi ortaya çıkmaktadır. Bu durumda yapılması gereken şey, Ada’da konfederal bir yapıya veya iki ayrı bağımsız devletin varlığına dayanan alternatif çözüm projeleri üretmek ve bunları dünya kamuoyunun gündemine getirmek suretiyle, Rumların siyasi hesaplarını bozmak olacaktır.
