KIBRIS’TA MEMORANDUM KRİZİ

Esasen, en azından Haziran sonunda yapılacak Talat-Hristofyas görüşmesine kadar, Kıbrıs ile ilgili yeni bir yazı yazmayı düşünmüyorduk. Fakat, Londra’da, İngiltere Başbakanı Gordon Brown ve Güney Kıbrıs Rum Yönetimi Lideri Dimitris Hristofyas’ın, 21 Mart ve 23 Mayıs görüşmeleri çerçevesinde gelişen uzlaşma sürecini adeta hiçe sayan bir memoranduma, sürpriz bir şekilde imza atmış olmaları, bizi, bu yazıyı yazmaya zorlamış bulunmaktadır. Rum Lider Hristofyas, İngiltere’nin Kıbrıslı Rumlara, “K.K.T.C.yi tanımayacağı ve Ada’da bölünmeye ya da ayrı bir siyasi oluşumun gelişmesine destek vermeyeceği’ne dair söz verdiği” bu mutabakat muhtırasını imzalamakla, maalesef ciddi bir güvenirlik sorununun ortaya çıkmasına sebebiyet vermiş bulunmaktadır.

Kıbrıs’ta tarafların eşitliği ilkesine aykırı bir şekilde kaleme alınan ve halen devam eden uzlaşma sürecine ciddi hasarlar verebilecek unsurları bünyesinde ihtiva eden söz konusu memorandum, gerek Türkiye ve gerekse Kuzey Kıbrıs Türk Cumhuriyeti tarafından sert tepkiyle karşılanmıştır.

İlk açıklamayı yapan K.K.T.C. Cumhurbaşkanlığı, söz konusu memorandumu sert bir şekilde eleştirmiş ve “Kuzey Kıbrıs`ta hiçbir geçerliliğe veya etkiye sahip değildir” denilmiştir. Açıklamada ayrıca, “Kıbrıs Rum tarafının, son zamanlardaki çabaları ile, Kıbrıs sorununun çözümünü başka yerde aradığını göstermiş olduğu, ne yazık ki, İngiltere’nin de, Kıbrıs Rum tarafı ile bozulan ilişkilerini düzeltmek uğruna, Kıbrıs Rum tarafının bu çabasına destek verdiği; Kıbrıs sorununa taraflardan birinin bulunmadığı bir ortamda şekil verme çabasına alet olduğu” ifadelerine yer verilmiştir.

Türkiye Cumhuriyeti Dışişleri Bakanlığı da, İngiltere ile Güney Kıbrıs Rum Yönetimi (G.K.R.Y.) arasında ortak mutabakat muhtırası imzalanmasına tepki göstermiş, yapılan açıklamada özellikle, Kıbrıs’ta iki liderin görüşme süreci içinde bulundukları bir dönemde imzalanan Mutabakat Muhtırasının yapıcılıktan uzak unsurlar içerdiği belirtilerek, Kıbrıs sorununa kalıcı ve adil bir çözüm bulunması çabalarına gölge düşürüldüğü vurgulanmıştır. Açıklamada ayrıca, “Söz konusu mutabakatın Rum tarafı lehine seçici bir anlayışla iktibas edilmesi ve yeni unsurlar eklenmesi, görüşme sürecinin desteklendiği beyanlarıyla çelişmektedir.” ifadesi kullanılmıştır.

Görüldüğü üzere, Kıbrıs Türk ve Rum Toplumu liderlerinin yeni bir uzlaşma sürecini devam ettirdikleri bir sırada, İngiltere’yi haksız bir şekilde sürecin içine dâhil etme girişimleri, Rumların samimiyeti konusundaki kuşkuları daha da artırmış bulunmaktadır.

Daha önceki yazılarımızda, 21 Mart görüşmesinin, her ne kadar büyük umutlara yol açan yeni bir barış döneminin başlayacağına dair bir hava estirmiş olsa da, Talat-Hristofyas dostluğunun tek başına bu sürecin garantisi olamayacağını söylemiştik. Aradan geçen zaman içerisinde, liderlerin karşılıklı birbirlerini suçlamaya varan tutumları bizleri umutsuzluğa sevk etmiş ve fakat 23 Mayıs liderler görüşmesi ile umutlar tekrar yeşermişti. Hatta Hristofyas, 23 Mayıs görüşmesinde, uzlaşma adına bir adım ileri giderek iki toplumlu, iki kesimli, siyasi eşitliğe dayalı iki kurucu devletin oluşturacağı yeni bir ortaklık devletini kabul ettiğine dair mesajlar vermişti. Ne var ki, çok geçmeden, 5 Haziran 2008 tarihinde, Kıbrıs’ın garantör devletlerinden birisi olan İngiltere’nin Başbakanı Gordon Brown ile G.K.R.Y. Lideri Dimitris Hristofyas’ın imzaladığı memorandum ile süreç, büyük bir hasar görmüş gibi gözükmektedir.

Peki, nedir bu Türkiye ve K.K.T.C.nin sert tepkilerine yol açan İngiliz-Rum Memorandumu?

İkili ilişkileri geliştirmeye yönelik olarak, İngiliz ve Rum Liderler tarafından Londra’da imzalanan mutabakat muhtırasına göre, garantör devlet olan İngiltere, “K.K.T.C.yi tanımayacağı, Ada’da bölünmeye ya da ayrı bir siyasi oluşumun gelişmesine destek vermeyeceği, Kıbrıs’ta ayrı bir devlet ve siyasi otoriteyi kabul etmeyeceğine” dair Kıbrıslı Rumlara söz vermektedir.  Ayrıca, memorandumda, İngiltere’nin, BM’nin Kıbrıs sorununun çözümüne ilişkin mevcut 541 ve 550 sayılı kararlarının arkasında olduğu hususu da belirtilmiştir. Şüphesiz, burada kastedilen ayrı bir devlet veya siyasi oluşum Kuzey Kıbrıs Türk Cumhuriyeti olmaktadır. Esasen Kıbrıs Rum Yönetimi ile İngiltere, Kıbrıs’ta, Kıbrıs Rum Yönetiminden gayrı bir devlet veya siyasi oluşum istemediklerini söylemeye çalışmaktadırlar.

Görüldüğü üzere Hristofyas, bu son tutumuyla aslında iki ayrı noktada çelişkiye düşmektedir. Birincisi, bir yandan Kıbrıs meselesinin ancak Ada’da yaşayan Kıbrıs Türk ve Rum Toplumlarının kendi aralarında, kendi hür iradeleri ile yapacakları görüşmelerle bir çözüme kavuşabileceği iddiasıyla özellikle Türkiye’yi sürecin dışında bırakmaya çabalarken, bir yandan İngiltere’yi, kendi tarafına çekme amacına yönelik olarak, sürecin bir parçası haline getirmeye gayret göstermesidir. Hristofyas’ın içine düştüğü İkinci çelişki ise, Başkan seçilmesiyle birlikte, kendi insiyatifi ile başlayan yeni uzlaşma sürecinin temel kriteri olan, “tarafların eşitliği” prensibine tamamen aykırı bir tutum sergilemeye başlamış olmasıdır.

Hatırlayalım; 23 Mayıs’ta, K.K.T.C. Cumhurbaşkanı Mehmet Ali Talat ile G.K.R.Y. Lideri Dimitris Hristofyas arasında yapılan görüşmede Hristofyas, Bu konuda, Kıbrıs Birleşik Federal Cumhuriyeti (United Federal Republic of Cyprus) olması yönünde ortak bir pozisyonumuz var” demek suretiyle, iki toplumlu, iki bölgeli, Türk ve Rum Kurucu Devletlerinin oluşturacağı Federal bir Ortaklık Devletinin kurulması konusunda bir mutabakata varıldığı mesajını vermişti. Ancak, İngiltere Başbakanı ile yaptığı ikili anlaşmada, yeni bir devlet veya siyasi oluşuma karşı olduklarını belirtmek suretiyle, gerçekte, çözümden kastettiği şeyin, iki toplumun siyasi eşitliği değil, “Kıbrıs Cumhuriyeti” tezi çerçevesinde, G.K.R.Y. egemenliğinde bir Kıbrıs olduğu anlaşılmış bulunmaktadır. Bu noktada, Papadopulos ve ekibinin Hristofyas üzerindeki baskısının etkili olduğunu da söylememiz mümkündür.

Ancak, daha önce, aynı İngiltere Başbakanının, Türkiye Başbakanı ile izolasyonların kaldırılmasına ve Annan planına atıf yapan bir deklarasyon imzaladığını da Hristofyas’ın hatırlamasında yarar bulunmaktadır. Ekim 2007 tarihinde Başbakan Recep Tayip Erdoğan ile İngiltere Başbakanı Gordon Brown tarafından imzalanan stratejik işbirliği belgesi, “K.K.T.C.nin düzeyini yükselttiği” gerekçesiyle Kıbrıslı Rumlar tarafından büyük tepki görmüştü. Hatta, bu memoranduma karşı, Kıbrıs Rum Kesiminden bir üst düzey yetkilinin “İngilizlerin bu hareketinden sonra Londra’yla aramızda bir cephe açıldığını düşünüyoruz. Bu gelişmeler altında İngiliz Üsleri konusuna yeniden bakmaya mecburuz. İngiltere’yle ilişkilerimizde mütekabiliyet olup olmadığını denetlemeliyiz. Önümüzdeki günlerde hükümet bu yönde bir düzeltme yapacak.” şeklinde tepki verdiği de bilinmektedir.

Ancak, her ne kadar biz şimdi hatırlatıyor olsak da, Hristofyas’ın aslında bu anlaşmayı hiç unutmadığı ortaya çıkmaktadır. Zira, aradan çok fazla bir zaman geçmeden Kıbrıslı Rumlar rövanşı almış ve tabii ki İngiltere de, Rumlarla ilişkilerini düzeltmiş ve kendince Ada’daki üslerini garantilemiş gibi gözükmektedir.
Netice itibariyle, 5 Haziran 2008 tarihinde, İngiltere Başbakanı ile G.K.R.Y. Lideri arasında imzalanan memorandum, bize açıkça şunu göstermektedir ki, Türk Kamuoyu, Hristofyas’ın Ada’da bir çözüm isteyip istemediği konusunda şüphe duymakta ziyadesiyle haklıdır. Hristofyas, Kıbrıs Türk ve Rum Toplumlarının siyasi eşitliğine ve Ada’da Rumların dışında bir devlete ve siyasi oluşuma karşı olduğunu ortaya koymak suretiyle, 21 Mart ve 23 Mayıs mutabakatlarıyla çelişir bir tutum içine girmiş bulunmaktadır. Rum Liderin bu son girişimi, Ada’da adil ve kalıcı bir çözüm bulma arayışlarına gölge düşürdüğü gibi, bir güvenirlik sorununu da beraberinde getirmiştir. Bu şartlar altında, Haziran sonunda, kapsamlı barış görüşmelerine nasıl başlanabileceği de merak konusudur.

Öte yandan, yeni uzlaşma sürecini desteklediğini açıklayan İngiltere’nin, Kıbrıs Türk Toplumunu dışlayarak, bütün Kıbrıs adına sadece Rum Kesimini muhatap alması ise süreci baltalayacak derecede tutarsız bir davranıştır ve Türk Milleti tarafından mutlaka değerlendirilecektir kanaatindeyiz.

Bir yandan Doğu Akdeniz’de Fransa ve Yunanistan ile bir ortak askeri tatbikat düzenleyip, diğer yandan Londra’da güya bütün Kıbrıs adına bir muhtıraya imza atan Hristofyas, bu şekilde Kıbrıs Türk Toplumunu köşeye sıkıştırabileceğini düşünmektedir. Görünürde, Kıbrıs meselesinin, iki toplum liderinin kendi aralarında yapacakları görüşmelerle çözülmesi gerektiği imajını veren Hristofyas’ın, gerçekte çözümü başka mecralara sürüklemeye çalıştığını görmekteyiz. Eğer, Rumlar, Türkiye’nin, AB üyeliği uğruna Kıbrıs’ta taviz vereceği veya dayatmalara boyun eğeceği hayaline kapılmışlarsa, hüsrana uğramaları kaçınılmaz olacaktır.

Yaşanan bu gelişmeler, Türkiye’nin garantörlüğünün asla tartışma konusu olamayacağı, 1974 Kıbrıs Barış Harekâtıyla birlikte Ada’ya kalıcı huzur ve barışı getiren Türk askeri varlığının ise Kıbrıs Türk Toplumunun yegâne güvencesi olduğu ve Türkiye’nin bu misyonunu devam ettirme kararlılığından asla vazgeçmeyeceği gerçeğini bir kez daha gözler önüne sermiş bulunmaktadır. Elbette, İngilizlerle tek taraflı olarak imzalanan bu mutabakat muhtırasının, Türk Toplumu için hiçbir değeri ve etkisi olmayacaktır. Hristofyas görmek istemese de, Ada’da var olan K.K.T.C., Kıbrıs Türklerinin bağımsız Devleti ve siyasi bir oluşumudur. Ve ayrıca bilinmelidir ki, Kıbrıs, Türkiye’nin millî davasıdır. Bu nedenle, Ada’da, ya Kıbrıs Türk Toplumunun siyasi eşitliğine dayalı adil ve kalıcı bir çözüm ivedilikle sağlanacaktır ya da bağımsız Kuzey Kıbrıs Türk Cumhuriyeti ilelebet yaşatılacaktır.
