SARKOZY’NİN KÜRESEL HAYALİ: AKDENİZ İÇİN BİRLİK

Aylardır yoğun bir mesai sarf eden Fransa Cumhurbaşkanı Nicolas Sarkozy, nihayet AB üyesi ülkelerle Akdeniz’e kıyısı bulunan ülkelerden oluşan ve yaklaşık 760 milyon nüfusu temsil eden, Türkiye dahil toplam 43 ülkenin devlet ve hükümet başkanlarını 13 Temmuz’da Paris’te bir araya getirmeyi başarmış bulunmaktadır. Fransa Dışişleri Bakanı Bernard Koucher’in “Akdeniz’de yeni bir diyalog rüzgarı esiyor” sözleriyle tanımladığı ve Sarkozy’nin gövde gösterisine dönüşen Zirve ile birlikte, Akdeniz İçin Birlik’in temelleri atılmış oldu. İlk aşamada Akdeniz’in temizlenmesi, kara ve deniz ulaşımı, sivil savunma, alternatif enerji, yükseköğretim ve ortak Avrupa-Akdeniz Üniversitesi kurulması ve orta ve küçük ölçekli şirketlere yönelik kalkınma planından oluşan toplam altı projenin benimsendiği Birliğin ilk dönem eşbaşkanlığını Fransa ve Mısır’ın yapması kararlaştırıldı.

Suriye, İsrail ve Filistin liderlerinin de katıldığı Akdeniz İçin Birlik Zirvesine Türkiye son ana kadar katılıp katılmama konusunda kararsız kalmıştı. Ancak, gerek Sarkozy’nin Japonya’da yapılan G-8 Zirvesi sırasında Başbakan Recep Tayyip Erdoğan’ı telefonla arayıp Zirveye davet etmesi ve Akdeniz İçin Birlik projesinin Türkiye’nin AB üyeliğine alternatif teşkil etmeyeceğine dair güvence vermesi ve gerekse AB’ye üyelik için otomatik referandum koşuluna 3/5 istisnası getiren teklifin Fransız ulusal Meclisinde kabul edilmesi üzerine, Başbakan Recep Tayyip Erdoğan tarafından Paris’e gitme kararı alınmıştır.

Nitekim, AB üyeliğinin onaylanması konusunda, Türkiye’ye karşı getirilen %5 formülünün Fransız Senatosu tarafından reddedilmesinin ardından, Ulusal Meclis’te kabul edilen yeni uzlaşma formülünün, Türkiye’nin Paris’te yapılacak Zirveye katılım kararı üzerinde etkili olduğunu düşünmekteyiz. Söz konusu Anayasa değişikliği teklifine göre, otomatik referandum genel kural olmakla birlikte, Parlamentonun beşte üçünün talebi üzerine Cumhurbaşkanı  AB’ye üyelik sözleşmesini yeniden oylanmak üzere Meclis ve Senato’nun birleşik oturumuna götürülebilecek ve buradan beşte üç oy alınması halinde yeni AB üyeliği onaylanmış sayılacaktır. Türkiye’yi doğrudan hedef almayan ve %5 formülünün aksine Parlamento onayını mümkün kılan bu yeni formülün, tam da 13 Temmuz Zirvesinden hemen önce Fransız Ulusal Meclisinde kabul edilmiş olması düşündürücüdür. Ancak, bu gelişmenin, esas itibariyle Türkiye’yi Paris zirvesine çekme amacına yönelik bir manevra olup olmadığını anlamak için biraz beklememiz gerekecektir.

Fransa’nın yoğun diplomatik girişimleri karşısında son ana kadar taviz vermekten kaçınan Türkiye’nin, bu sayede sağladığı bir diğer olumlu gelişme ise, Zirve Sonuç Bildirisinde istediği ifadelere yer verilmiş olmasıdır. Buna göre, Bildirinin 13. maddesinde, “Akdeniz İçin Birlik’in, AB’nin genişleme politikasından, müzakere ve ön üyelik sürecinden bağımsız olacağı”  hususu not edilmiş ve ayrıca Hırvatistan ve Türkiye ile ilgili olarak “AB ile tam üyelik müzakerelerine katılan ülkeler” ifadesi bildiride yer almıştır. Türkiye’nin endişelerini büyük ölçüde gideren bu gelişmeye rağmen, Sarkozy’nin, Türkiye’nin AB üyeliğine karşı yürüttüğü amansız mücadele göz önüne alınarak, ihtiyatın elden bırakılmaması  gerektiği kanaatindeyiz.

Cumhurbaşkanlığı kampanyası sırasında ortaya attığı Akdeniz Birliği projesini, Elysee Sarayı’na çıktıktan sonra Fransız dış politikasının önceliklerinden birisi haline getiren Nicolas Sarkozy, eski sömürgeleri olan Kuzey Afrika ülkeleri üzerinde hâkimiyetini yeniden kazanmayı ve Fransa’yı Akdeniz ve Ortadoğu’da söz sahibi kilit bir ülke haline getirmek suretiyle bölgedeki jeopolitik konumunu güçlendirmeyi hedeflemektedir.
Ancak, Mayıs ayından itibaren Avrupa Komisyonu’nun inisiyatifi ele alması ve projeyi yeniden değerlendirmek suretiyle orijinal Fransız ekseninden uzaklaştırarak bir AB projesi haline getirmesi üzerine, birçok AB ve Akdeniz ülkesinin endişeleri de giderilmiş oldu. Bu kapsamda, Proje’nin adı “Akdeniz Birliği”nden “Akdeniz İçin Birlik” e dönüştürülmüş ve Barselona sürecinin bir devamı olarak gelişmesi öngörülmüştür.
AB’den bağımsız olarak faaliyet gösteremeyecek olan Birliğin, biri AB üyesi ülkelerden, diğeri ise geriye kalan Akdeniz ülkelerinden seçilecek olan iki eşbaşkanı ve iki direktörü olacaktır. AB adına eşbaşkanlığı, AB dönem başkanı olan ülke yürütecek, Lizbon Anlaşmasının onaylanması halinde ise AB Konseyi Başkanı bu görevi üslenecektir. 2009 yılına kadar AB adına eşbaşkan  olacak Fransa’nın ortağı ise beklendiği gibi Mısır olacaktır. Akdeniz İçin  Birlik üyesi ülkelerin liderleri, her iki yılda bir düzenlenecek zirvede bir araya gelerek hedefleri masaya yatıracaklar, üye ülkelerin Dışişleri Bakanları ise  yılda bir kez toplanacaklardır. Öte yandan, Birliğin merkezi olacak ülke konusunda Fransa, Kuzey Afrika ülkelerinden birisini önerirken, Avrupa Komisyonu, Sekreterya’nın Brüksel’de olmasını istemektedir. Akdeniz Birliği’nin 2013 yılına kadar bütçesi 16 milyar Euro olarak öngörülmekte ve Birliğe özel yatırımcıların da mali destek sunması beklenmektedir.
Görüldüğü üzere, Fransa tarafından Paris eksenli olarak ortaya atılan Akdeniz Birliği projesi, Avrupa komisyonu tarafından bir AB projesine dönüştürülmüş ve Sarkozy’nin kişisel çıkar hesapları önemli ölçüde bozulmuştur.
Ne var ki, proje, Fransız çerçevesinden önemli ölçüde uzaklaştırılmış ve AB eksenine oturtulmuş olsa da, başarılı olup olamayacağına dair kuşkular hâlâ geçerliliğini sürdürmektedir. Birinci engel, Türkiye’nin, Sarkozy’nin gerçek niyeti üzerinde duyduğu haklı şüphelerdir. Zira, Avrupa Birliği ile katılım müzakerelerini yürüten Türkiye’ye “imtiyazlı ortaklık” öneren ve “bütün kriterleri yerine getirse bile, Türkiye’nin AB üyeliğine karşı çıkacağını” söyleyerek, Türkiye’nin tam üyeliğine karşı açıkça faaliyet yürüten Sarkozy’nin, Akdeniz Birliği projesini Türkiye’nin tam üyeliğine alternatif bir proje olarak geliştirdiğine dair tereddütler tamamen giderilmiş değildir. Son aylarda, Türkiye’ye gönderdiği üst düzey temsilcileri marifetiyle Türkiye’de ikna turları atan Paris, Akdeniz’in kilit konumundaki güçlü ülkesi Türkiye’yi sürece dahil edebilmek için yoğun çaba sarf etmiştir.  Keza, Fransızlar pekâlâ bilmektedir ki, Türkiye’siz bir Akdeniz Projesinin başarıya ulaşması mümkün değildir.

Sarkozy son anda yaptığı manevralarla Türkiye’nin, 13 Temmuz’da Paris’te yapılan Zirveye katılmasını sağlamayı başarmıştır, ancak Türkiye’nin Proje ile ilgili endişeleri tamamen giderilmiş değildir ve bu durum “Barselona Süreci:Akdeniz İçin Birlik” projesinin geleceği açısından ciddi bir belirsizlik alameti olarak karşımızda durmaktadır.

Projenin uygulanabilirlik kabiliyetini zayıflatan bir diğer husus ise, Ekonomik, siyasi, sosyal ve kültürel anlamda aralarında “derin farklılıklar” ve çatışmalar bulunan İsrail, Filistin, Lübnan gibi Ortadoğu ülkeleri, otoriter rejimlerle idare edilen Kuzey Afrika Ülkeleri ile AB üyesi ülkelerin nasıl bir araya getirilip ortak bir paydada buluşturulacağı konusunda duyulan endişelerdir. Mesela, Libya Lideri Kaddafi’nin, “Bizler hem Arap Birliği hem de Afrika Birliği’ne mensup ülkeleriz, bu birliği bozacak hiçbir girişimi kabul etmeyeceğiz” diyerek Akdeniz Birliği projesine karşı tavır alması ve bu nedenle  Zirveyi katılmayacağını açıklaması, ayrıca, Fas Kralı’ı Muhammed ile Ürdün Kralı 2. Abdullah’ın son anda Zirveye katılmayacağını bildirmesi, Birliğin gelecekte sancılı dönemler yaşayabileceğini işaret eden olaylara bir örnek olarak gösterilebilecektir.

Akdeniz’in kuzey ve güney yakası arasında özellikle son 15 yıl içinde önemli bir şekilde artış gösteren gelişmişlik farkı halen dünyada görülebilecek en yüksek noktaya ulaşmış durumdadır ve Akdeniz’in bilhassa kuzey kıyılarında yer alan ülkelerin istikrarını tehdit edebilecek düzeydedir. Ayrıca, Akdeniz Bölgesi dünyanın iklim değişikliğinden ve özellikle de kuraklıktan en ciddi şekilde etkilenecek bölgesidir. Bu nedenle, Sarkozy’nin kişisel hesaplarını bir tarafa bırakacak olursak, çevre, içme suyu, göç, enerji, ulaştırma ve sürdürülebilir kalkınma alanlarında sağlanacak yakın işbirliği ortamı, özellikle Kuzey Afrika ve Ortadoğu ülkelerine barış, refah ve istikrar getirme çabalarına önemli katkılar sağlayabilecektir. Ayrıca 13 Temmuz Zirvesinde, Akdeniz’in ve Ortadoğu’nun nükleer, kimyasal, biyolojik tüm silahlardan tamamen arındırılması konusunda alınan ilke kararı, her ne kadar pratik bir anlam ifade etmese de umutları beslemesi açısından önem arz etmektedir.

Netice itibariyle, arka bahçesi olarak gördüğü Doğu komşuları ve Akdeniz ülkeleri ile yakın ilişkiler geliştirmek amacıyla Doğu Boyutu ve Akdeniz Birliği gibi projelere destek veren Avrupa Birliği, bu şekilde, kendisine bir güvenlik çemberi oluşturmaya çalışmaktadır. Avrupa Birliği, başlangıçta, Sarkozy’nin, Fransa’nın milli çıkarlarını maksimize etmek üzere ortaya attığı Akdeniz Birliği projesini bir AB projesine dönüştürmek suretiyle belki de bir taşla iki kuş vurmayı hedeflemektedir. Zira, üye yapmayı düşünmediği bu komşu ülkeleri “en güçlü bağlarla Avrupa yapılarına tam olarak demirlemek” niyetinde olan AB, bu sayede hem kendisine bir güvenlik halkası tesis etme ve hem de bu ülkelerin üyeliğine alternatifler oluşturma hayaline kapılmış vaziyettedir. Ayrıca, Akdeniz İçin Birlik Projesinin, esasen Fransa’yı  Akdeniz’in hakimiyet merkezi haline getirme ve bu ülkeyi Orta Doğuya açma gibi, Sarkozy’nin stratejik hedeflerine alet edilmeye çalışıldığı gerçeği de göz ardı edilmemelidir.

Projenin, AB üyeliğine alternatif oluşturmadığına dair alınan güvenceler, Türkiye’nin Paris’teki zirveye katılmasını sağlamıştır. Bu önemli bir gelişmedir. Çünkü, bir zamanlar Türk Gölü olan Akdeniz’in en büyük ülkelerinden birisi olan Türkiye’nin, bölgede oluşturulacak bir projenin dışında kalmasının,  ne kendisine ve ne de diğer Akdeniz ülkelerine bir fayda getirmeyeceği bilinmektedir. Türkiye’nin Akdeniz’de, Fransa’ya göre daha avantajlı bir konumda olduğu gerçeği de gözden uzak tutulmamalıdır. Türkiye elbette bölgede huzur, barış ve istikrarı en çok isteyen ülkelerden birisidir ve bu nedenle Akdeniz İçin Birlik oluşumunda aktif rol oynamak durumundadır. Ancak bu yapılırken, bir yandan AB’nin Türkiye’yi oyalama taktiklerine karşı müteyakkız olunmalı, bir yandan da Birliğin, Fransa’nın küresel hırslarına alet edilmesine fırsat verilmemelidir.
