AKDENİZ BİRLİĞİ Mİ, TAM ÜYELİK Mİ?

Almanya Başbakanı Angela Merkel ve Fransa Cumhurbaşkanı Nicolas Sarkozy, Berlin’de bir araya gelerek, Fransa’nın öne sürdüğü Akdeniz Birliği Projesini gerçekleştirme konusunda anlaştıklarını ilan ettiler. Avrupa Birliği (AB) ile katılım müzakerelerini yürüten Türkiye’ye “imtiyazlı ortaklık” öneren ve Türkiye’nin tam üyeliğine karşı açıkça faaliyet yürüten Sarkozy, bu hedefine giden yolda belki de en kritik engeli aşmış gibi görünmektedir. Zira, “bütün kriterleri yerine getirse bile, Türkiye’nin AB üyeliğine karşı çıkacağını” söyleyen Sarkozy, Akdeniz Birliği konusunda nihayet Almanya’yı ikna edebilmiş ve Türkiye’nin alternatif yeni yol haritasını da güya belirlemiş sayılmaktadır.

Fransa’nın AB dönem başkanlığına denk gelen 13-14 Temmuz 2008 tarihlerinde Paris’te yapılacak iki günlük bir zirveyle kurulması öngörülen Akdeniz Birliği’ne, Almanya ile birlikte Akdeniz’e kıyısı olan yaklaşık 20 ülkenin dahil olması beklenmektedir. 14 Temmuz tarihinin Fransa’nın milli bayramına denk gelmesi ise ayrıca düşündürücü bir durumdur. 1995 yılında başlayan Barselona sürecinin başarısız olmasının ardından gündeme getirilen ve “ ekonomik, siyasi ve kültürel “ bir birlik olması hedeflenen böyle bir oluşuma, Akdeniz’in tam orta yerinde bulunan Kuzey Kıbrıs Türk Cumhuriyeti’nin dâhil edilmeyecek olması da abesle iştigaldir. Zira, tam üyelik sürecinde AB’nin haksız bir şekilde Kıbrıs konusunu Türkiye’nin önüne engel olarak koyması yetmezmiş gibi şimdi bu tavrıyla da Kıbrıs meselesinde uzlaşma ortamını baltalamaktadır.

Ekonomik, siyasi, sosyal ve kültürel anlamda aralarında “derin farklılıklar” ve çatışmalar bulunan İsrail, Filistin, Lübnan gibi Ortadoğu ülkeleri, Kuzey Afrika Ülkeleri, Güney Kıbrıs Rum Kesimi ile AB üyesi Akdeniz ülkelerinin nasıl bir araya getirilip ortak bir paydada buluşturulacağı konusunda açık şüpheler bulunmaktadır. Kuşkusuz Fransa, eski sömürgeleri olan Kuzey Afrika ülkeleri üzerinde hâkimiyetini yeniden sağlamak, ABD’nin bölgede giderek artan ağırlığını sona erdirerek Paris’i bölgesel bir merkez haline getirmek suretiyle milli menfaatlerini maksimize etme çabası içerisine girmiştir. Sarkozy, Akdeniz Birliği projesi ile bir taşla iki kuş vurmayı hedeflemektedir. Zira, Almanya’yı da yanına alarak, AB’yi planının bir parçası haline getirmek, bu şekilde oluşturulacak Fransa merkezli bir oluşum ile hem Türkiye’yi AB dışında bırakmak ve hem de Fransa’nın bölgedeki milli menfaatlerini yükseltmek istemektedir.

Peki, Türkiye bu gelişmeler karşısında ne yapmalıdır?

Türkiye, yaklaşık yarım asır boyunca AB ile bütünleşme çabalarını sürdürmüş, bu kapsamda, 1996 yılı başında AB ile gümrük birliğini gerçekleştirmiş, son yıllarda gerçekleştirilen Anayasal ve yasal reformlarla demokratik ve sosyal yapısını daha da güçlendirerek Kopenhag siyasi kriterlerini karşılamayı başarmış bir Ülkedir. Zaman zaman engeller çıkarılmasına rağmen, Ekim 2005 tarihinden bu yana AB ile katılım müzakerelerini yürütmektedir.

Her ne kadar, 20 Aralık 2007 günü Roma’da bir araya gelen Fransa Cumhurbaşkanı ile İtalya ve İspanya başbakanları imzaladıkları protokolde açıkça “Akdeniz Birliği, Hırvatistan ve Türkiye ile Avrupa Birliği arasında devam eden müzakere sürecine karışmayacaktır” şeklinde bir ifade olsa da, bu durumun Fransa’nın Türkiye’ye karşı olan malum tutumunu değiştireceğini düşünmek pek de gerçekçi olmayacaktır. Yine geçenlerde Türkiye’ye gelen, Akdeniz İçin Birlik Projesi Sorumlusu Fransız Büyükelçi Alain Le Roy’un, “Akdeniz İçin Birlik Projesi, Türkiye’nin AB’ye tam üyelik sürecine alternatif teşkil etmez” demek ihtiyacını hissettiğini görmekteyiz.

Öte yandan, Cumhurbaşkanı Abdullah Gül, Kasım 2007 tarihinde Paris’te, Fransız meslektaşı Nicolas Sarkozy’nin ortaya attığı Akdeniz Birliği düşüncesini incelediklerini ancak bunun Avrupa Birliği’ne tam üyeliğe alternatif olmadığını, ifade etmiştir.

Görüldüğü üzere, AB ile tam üyelik müzakerelerini yürüten Türkiye, Akdeniz Birliği projesinin AB’ye alternatif teşkil etmeyeceği konusundaki görüşünü sürdürmekte ve bu konuda rahat bir tavır sergilemektedir. Şüphesiz, tam üyelik Türkiye’nin vazgeçilmez hedefi olmalıdır ve bu süreçte taviz vermeksizin çalışmalar sürdürülmelidir. Ancak, Akdeniz’in en önemli ülkelerinden birisi olan Türkiye’nin bu bölgedeki oluşumlara kayıtsız kalamayacağı gerçeğiyle birlikte, AB’nin Türkiye’ye karşı çifte standard uygulama ihtimalini de gözardı etmemek gerektiğini burada özellikle belirtmekte fayda bulunmaktadır.

Türkiye-AB Müzakere Çerçeve Belgesinde, müzakerelerin, sonucu önceden garanti edilemeyen açık uçlu bir süreç olduğu, Birliğin hazmetme kapasitesinin bulunduğu, üyelik yükümlülüklerini üstlenememesi halinde Türkiye’nin en güçlü bağlarla Avrupa yapılarına tam olarak demirlenmesi gerektiği gibi hususlar açıkca belirtilmiştir. Ege Kıta Sahanlığı, Kıbrıs ve Ermeni meselelerinin, Türkiye’nin milli çıkarlarına aykırı bir şekilde, tam üyelik sürecinde müzakere konusu edilmeye çalışılıyor olmasını dikkate aldığımızda, müzakere belgesinde yer alan sözkonusu ifadelerle neyin kastedildiğini tahmin etmemiz zor olmayacaktır.

Fransa’nın Türkiye’yi AB’den dışlama projelerine aynı şekilde karşılık verilmesi gerekmektedir. Zira, Sarkozy, Akdeniz Birliği Projesi ile, AB’nin ikiye bölünme ihtimaline bile aldırış etmeksizin ve AB’ye rağmen, Fransa’nın milli menfaatleri doğrultusunda yeni bir oluşuma liderlik etme hevesine kapılmış durumdadır. Fransa, Akdeniz Birliği’ni, ülkesi ile Orta Doğu ve Kuzey Afrika arasında bir köprü olarak kullanmak istemektedir. Türkiye’nin de benzer alternatif projelere yoğunlaşması elbette mümkündür ve bu konuda daha avantajlı bir konumdadır. Türkiye, Avrupa ile Avrasya arasında bir enerji koridoru olma yolunda yeni projelere ağırlık vermek suretiyle hem enerji bağımlılığını azaltabilir ve hem de jeopolitik yapısını güçlendirebilir. Bu kapsamda, geleceğin küresel güç odağı olma potansiyeline sahip, dünya enerji kaynaklarının önemli bir bölümünü elinde bulunduran Şangay İşbirliği Örgütü ile ilişkilerini geliştirerek gözlemci üyelik başvurusunda bulunabilir. Karadeniz Ekonomik İşbirliği Teşkilatı ve ECO’nun (Economic Cooperation Organizatin) daha işlevsel hale getirilmesi ve bölgesel bir güç olması yolunda işbirliği çabalarını artırabilir. Türkiye’nin AB ve ABD ile ilişkilerini zedelemeden ve müzakere sürecini askıya almadan tüm bu projeleri değerlendirmesi, ekonomik, siyasal ve toplumsal potansiyelini bölgesinde harekete geçirmesi mümkündür.

Netice itibariyle, Önüne çıkarılan tüm dayatmalara rağmen, tam üyelik yolunda üzerine düşen görevleri yerine getirmiş ve nihayet kabul edilmesi zor koşullar içerse de müzakere sürecini başlatmış olan Türkiye’ye, tam da yolun sonuna yaklaşmışken, “imtiyazlı ortaklık”, “Akdeniz Birliği” gibi alternatif yollar gösterilmesi kuşkusuz haksızlıkların en büyüğü olacaktır. Bir Akdeniz ülkesi olarak Türkiye’nin bu bölgedeki oluşumlardan uzak kalması elbette düşünülemez. Ancak, bazı AB yetkililerince aksi ifade edilse de, Akdeniz Birliği oluşumunun, Türkiye’nin tam üyeliğine alternatif gösterilmesi gibi muhtemel senaryolara karşı hazırlıklı olunması, bu konuda gereken tedbirlerin alınması gerekliliği ortadadır. Bir yandan yarım asırdır devam eden, Avrupa’nın ortak iradesine katılma ve AB’nin gelecek vizyonunda yer alma çabalarını  taviz vermeden ve kararlılıkla devam ettirirken, bir yandan da, AB’nin “müzakerelerin ortak hedefi katılımdır” sözünde ne kadar samimi olduğunu sorgulamak, Türkiye’nin en doğal hakkı olacaktır.
