ÇOK KUTUPLU DÜNYA PROJESİ: ŞANGAY İŞBİRLİĞİ ÖRGÜTÜ

1. GİRİŞ

16 Ağustos 2007 tarihinde Kırgızistan’ın başkenti Bişkek’te yapılan Şangay İşbirliği Örgütü zirve toplantısında, çok kutuplu yeni dünya düzenine vurgu yapılarak özellikle ABD karşıtı söylemler yinelendi. Halen, Rusya Federasyonu, Çin Halk Cumhuriyeti, Kırgızistan, Kazakistan, Tacikistan ve Özbekistan’dan oluşan altı üyeli Bölgesel İşbirliği Teşkilatı olan Şangay İşbirliği Örgütü (Shanghai Cooperation Organization – SCO)  Dünya nüfusunun dörtte birini teşkil etmektedir. Gözlemci statüsünde bulunan İran, Pakistan, Hindistan ve Moğolistan’ın da üye olmaları halinde dünya nüfusunun yaklaşık yarısını oluşturan küresel bir örgüt olması kaçınılmaz görünmektedir.

Örgütün özellikle ABD ve NATO karşıtı söylemleri dikkate alındığında, Batı karşıtı bir oluşum olma yolunda ilerlediğini söylememiz mümkündür. Her ne kadar Avrupa Konvansiyonel Kuvvetler Anlaşmasını (AKKA) askıya alan Rusya Devlet Başkanı Vladimir Putin, 2006 yılında Şanghay’da yapılan Şanghay İşbirliği Örgütü (ŞİÖ) zirvesinde, herhangi bir organizasyona “rakip ya da alternatif olmak“ gibi bir amaçlarının bulunmadığını dile getirmiş ise de geçtiğimiz Sonbahar’da Batıya meydan okuyarak, ülkesinin sınırlarındaki “çok açık şekilde yapılan güç gösterisine” kayıtsız kalamayacağını belirtmiş, “Rus nükleer güçlerinin her türlü saldırıya uygun karşılığı vermek için hazır olması gerekir” demiştir. Şüphesiz, altı üye ülkenin 2007 yılında “Barış Misyonu–2007” isimli ortak bir askeri tatbikat gerçekleştirmiş olmasını da göz önüne aldığımızda, esas itibariyle bölgesel güvenliğin sağlanması amacıyla kurulan ŞİÖ’nün, tek kutuplu Dünya düzenine meydan okumada önemli bir dayanak teşkil ettiğini söyleyebiliriz.

Yazımızda, her geçen yıl Dünya kamuoyunun gündeminde daha fazla yer almaya başlayan ve gelecekte Batı karşısında küresel bir güç odağı olması beklenen Şangay İşbirliği Örgütü’nün kuruluşu, gelişimi ve yapısı hakkında kısaca bilgi verildikten sonra, Örgütün Türkiye açısından bir değerlendirmesi yapılacaktır.

2. ŞANGAY İŞBİRLİĞİ ÖRGÜTÜ

A. KURULUŞU

Sovyetler Birliği’nin dağılmasının ardından Orta Asya’da kurulan Cumhuriyetlerde bir boşluk yaşanmış, Rusya ve Çin de dâhil olmak üzere bu yeni Ülkelerde İslami ve etnik ayrılıkçı hareketler baş göstermiş, ABD’nin bölge ülkelerine demokrasi ihraç etme girişimleri kapsamında ayrılıkçı hareketleri otoriter yönetimlere karşı kışkırtması ve hatta bu Cumhuriyetlerin içişlerine karışmaya kadar ileriye gitmesi, Şangay İşbirliği Örgütü’nün kurulmasında etkili olmuştur. Kuşkusuz, bölgenin zengin doğal kaynaklara sahip olması ABD’nin bölgeye olan ilgisini artıran sebeplerin başında gelmektedir.

Orta Asya Cumhuriyretlerinin iç dinamikleriyle oynamaya çalışan ABD, bu ülkelerdeki otoriter rejimlerin oluşturduğu statükoyu bozmakta, çalkantılara sebep olmaktadır. Günümüzde ise ŞİÖ, ABD’nin demokrasi ihraç faaliyetlerine ve Orta Asya’daki askeri varlığına Rusya ve Çin’in tepkilerini dile getirdikleri bir platform haline gelmiştir.

26 Nisan 1996 tarihinde Şangay’da Çin, Rusya Federasyonu, Kazakistan, Kırgızistan ve Tacikistan Devlet Başkanlarının katılımıyla yapılan Zirve ile resmiyet kazanan ve Şangay Beşlisi olarak adlandırılan örgütün kuruluş amacı, diğer üye ülkelerin Çin ile olan sınır anlaşmazlıklarının giderilmesi ve sınır bölgelerinde güvenliğin sağlanması olmuştur. Hatta, Rusya’nın tarihten gelen çekişmeleri bir yana bırakıp Çin ile ortak bir platformda yer alması ve bu yolla Çin ile olan sınır sorunlarını çözme yoluna gitmesi de bu Örgütün kurulmasına bir sebep teşkil etmektedir.

Uranyum gibi nükleer enerji kaynakları ve altın gibi kıymetli madenler bakımından da zengin yataklara sahip olan bölgenin jeo-ekonomik özelliğinin sadece petrol ve doğal gazdan ibaret olmadığı görülmektedir. Dolayısıyla bölgenin bu özelliğini, burada oynanan “Büyük Oyun” için önemli bir unsur olarak değerlendirmek durumundayız.

Başlangıçta, bölgesel güvenliğin sağlanması amacıyla (terör ve sınır uyuşmazlıklarının çözümü) yola çıkan Şangay Beşlisi kısa bir süre sonra daha da ileri giderek ekonomik, siyasi ve askeri işbirliği alanlarını da kapsama almıştır.  2000 yılında Şangay Formu adını benimseyen Örgüt, 2001 yılında Özbekistan’ın da katılımıyla Şangay İşbirliği Örgütü adını alarak geniş bir işbirliği alanında yeni bir uluslararası örgüt olarak kurumsallaşmasını pekiştirmiştir. 11 Eylül’den sonra ABD’nin Afganistan’ı işgal etmesi ve Özbekistan ve Kırgızistan’da askeri üsler kurmasıyla beraber bölgede ağırlığını artırması, ŞİÖ’nün ABD ve NATO karşıtı söylemlerini her geçen gün daha da sert ve açık bir şekilde dillendirmesine sebep olmuş ve çok kutuplu yeni bir dünya düzeninin aktörlerinden biri olma hevesini tahrik etmiştir.

Öte yandan, Üye Ülkeler, Şangay İşbirliği Örgütü’nün üçüncü bir güce karşı gelişmediğini söyleseler de, Örgütün ABD’nin bölgedeki hegemonyasını kırma ve NATO’ya alternatif bir örgüt olma çabasında olduğu açıktır. Dolayısıyla ABD ve Avrupa’nın telaşları boşuna değildir. Rusya ile Çin’in başarılı askeri tatbikatları ABD’yi bölgeden uzaklaştırmak için işbirliğine hazır olduklarını göstermektedir.

B. ÖRGÜTÜN GELİŞİMİ

1- Şangay Beşlisi

Şangay Beşlisi ilk toplantısını 26 Nisan 1996 tarihinde Çin’in Şangay şehrinde Devlet Başkanları düzeyinde gerçekleştirmiştir. Bu toplantıda görüşülen ilk ve önemli konu bu ülkelerin sınır uyuşmazlıklarının çözümü ve sınır bölgelerinde güvenlik ortamının sağlanması olmuştur.

24 Nisan 1997 tarihinde Moskova’da yapılan ikinci zirve toplantısında ise, sınır bölgelerindeki askeri kuvvetlerin azaltılmasından, askeri konularda bilgi değişimine kadar birçok alanda güvenlik tedbirlerinin alınması kararlaştırılmıştır.

Beşlinin, 3 Temmuz 1998 tarihinde Kazakistan’ın Almatı şehrinde yapılan üçüncü zirve toplantısı ile Örgüt, sınır ve güvenlik meselelerini ele alan bir teşekkül olmaktan çıkmış ve ekonomik işbirliğini de içine alan geniş bir alanda faaliyet gösteren uluslar arası bir teşkilat haline dönüşmüştür. Bu zirvede taraflar, birbirlerinin iç işlerine karışmamaya, problemlerini barışçı yollarla çözmeye, etnik ayrımcılığa ve terörizme, uyuşturucu ve silah kaçakçılığına karşı birlikte mücadele etmeye, ekonomik ilişkilerini geliştirmeye karar vermişlerdir.

Şangay Beşlisi’nin, genel anlamda daha önce alınan kararların teyit edildiği dördüncü zirvesi 25 Ağustos 1999 tarihinde Kırgızistan’ın başkenti Bişkek’te yapılmıştır. Ayrıca, karşılıklı çıkarlar da dikkate alınarak ekonomik ve ticari alanda işbirliği alanlarının geliştirilmesi konusu bu toplantıda dile getirilmiştir.

Beşinci zirve Toplantısı ise 5 Temmuz 2000 tarihinde Tacikistan’ın başkenti Duşanbe’de yapılmış ve Örgütün adı Şangay Formu olarak değiştirilmiştir. Bu toplantıda da, ekonomik, siyasi ve askeri alanlarda işbirliğinin geliştirilmesi kararı alınmış, buna ilaveten, ülkeler birbirlerinin hükümranlık haklarına saygılı olacağı, hiçbir surette birbirlerinin iç işlerine karışmayacaklarını teyit etmişlerdir. Bu çerçevede Çin’in Doğu Türkistan ve Rusya’nın Çeçenistan politikalarını desteklediklerini ifade etmişlerdir.

2- Şangay İşbirliği Örgütü (Shanghai Cooperation Organization – SCO)

15 Haziran 2001 tarihinde yapılan zirvede Şangay Formu, Özbekistan’ın da katılımı ile Şangay İşbirliği Örgütü’ne dönüştürülmüştür. Şangay’da yapılan bu toplantıya altı üye ülkenin Devlet başkanları imza koymuşlar, ortak sınırların güvenliği için 1996 yılında başlayan süreç, beş yıl sonra, geniş bir alanda işbirliğini amaçlayan yeni bir uluslar arası örgütün oluşmasına yol açmıştır. Ayrıca bu toplantıda imzalanan diğer bir belge olan “Terörizm, Ayrılıkçılık ve Ekstremizmle Mücadeleye İlişkin” Şangay Konversiyonu olmuştur. Buradaki terör ve ekstremizm kavramları Kazakistan, Özbekistan, Kırgızistan ve Tacikistan’ı tehdit eden “radikal İslamcı akımları”,  “ayrılıkçılık” ise Çin’den ayrılmak isteyen Doğu Türkistan ve Rusya Federasyonu içinde bağımsızlık mücadelesi veren Çeçenistan’ı ifade etmektedir. Bu konversiyon neticesinde ŞİÖ’nün ilk kurumsal organı olarak Bişkek’te “Anti-Terör Merkezi” kurulması kararlaştırılmıştır.

11 Eylül saldırılarının ardından, ABD’nin “uluslar arası terörizmle mücadele” ve “ demokrasi getirme” sloganlarıyla Afganistan’ı işgal etmesi, müteakiben bazı Orta Asya Ülkeleri ile askeri işbirliğini geliştirmesi ve nihayet bölge ülkelerinin iç işlerine karışmaya kadar ileri gitmesi Rusya, Çin ve Özbekistan başta olmak üzere bölgede ABD karşıtlığını dizginlemiş ve bu ülkelerin kendi aralarındaki işbirliği arayışını daha da kuvvetlendirmiştir. Bu kapsamda,  Üye ülkelerin toprakları ŞİÖ toprakları olarak ilan edilmiş ve ABD’den Orta Asya cumhuriyetlerinde bulunan üsleri kastedilerek “ŞİÖ topraklarındaki askerî üslerin boşaltılması” istenmiştir.

7 Haziran 2002’de St. Petersburg’da yapılan zirvede; Şanghay İşbirliği Örgütü’nün ana tüzük belgesi, bölgesel anti-terör merkezi kararı ve zirve deklarasyonu imzalanarak, kurumsallaşma yolunda önemli bir adım atılmıştır.

Hükümet Başkanları Kurulu, 23 Eylül 2003 tarihinde Pekin’de, Şanghay İşbirliği Örgütü’nün 2004 yılı bütçesini onaylamışlardır. Ayrıca bu toplantıda, bölgesel ekonomik işbirliğinin derinleştirilmesi ve Örgütün daimi organlarının kurulması konuları görüşülmüş, üye ülkeler arasında çok taraflı ticari ve ekonomik işbirliği programı kabul edilmiş, bölgesel anti-terör biriminin yönetim kurulu oluşturulmuş ve ortak bir bildiri yayınlanmıştır.

17 Haziran 2004 tarihinde Özbekistan’ın başkenti Taşkent’te yapılan Devlet Başkanları zirvesinin ana teması “somut eylem” ve “açıklık” olmuştur. Bu zirvede liderler, Örgütün gözlemci statüsü ve üye ülkeler arasındaki yasadışı uyuşturucu trafiği ile mücadele konularında anlaşmaları kabul etmişlerdir. Ayrıca, üyeler 15 Haziran’ı “ŞİÖ günü” olarak benimsemişler ve Taşkent Deklarasyonunu yayınlamışlardır. Zirvenin hemen arifesinde Örgütün bölgesel anti-terör birimi Taşkent’te faaliyete geçmiş ve BM, AB ve diğer bağımsız uluslararası örgütlerin temsilcileri burada yer almışlardır. Ayrıca, Afganistan ve Moğolistan Devlet Başkanları da zirveye katılmışlardır. Yine bu zirvede, Moğolistan’ın talebi kabul edilerek, bu ülke Örgütün ilk gözlemci üyesi olmuştur.

Örgütün 2005 yılı Devlet Başkanları zirvesi 5 Temmuz’da Astana’da yapılmıştır. Zirveye altı üye ülkenin devlet başkanları ile gözlemci ülke Moğolistan’ın Devlet Başkanı, İran Başbakan Yardımcısı, Pakistan Başbakanı, Hindistan Dışişleri Bakanı ile ŞİÖ Genel Sekreteri katılmış ve bir zirve bildirisi yayınlanmıştır.

BM Genel Sekreteri Kofi Annan’nın daveti üzerine, ŞİÖ Genel Sekreteri başkanlığında bir heyet 60. BM Genel Kurulu toplantısına gözlemci olarak katılmışlardır.

2005 zirvesinde liderler; ABD’nin Şangay İşbirliği Örgütü topraklarındaki (Orta Asya Ülkelerinden Özbekistan, Kırgızistan ve Tacikistan) askeri üsleri boşaltması kararlaştırılmıştır. 11 Eylül 2001 eyleminden sonra ABD’nin terörizme karşı başlattığı mücadeleye destek veren Örgüt üyeleri bu desteklerini çekmişlerdir. Çin Halk Cumhuriyeti ve Rusya Federasyonu baskısından kurtulmak ve terörizme karşı ABD’nin desteğini almak isteyen Örgüt üyesi Özbekistan, Kırgızistan ve Tacikistan 5 Temmuz 2005 Astana Zirvesi’nden sonra söylem değiştirmişlerdir. Zirvede en belirgin bir şekilde ABD üslerinin bulunduğu bu üç Orta Asya ülkesinin toprakları “Şangay İşbirliği Teşkilatı Toprakları” olarak nitelendirilmiştir. Zirvede bu şekilde bir ifadenin kullanılması Teşkilat içinde bütünleşmenin derinleştiğini ve birlik oluşturma bilincinin gittikçe yaygınlaştığını göstermektedir. Şangay İşbirliği Teşkilatı Toprakları ifadesi; Teşkilat üyesi ülkelerin topraklarının ABD’nin askeri güçlerinin bölgede etkisizleştirilmesine yönelik kullanıldığı değerlendirilmektedir. Zirvede ayrıca; İran, Pakistan ve Hindistan’ın gözlemci üye olarak Teşkilata üye olması benimsenmiştir.

Altıncı Devlet Başkanları Zirvesi 15 Haziran 2006 tarihinde Şangay’da gerçekleştirilmiş olup, toplantı sonrası ortak bir bildiri yayınlanmıştır. Pakistan, İran, Hindistan ve Moğolistan’ın gözlemci statüsünde katıldığı Zirvede liderler, finans ve ticaretten, doğalgaz alanında ortak projeler üretilmesine kadar geniş bir yelpazede işbirliğinin artırılması yönünde söylemler geliştirmişlerdir.

ŞİÖ nün 2007 zirvesi, 16 Ağustos tarihinde Kırgızistan’ın Başkenti Bişkek’te gerçekleştirilmiştir. BM’nin de genel sekreter yardımcısı düzeyinde temsil edildiği, ABD ye karşı işbirliğinin artırılması kararı alınan zirvede özellikle, Türkmenistan’ın örgüt içindeki rolünün güçlenmesi, İran’ın örgüte daha da yakınlaşması ve Moskova ve Pekin arasındaki diyalogun yumuşaması hususları ön plana çıkmıştır. Ortak Bildiride Liderler, “Orta Asya’da istikrar ve güvenlik sadece ve sadece bölgedeki ülkelerin girişimleriyle ve bölgesel iletişimle sağlanabilir” ifadesini kullanmışlardır. İran, Hindistan, Pakistan ve Moğolistan’ın gözlemci üye olarak katıldıkları zirveye Türkmenistan ve Afganistan Cumhurbaşkanları onur konuğu olarak katılmışlardır. Zirvede Liderler, İyi Komşuluk, Dostluk ve İşbirliği Anlaşması ve Ortak İletişim ve Uluslararası Bilgi Güvenliği Hareket Planı gibi bir dizi anlaşmaya da imza atmışlardır. Liderlerin, NATO’ya karşı gövde gösterisi olarak nitelendirilen “Barış Misyonu-2007” tatbikatını izlemek üzere Zirveyi sona erdirmeleri, dünya kamuoyunda endişelere yol açmıştır.

Netice itibariyle, 12 yıl önce aralarındaki sınır problemlerini çözmek üzere bir araya gelen beş Orta Asya Ülkesi, günümüzde Rusya ve Çin’in önderliğinde,  Şangay İşbirliği Örgütü adı altında, gözlemci üyelerle birlikte 3 milyara yakın bir nüfusu kapsayan, ABD’yi tedirgin edecek düzeyde bir küresel güç olma potansiyeli ile dünya gündemini meşgul eden bir hareket olarak karşımızda durmaktadır.

C- ÖRGÜTÜN KURUMSAL YAPISI

Şangay İşbirliği Örgütü’nün kurumsal yapısı şu organlardan oluşmaktadır: devlet başkanları konseyi, hükümet başkanları konseyi, dışişleri bakanları konseyi, milli koordinatörler konseyi, ŞİÖ genel sekreterliği, bölgesel anti-terör merkezi, daimi temsilciler, bakanlık veya kurum başkanları toplantısı, özel çalışma grupları, iş konseyi, interbank konsorsiyumu ve ŞİÖ forumu.

Örgütün en üst karar alma organı olan devlet başkanları konseyi, önemli konularda karar almak ve gerekli talimatları vermek üzere her yıl bir defa toplanmaktadır. Hükümet başkanları konseyi ise, aynı şekilde, örgütün stratejilerini tartışmak, bütçe, ekonomi ve diğer alanlardaki işbirliğine dair önemli sorunlara çözümler üretmek üzere yılda bir defa toplanmaktadır.

Diğer taraftan, örgüte üyelik üç aşamada gerçekleşebilmektedir. Bunlar: diyalog ortağı, gözlemci üye ve tam üye. 2002 yılında yapılan St. Petersburg Zirvesi’nin ardından örgütün genişleme tartışmaları gündeme gelmeye başlamış olup, üyelerin genişleme konusuna soğuk bakmalarına rağmen, halen gözlemci üye statüsünde bulunan Pakistan, Hindistan, İran ve Moğolistan’ın örgüte dahil edilme ihtimali en yüksek ülkeler olduğunu söyleyebiliriz.

3- TÜRKİYE- ŞANGAY İŞBİRLİĞİ ÖRGÜTÜ

Sovyetler Birliği’nin dağılmasının hemen ardından, 1992 yılında Karadeniz Ekonomik İşbirliği Teşkilatının kurulması ve gelişmesinde öncü rol oynayan, ECO’ya Türk Cumhuriyetlerinin üyeliğini sağlayan, halen AB ile tam üyelik müzakerelerini yürüten Türkiye’nin, altı üyesinden 3 tanesi Orta Asya Türk Cumhuriyeti olan, dünya enerji kaynaklarının önemli bir bölümüne sahip Şangay İşbirliği Örgütü’ne tam üye veya gözlemci üye olup olmayacağı hususu gittikçe artan bir şekilde gündeme gelmektedir. Zira, her yıl yapılan zirve toplantılarıyla dünya gündemini meşgul eden ŞİÖ’ ye Türkiye’nin katılma isteğinin, zaman zaman siyasi otoritelerce de dile getirildiği bilinmektedir. Özellikle ECO’yu önemli bir bölgesel örgüt haline getirmek için çaba göstermesi gereken Türkiye’nin, bir taraftan da ŞİÖ içinde yer almaya çalışması anlaşılabilir bir tutum olacaktır.

Ayrıca, Kasım 2007’de  Azerbaycan’ın başkenti Bakü’de yapılan 11. Türk Devlet ve Toplulukları Dostluk, Kardeşlik, İşbirliği Kurultayı’nda, Türkiye tarafından gündeme getirilen ve ortak bildiride yer alan “Türk Birliği” projesinin ilk adımı olarak bir “Türkçe Konuşan Devletler Parlamentolararası Konsey” oluşturulması kararlaştırılmış, bu kapsamda TBMM Başkanı Köksal Toptan, Kırgızistan, Kazakistan, Özbekistan, Türkmenistan ve Azerbaycan meclis başkanları veya başkanvekilleri ile genel sekreterlerini Türkiye’ye davet etmiştir. Bir kısmı ŞİÖ üyesi de olan bu ülkelerle ilişkilerin geliştirilmesi, aynı zamanda Türk dünyasının ekonomik, sosyal ve kültürel bütünleşmesine de katkıda bulunacaktır.

Türkiye çok yönlü stratejik ve politik ilişkiler geliştirmek, jeopolitik konumuna, siyasî, tarihî ve kültürel yapısına uygun özgün politikalar izlemek mecburiyetindedir. Ülkemizde, çevremizde ve dünyada yaşanan gelişmeler Türkiye’yi istese de istemese de başrollere yönelmeye çağırmaktadır.

Şüphesiz ABD, Çin ve Rusya’nın bölgede artan nüfuzlarına karşı Türkistan Cumhuriyetlerinin bağımsızlıklarını koruyabilmeleri Türkiye açısından son derece önemlidir ve bu nedenle Türkiye’nin bölgede dengeleyici bir rol oynaması kaçınılmaz bir gerekliliktir. Zira, Orta Asya Cumhuriyetleri, ŞİÖ içinde, Çin ve Rusya’yı birbirine karşı denge unsuru olarak kullanırken, diğer yandan ABD’yi de, Rusya ve Çin’in her ikisine karşı denge faktörü olarak kullanmak istemektedirler. Türkiye’nin de Doğu-Batı arasında benzer bir dengeleme politikası uygulaması gayet tabi ki mümkündür. Özellikle son günlerde, Fransa Cumhurbaşkanı Nicolas Sarkozy’nin hasmane bir tutumla, Türkiye’nin AB’ye tam üyelik yollarını kapatma yönündeki yoğun ve etkili çabalarını dikkate aldığımızda, Türkiye’nin alternatif işbirliği projelerine ne kadar ihtiyacı olduğu ortaya çıkmaktadır.
Türkiye, Orta Asya ve Hazar Denizi petrol ve doğalgaz kaynaklarının Dünyaya açılımını sağlayabilecek bir enerji koridoru konumundadır ve Bakü-Tiflis-Ceyhan Boru Hattı ve Mavi Akım gibi, stratejik önemi büyük yeni projelerle bu statüsünü güçlendirmeye devam etmek durumundadır. Elbette, bölgede yer alan her ülke, giderek etkinliğini artıran ve yeni bir güç dengesi haline gelen Şangay İşbirliği Örgütü’nün, kendilerine sağlayabileceği birtakım faydaları hesap etmek suretiyle bu örgüte tam üye olmuşlar veya üyelik için sıraya girmişlerdir. Örneğin, bir yanda Rusya, Çin ile ilişkilerini normale dönüştürmek ve ABD’nin bölgedeki etkinliğini kırmak amacıyla ŞİÖ’nün kuruluşu ve gelişiminde belirleyici rol oynarken, öbür yanda nükleer silah geliştirmeye çalışan İran, uluslararası izolasyondan kurtulmak için Örgüte üye olmak istemektedir.

NATO üyesi olan ve AB ile tam üyelik müzakerelerini yürüten Türkiye, Batı ile olan bu ilişkilerine halel getirmeden Avrasya seçeneğini çok iyi değerlendirmek durumundadır. Zira, bu bölgede akraba toplulukları, dost ve kardeş Türk Cumhuriyetleri ve İslam ülkeleri bulunmaktadır. 1992 yılından itibaren karşılıklı ticaret hacmimizin hızla arttığı bu ülkelerin doğal kaynaklar bakımından sahip oldukları zenginlikleri dikkate aldığımızda, ekonomik ve siyasal alanda işbirliği potansiyelimizin ne kadar geniş olduğu ortaya çıkmaktadır. Ayrıca, Türkiye’nin Kafkaslarda etkinliğinin artırılması ve bölgesel bir güç merkezi haline gelmesi, aynı zamanda 21. yüzyılın lokomotif ülkelerinden birisi olmasının yolunu da açabilecektir.

Diğer taraftan, Şangay işbirliği Örgütü’nün temel hedefleri arasında terörizmle mücadele gelmektedir ve Örgüt islamî ve etnik ayrılıkçı terör faaliyetleriyle mücadele anlamında önemli adımlar atabilmiştir.  Orta Asya’da varlığını sürdüren bu tip terör faaliyetleriyle mücadelede yeterli düzeyde bilgi birikimi ve tecrübeye sahip olan Türkiye’nin, Örgüte büyük katkıları olabileceği gibi bu alanda ciddi işbirliği imkânları da söz konusu olabilecektir.

Ayrıca, Türkiye’nin Rusya ve Çin ile ilişkilerini normal zemine oturtabilmesi için Türkistan coğrafyasındaki akraba topluluklarıyla kültürel bağlarını geliştirmesi büyük önem arz etmektedir. Zira, ortak tarihi ve kültürel bağlara sahip bu toplulukların birbirleriyle yakınlaşması ve müşterek bir payda etrafında toplanması herhalde zor olmayacaktır. Türkiye, toplumlar arasında kurulacak iyi ilişkilerin devletlerarası münasebetlere yapacağı olumlu yansımalardan da yararlanarak, hem Çin ve Rus halklarıyla ilişkilerini geliştirmede ve kendisinin bu halklara tanıtılmasında Türk Cumhuriyetlerini bir köprü olarak kullanabilecek ve hem de bu ülkelerle siyasi ilişkilerini güçlendirebilecektir. Böylece, jeopolitik konumu nedeniyle Türkiye’nin, hem Kafkaslarda etkinliğinin artırılması ve hem de Orta Asya ve Hazar Denizi doğal enerji kaynaklarının Batıya ulaştırılmasında yeni insiyatifler alması mümkün hale gelebilecektir. Enerjide önemli ölçüde dışa bağımlı bulunan Ülkemiz açısından Şangay İşbirliği Örgütü, bu stratejik hedefin gerçekleştirilebilmesi için kaçırılmaz bir fırsat olarak karşımızda durmaktadır. Nitekim Türkiye’nin doğalgaz ihtiyacının önemli bir kısmını karşılayan İran’ın, keyfi olarak ve sık sık doğalgaz kesintisine gitmesi gösteriyor ki, Ülkemizin doğal gaz kaynaklarını daha da çeşitlendirmesi ve BTC’ ye paralel, alternatif bir doğalgaz boru hattı üzerinde mevcut çalışmalarını hızlandırması gerekmektedir. Böylece, ŞİÖ ile iyi ilişkiler kurmuş bir Türkiye için, bu tür projeleri gerçekleştirmek daha kolay olacaktır.

Orta Asya’da, Çin ve Rusya’nın önderliğinde, terörle mücadeleden ortak enerji yatırım alanlarına kadar çok geniş bir yelpazede işbirliğini geliştiren ve hızla kurumsallaşmasını tamamlayan Şangay İşbirliği Örgütü ile ilişkilerin artırılması Türkiye’nin öncelikleri arasında yer almalıdır. Zira, jeopolitik konumu itibariyle Doğu-Batı arasında bir köprü niteliği taşıyan ve yönünü Batıya çevirmiş bulunan Türkiye’nin, ABD ve AB ile olan ilişkilerine zarar vermeden ve uygun bir zamanlama ile, geleceğin küresel güç odağı olma potansiyeline sahip böylesi bir Örgüte gözlemci veya tam üye olarak katılması, bölgede etkili bir denge politikası uygulamasına da yardımcı olacaktır. Ayrıca, Şangay İşbirliği Örgütü alanı içinde bulunan Kafkasya bölgesinin jeo-kültürel yapısı, Türkiye’nin bu coğrafyada çok kısa sürede etkinlik sağlayabilmesini mümkün kılabilecektir.
4- SONUÇ

Rusya Federasyonu, Çin Halk Cumhuriyeti, Kırgızistan, Kazakistan, Tacikistan ve Özbekistan’dan oluşan altı üyeli Şangay İşbirliği Örgütü (Shanghai Cooperation Organization)  toplam 30 milyon kilometrekareyi aşan genişlikte bir coğrafyaya ve Dünyanın dörtte birini teşkil eden bir nüfusa sahip bulunmaktadır. Gözlemci üye statüsünde bulunan İran, Pakistan, Hindistan ve Moğolistan’ın da tam üye olmaları halinde, Dünya nüfusunun yaklaşık yarısını oluşturan küresel bir örgüt olması kaçınılmaz görünmektedir.

Başlangıçta, bölgesel güvenliğin sağlanması amacıyla (terör ve sınır uyuşmazlıklarının çözümü) yola çıkan Şangay Beşlisi kısa bir süre sonra daha da ileri giderek ekonomik, siyasi ve askeri işbirliği alanlarını da kapsama almıştır.  2000 yılında Şangay Formu adını benimseyen Örgüt, 2001 yılında Özbekistan’ın da katılımıyla Şangay İşbirliği Örgütü adını alarak geniş bir işbirliği alanında yeni bir uluslararası örgüt olarak kurumsallaşmasını pekiştirmiştir.  11 Eylül’den sonra ABD’nin Afganistan’ı işgal etmesi ve Özbekistan ve Kırgızistan’da askeri üsler kurmasıyla beraber bölgede ağırlığını artırması, ŞİÖ’nün ABD ve NATO karşıtı söylemlerini her geçen gün daha da sert ve açık bir şekilde dillendirmesine sebep olmuş ve çok kutuplu yeni bir dünya düzeninin aktörlerinden biri olma hevesini tahrik etmiştir.

Şüphesiz ABD, Çin ve Rusya’nın artan nüfuzlarına karşı Türkistan Cumhuriyetlerinin bağımsızlıklarını koruyabilmeleri Türkiye açısından son derece önemlidir ve bu nedenle Türkiye’nin bölgede dengeleyici bir rol oynaması kaçınılmaz bir gerekliliktir. Zira, Orta Asya Cumhuriyetleri, ŞİÖ içinde, Çin ve Rusya’yı birbirine karşı denge unsuru olarak kullanırken, diğer yandan ABD’ni de Rusya ve Çin’in her ikisine karşı denge unsuru olarak kullanmak istemektedirler. Türkiye’nin de Doğu-batı arasında benzer bir dengeleme politikası uygulaması gayet tabi ki mümkündür. Özellikle son günlerde, Fransa Cumhurbaşkanı Nicolas Sarkozy’nin hasmane bir tutumla, Türkiye’nin AB’ne tam üyelik yollarını kapatma yönündeki yoğun ve etkili çabalarını dikkate aldığımızda, Türkiye’nin alternatif projelere ne kadar ihtiyacı olduğu ortaya çıkmaktadır.

Netice itibariyle, Orta Asya’da, Çin ve Rusya’nın önderliğinde, terörle mücadeleden ortak enerji yatırım alanlarına kadar çok geniş bir yelpazede işbirliğini geliştiren ve hızla kurumsallaşmasını tamamlayan Şangay İşbirliği Örgütü ile ilişkilerin artırılması Türkiye’nin öncelikleri arasında olmalıdır. Bölge halkları ile derin tarihi, dini ve kültürel bağlarımız bulunması nedeniyle bu ülkeler üzerinde siyasi ve kültürel anlamda etkinlik sağlamamız herhalde zor olmayacaktır. Orta Asya ve Hazar Denizi petrol ve doğalgaz kaynaklarının Dünyaya açılmasında bir enerji koridoru mevkisinde bulunan Ülkemiz, ŞİÖ ile ilişkilerini geliştirmek suretiyle hem bu stratejik konumunu güçlendirecek hem de enerji kaynaklarını çeşitlendirme fırsatını yakalayabilecektir. Ayrıca, jeopolitik konumu itibariyle Doğu-Batı arasında bir köprü niteliği taşıyan Türkiye’nin, ABD ve AB ile olan ilişkilerine zarar vermeden ve uygun bir zamanlama ile, geleceğin küresel güç odağı olma potansiyeline sahip böylesi bir Örgüte gözlemci veya tam üye olarak katılması, bölgede etkili bir denge politikası uygulamasına da yardımcı olacaktır.
